(브레이크뉴스인천 박상도 기자) 오는 7월 1일부터는 승선 인원수와 관계없이 모든 어선원이 외부에 노출된 갑판에 있는 경우 반드시 구명조끼를 착용해야 한다. 

이번 조치는 기존 구명조끼 착용 의무화 기준을 전면 확대해, 안전 사각지대를 해소하기 위한 것이다.

이에 인천해양경찰서는 여름철 해양사고를 예방하기 위해 어선원 구명조끼 착용 관련 강화된 어선안전조업법과 단속 규정을 국민들에게 집중 안내한다고 밝혔다.

○ “착용은 의무”…선원·선장 모두 책임

현행 법령에 따르면 승선 인원이 2인 이하 소규모인 경우 등 외부에 노출된 갑판에서 구명조끼를 착용해야 하며, 선장은 이를 착용하도록 관리할 의무가 있다.

이를 위반할 경우 1차 90만원, 2차 150만원, 3차 300만원의 과태료가 부과되며, 선원뿐 아니라 선장에게도 동일하게 적용된다.

외국인 어선원도 예외가 아니다. 

국내 어선에 승선하는 외국인 선원도 동일 법령이 적용되며, 구명조끼 미착용 시 과태료 부과 대상이 된다.

이와 관련 인천해경은 올해 초부터 '구명조끼 착용 생활화'를 위한 종합 캠페인을 추진하고 있다.

인천시 관내 구청 대형 LED 전광판과 순찰차 부착 자석 스티커 등 생활밀착형 홍보를 추진하고, 인천 유나이티드 FC 홈경기와 연계한 안전 캠페인을 통해 구명조끼 착용 등 해양안전 문화를 확산하며 해양사고 예방에 힘쓰고 있다.

양종타 서장은 “사고는 단 몇 초 만에 발생하지만, 구명조끼 착용 여부가 생존을 결정짓는다”며 “단속을 피하기 위한 형식적인 착용이 아니라, 자신의 생명을 지키기 위한 습관으로 반드시 착용해달라”고 강조했다
