법무 가족 여러분!

2026년 새해가 밝았습니다.

매년 마주하는 새해이지만, 올해는 그 의미가 더욱 특별하게 느껴집니다. 

지난 한 해는 대한민국을 바로 세우는 ‘재건’의 시간이었습니다. 

우리 국민은 힘과 지혜를 모아 무너진 민주주의와 법치주의를 회복시키기 위해 진력했습니다.

무엇보다, 책임감과 사명감을 가지고 묵묵히 노력해 준 여러분과 같은 공직자들이 있었기에, 국가 시스템이 빠르게 정상화될 수 있었습니다.

여러분의 헌신에 감사드리며,  올해도 변함없이 법무부의 임무에 충실하면서, 국민을 위해 봉사하는 뜻깊은 한해를 만들어 갑시다. 

법무 가족 여러분!

저는 장관으로 취임한 이래,  법무부의 ‘변화’를 보여드리는 데 집중해 왔습니다. 

오랜 기간 해결책이 보이지 않아 미뤄져 온 과제는 발로 뛰며 돌파구를 찾았고, 관행에 따라 해오던 일들을 다시 살펴보고, 오로지 국민에게 도움이 되는 쪽으로과감하게 방향을 바꾸기도 했습니다. 

지난 6개월간 민생에 집중하며 숨 가쁘게 달려온 결과, 의미 있는 성과를 거둘 수 있었습니다.

이제 우리는 그간의 결실에 만족하지 않고, 국민께 더욱 ‘확실한 변화’를 보여드려야 합니다.

뼈를 깎는 노력으로 쇄신하면서, 국민의 신뢰를 얻기 위해 최선을 다해야 합니다. 

변화의 힘은 여러분 한 명 한 명으로부터 나옵니다.

시어도어 루스벨트 대통령은 “당신이 있는 곳에서, 당신이 가진 것으로, 할 수 있는 일을 하라.”라는 말을 했습니다. 

우리가 자신의 자리에서 최선을 다해, 작은 일도 적극적으로 해나가면 그 노력이 모여 큰 변화를 이루어 내는 것입니다. 

국민의 입장에서, 법무부 업무는 어느 것 하나도 소홀히 해서는 안 되는 일입니다. 

우리 모두 사회의 안전과 국민의 일상을 떠받치는 중요한 임무를 맡고 있음을 명심하고, 각자의 업무에 열정을 다해 주기 바랍니다.

올해 우리가 함께 할 변화와 혁신의 여정에서, 특히 중점적으로 추진해야 할 방향에 대해 몇 가지 당부 말씀을 드리고자 합니다. 

먼저, ‘국민과 함께하는 새로운 검찰’로 거듭납시다.

지난 6개월은 검찰개혁의 토대를 마련한 시간이었습니다. 

반성할 것은 반성하고, 고칠 것은 고쳐나가며 검찰이 국민에게 봉사하는 ‘인권보호 기관’으로 거듭날 수 있도록 많은 노력을 기울였습니다. 

검찰의 사명이자 존재 이유는 ‘범죄로부터 국민을 보호하는 것’입니다.

범죄자가 죄에 상응하는 처벌을 받고, 억울한 피해를 입는 국민이 없도록 검찰 본연의 역할을 충실하게 이행한다면, 국민의 신뢰를 회복할 수 있을 것입니다. 

‘국민을 위한 검찰개혁’에 박차를 가하여, 국민이 믿고 기댈 수 있는 검찰로 다시 태어나는 한해를 만들어 나갑시다. 

둘째, 능동적이고 유연한 출입국ㆍ이민정책을 통해  미래로 도약합시다. 

저출산과 고령화, 지역소멸이 가속화되면서 외국인력 확보와 사회통합에 대한 요구가 더욱 커지고 있습니다.

출입국ㆍ외국인 정책은 ‘안정적 관리’에서 ‘주도적 설계’로 전환하여, 보다 적극적이고, 능동적으로 추진되어야 합니다.

인구ㆍ사회변화에 탄력적으로 대응할 수 있는 정책을 체계적으로 추진함과 동시에, 국경관리와 체류질서 확립도 소홀히 해서는 안 될 것입니다. 

셋째, ‘국민의 안전을 지키는 최후의 보루’이자, ‘변화를 이끄는 보금자리’로서 교정 환경을 혁신적으로 바꾸어 나갑시다.

교정시설 과밀수용 문제는 시급히 해결해야 할 과제입니다.

교정시설 조성에는 많은 시간과 비용이 요구되고 이해관계자들 사이의 갈등 조정도 쉽지 않지만, 우리가 할 수 있는 최선의 노력을 다하여 신속하게 해법을 제시해 나가야 합니다. 

이와 함께 모범수형자에 대한 가석방을 확대하고, 교정공무원 처우를 개선하는 등 다양한 방안을 통해 수용자와 교정공무원의 인권이 함께 존중되는 환경을 조성해 나갑시다.

넷째, 범죄로부터 국민의 일상을 안전하게 지키고, 사회적 약자의 인권을 더욱 두텁게 보호합시다.

재범 고위험군을 철저하게 감독하고 소년범 교육을 강화하는 등 효과적으로 범죄를 예방하고, 국민이 안심하실 수 있도록 사회안전망을 촘촘하게 설계해 나갑시다.

범죄피해자가 일상을 신속히 회복할 수 있도록 다각도로 지원하고, 외국인 근로자 등 사회적 약자들이 인권의 사각지대에서 소외되지 않도록 지원을 강화합시다.

마지막으로, 경제활성화를 뒷받침하기 위해 진취적으로 법제를 개선하고, ‘정부의 로펌’으로서 국익 수호에 능동적으로 앞장섭시다. 

지난해, 변화된 시대상을 반영하여 국민 생활의 기본 규범인 민법의 개정안을 마련하고, 주주보호 강화를 위해 상법을 개정하는 등 가시적인 입법 성과를 거두었습니다. 

이러한 성과에서 더 나아가, 낡은 법과 제도, 규제를 혁파하여 기업의 창의적인 활동과 경제 성장을 뒷받침합시다. 

또한, 국익과 직결되는 국제소송에 전략적으로 대응하고, 해외 진출 기업을 위한 법무 지원도 확대해 나갑시다.

존경하는 법무부 공직자 여러분!

존 F. 케네디 대통령은 “변화는 삶의 법칙이다. 과거와 현재만을 보는 사람은 반드시 미래를 놓치게 된다.”라는 말을 남겼습니다. 

지난 한 해가 우리를 되돌아보는 시간이었다면, 이제는 미래를 바라보고, 대한민국의 발전을 뒷받침하기 위해 법무부의 역할을 적극적으로 찾아 나갈 때입니다. 

2026년은 병오년(丙午年), ‘붉은 말의 해’입니다.

거침없이 질주하는 말의 모습처럼, 올해를, 과거를 뛰어넘어 힘차게 전진하는 ‘법무행정 혁신의 원년’으로 만들어 나갑시다.
