(브레이크뉴스인천 박상도 기자) 인천 윤환 계양구청장이 병오년(丙午年)을 맞아 신년사를 통해 "구 사자성어 ‘승풍파랑(乘風破浪)’ 바람을 타고 물결을 헤쳐 나아간다는 의미로  계양구 공직자 모두는 새해에도 오직 계양의 발전과 구민의 행복만을 생각하며, 승풍파랑의 뜻을 항상 가슴에 새기겠다"고 밝혔다.

다음은 윤환 계양구청장의 신년사 전문이다.

존경하는 계양구민 여러분! 2026년 새해가 밝았습니다. 

병오년, 붉은 말의 힘찬 기운이 작은 소원을 가슴에 품고 살아가시는 모든 분들의 가정에 큰 결실로 채워지는, 성취의 한 해가 되시기를 기원드립니다.

지난 2025년은, 국내외적으로 힘든 일이 많았던 한 해였습니다. 

그럼에도 불구하고 우리 계양은, 구민 여러분의 열정과 참여로, 계양의 미래 발전을 위한 많은 일들을 추진해 왔습니다. 

그 결과, 우리 계양은 우리가 기대했던 그 이상의 크고 역사적인 일들을 이뤄낼 수 있었습니다. 

계양테크노밸리가 일반 제조업 중심에서 최첨단 업종으로 재편됐고, 당초 버스였던 3기 신도시는 철도 노선으로, 재검토되었습니다. 

계양-강화 간 고속도로에 이화 IC가 신설됐고, 아무도 관심 갖지 않았던 계양아라온은 수도권의 대표적인 문화관광지가 되었습니다. 

지난 12월에는 원도심 발전 구상의 핵심인 계산동 도시재생사업이 국토부 공모사업에 최종 확정되는 쾌거를 이루기도 했습니다. 

이외에도, 우리 계양은 생활, 안전, 복지 등 여러 분야에서도 전국 최고 수준의 평가를 받아 이제는, 각종 규제로 소외받았던 아픈 과거를 털어버리고, 가장 살기 좋고 오래 살고 싶은 도시로 변모해 가고 있습니다. 

이 모든 성과는, 오직 계양의 발전을 위해 헌신하신 구민 여러분께서 만들어 낸 결과입니다. 

그리고, 새로운 변화와 혁신을 위해 끊임없이 도전한 계양구 공직자의 노력이 있었기에 가능했다고 생각합니다. 

기적과도 같은 성과를 만들어 내신 구민 여러분과, 어려운 여건 속에서도 최선을 다한 계양구 공직자 여러분께 진심으로 감사의 말씀을 드립니다.

존경하고 사랑하는 구민 여러분! 

제가 계양구청장에 취임한 지도 어느덧 3년 반이 지났습니다. 

돌이켜 보면, 지난 시간은 구민 여러분과 함께 많은 일들을 해낸 행복한 시간이었고, 몇 날 며칠을 밤새 고민하며 잠 못 이룬, 어렵고 힘든 시간이었습니다. 

특히, 2022년 임기 초부터 발생한 재정적인 어려움은 구정을 이끌어야 하는 구청장에게는 큰 부담이었습니다. 

그러나, 우리 계양은 많은 난관 속에서도 기존의 사업들을 다시 검토하여, 가장 발전적인 방안을 찾아갔습니다. 

그리고, 보도블럭과 가로수 교체 등 연례 반복적이고 낭비적인 요소가 있는 사업들은 전면 취소하여 구 예산이 단 한 푼이라도 더욱 가치 있게 쓰일 수 있도록 노력했습니다. 

그 결과, 계양의 미래 발전을 위한 더 많은 일들을 해낼 수 있었습니다. 

이러한 결과 역시, 불편을 감수하며 이해와 협조로 성원해 주신 구민 여러분께서 만들어 낸 성과입니다. 

사랑하는 구민 여러분께 다시 한번 깊은 감사를 드립니다.
