인천시의회 유승분 의원(국·연수구3)은 15일 열린 ‘제305회(제2차 정례회) 제3차 본회의’ 5분 자유발언에서 “민선8기 동안 인천시는 총 여덟 차례 조직개편을 단행했다”면서 “실·국 단위가 이렇게 자주 바뀌면 행정 전문성이 약화되고, 정책 연속성이 훼손될 수밖에 없다”고 꼬집었다.

유 의원은 이번 조직개편의 핵심이 국 단위 조직을 20개에서 22개로 확대하는 것이라고 설명했다. 

신설되는 조직은 농업·수산 정책을 통합하는 ‘농수산식품국’, 고독·고립 문제를 통합 돌봄과 연계하는 ‘외로움돌봄국’ 등이며, ‘국제협력국’은 행정부시장 소관으로 이관된다.

그러나 그는 개편 과정에서 해양항공국 관련 논의가 여러 차례 뒤바뀐 점을 강하게 지적했다. 

유 의원은 “해양항만국으로 변경한다던 논의가 철회되고, 항공과 이관 논의도 유지되지 못한 것은 인천시의 전략적 방향 설정이 얼마나 불안정한지를 보여준다”고 말했다.

유 의원은 “특히 수산 분야는 연안관리·해양환경·어업지도 등 해양정책과 밀접하게 연결돼 있어 조직이 흔들릴 때마다 현장이 혼란을 겪고 정책 추진력이 저하될 수 있다”고 강조했다.

이에 유 의원은 인천시가 조직을 확대하기보다 정책의 지속성과 기능의 연계를 최우선으로 고려해야 한다고 주장했다. 

그는 “조직을 바꾸는 것이 목적이 되어서는 안 된다”며 “왜 바꾸는지, 무엇을 위해 개편하는지, 이후 어떻게 유지·발전시킬 것인지 등을 시민에게 명확히 설명해야 한다”고 말했다.
