1. 인천시는 초대형 매립지를 감당할 기술력과 재정이 없다.

 30년간 축적된 공사의 기술력은 단순한 인력 승계로 이전될 수 없는 국가적 자산이다. 초대형 매립지 운영 경험이 전무한 인천시가 이를 독자 운영할 경우 기술적 단절과 운영 미숙은 필연적이며, 그로 인한 환경 대재앙은 오롯이 시민의 피해로 돌아갈 것이다. 또한, 재정자립도가 낮은 인천시가 매립지 운영의 막대한 사후관리 비용과 적자 위험을 감당하는 것은 불가능하다. 인천시민의 세금을 쏟아부어야 할 무모한 이관 추진을 즉각 멈춰야 한다.

2. 수도권 매립폐기물 처리는 명백한 ‘국가 사무’다. 

수도권 3개 시·도가 함께 사용하는 광역 시설을 특정 지자체가 운영할 경우, 정책 결정의 공정성 훼손과 지자체 간 갈등은 불 보듯 뻔하다. 대형 재난 위험이 상존하고 고도의 전문성이 요구되는 매립지 관리는 국가가 직접 책임지는 것이 원칙이다. 이미 2015년 4자 합의에서도 공사 이관의 선결 조건으로 ‘노동조합과 주민의 동의’를 명시했음을 잊지 말라.

3. 대책 없는 ‘직매립 금지’, 정부는 뒷짐만 지고 있을 것인가?

4. 유일한 대안인 ‘광역 소각장 건설’을 국가 주도로 즉각 이행하라. 

직매립 금지의 성공을 위한 필수 전제조건은 소각장 건설이다. 그러나 정부는 주민 반대와 재정 부족으로 난항을 겪는 지자체에 책임을 전가하고 있다. 더 이상 지자체 간 떠넘기기로 시간을 허비할 수 없다. 정부는 지금이라도 수도권매립지 매립 예정부지 등을 활용한 광역 소각장 건설 계획을 국가 주도로 수립하고, 과감한 재정 지원과 행정력을 투입하여 실질적인 쓰레기 처리 기반을 마련하라.
