The National Association of Metropolitan and Provincial Superintendents of Education (Chairperson Kang Eun-hee, Superintendent of Education of Daegu Metropolitan City, hereinafter referred to as the Council) announced that it held its 105th General Assembly on the 20th at the Stanford Hotel & Resort in Tongyeong, Gyeongsangnam-do.
According to the council, approximately 200 people, including provincial and metropolitan superintendents of education, education office officials, and council secretariat staff, attended the general meeting. Eight agenda items, including a proposal to legislate parental participation in education, were discussed. Educational topics included the current status of cheating on the College Scholastic Ability Test (CSAT) and the progress of the implementation and extension of the Higher Education and Lifelong Education Support Special Account. The agenda items for deliberation that day included a proposal to legislate parental participation in education, guarantee exemption of teachers from liability in the event of safety accidents during educational activities, improvement of NEIS system functions to prevent teachers from engaging in for-profit businesses and private tutoring, a proposal to revise the Private School Act regarding the compensation and service of private school administrative staff, a proposal to revise the School Violence Prevention Act to enhance the effectiveness of relationship restoration programs, a partial amendment to the National Association of Metropolitan and Provincial Superintendents of Education bylaws (change of the association name), the 2025 2nd supplementary budget for the National Association of Metropolitan and Provincial Superintendents of Education, and the 2026 National Association of Metropolitan and Provincial Superintendents of Education revenue and expenditure budget. A total of eight agenda items were deliberated and approved, and a unanimous agreement was reached by all 17 metropolitan and provincial offices of education through a working-level council meeting on October 23rd. Next, four offices of education presented best practices, including (Gyeongnam) the establishment of the School Food Research Institute Matbom; (Seoul) the efficient use of the Internet of Things (IoT) to inspect aging buildings; (Ulsan) the establishment and activation of a customized, integrated student support system through community cooperation; and (Jeju) the operation of a school safety police system to foster a safe school environment.
The council secretariat reported on the results of central government review of proposals submitted to the government at the 102nd and 103rd general meetings, the status of education policy research for the second half of 2025, and the status of the 2025 Education Directors' Council and Superintendents' Council operations. The Special Committee on Superintendents of Education reported on the progress of the "teacher quota" issue.
The first educational agenda item discussed was the "Status of Cheating on the College Scholastic Ability Test."
The meeting examined recent cheating incidents and their types, focusing on: answering questions after the end of the exam (item 6), violating the 4th period exam guidelines (item 7), possession of prohibited items in the exam room (item 9), possession of items other than permitted items during the exam (item 10), and other cheating (item 11). The meeting also discussed measures to prevent, publicize, and educate students about recurring cheating incidents.
The second educational agenda item discussed was "Progress in Responding to the Introduction and Extension of the Higher and Lifelong Education Support Special Account."
The Higher and Lifelong Education Support Special Account was introduced on January 1, 2023, to establish a stable financial foundation for higher and lifelong education, and is set to expire on December 31, 2025.
The council strongly opposed the plan to use local education finance grants to support higher and lifelong education through a statement (July 7, 2022). They are consistently working to protect local education finance through the formation of a special committee for superintendents of education (September 22, 2022), a press conference at the National Assembly (strongly opposing the bill's implementation without gathering opinions from parents and superintendents of education, November 15, 2022), monitoring of the Ministry of Education-hosted forum on higher education finance (five sessions, February 2025~), consultations with the Ministry of Education (March 2025), proposals to the government (resolved at the 103rd General Assembly, requesting the establishment of an independent revenue source for higher and lifelong education other than education taxes, July 21, 2025), and a meeting with vice-ministers (requesting measures to address the reduction in local education finance, September 8, 2025). They also discussed closely monitoring the budget proposal submission and National Assembly deliberation, which are based on the extension of the validity period of the "Special Accounts for Supporting Higher and Lifelong Education," as well as the revisions to prioritize the transfer of education tax revenues from the financial and insurance sector (including increased tax revenues).
Daegu Metropolitan Superintendent of Education Kang Eun-hee, Chairwoman of the National Association of Metropolitan and Provincial Superintendents of Education, stated, "It is very meaningful to hold the 105th General Assembly of the National Association of Metropolitan and Provincial Superintendents of Education in Tongyeong, South Gyeongsang Province, which historically served as the naval base of the three provinces." She added, "I believe we must constantly question and seek answers to the questions of what path we should take in educational autonomy and what values we ultimately pursue."
She continued, "Trust and harmony among educational stakeholders are the driving force behind future educational innovation, enabling us to proactively navigate this period of great educational transition." She emphasized, "Let us all work together to create an educational culture that is unafraid of change and capable of leading the future."
In addition, a "Minister of Education-Provincial Superintendents of Education Meeting on Protecting Educational Activities" was held prior to the general meeting.
This meeting, held immediately prior to the general meeting at the request of the Ministry of Education, was attended by Minister of Education Choi Kyo-jin, Ministry of Education officials, provincial superintendents of education from across the country, and representatives from the association. The meeting discussed the Ministry of Education's currently developing "Measures to Strengthen School Complaint Response and Educational Activity Protection."
The provincial superintendents of education from across the country shared recent experiences of teacher authority infringement and expressed deep concern that the series of unfortunate incidents occurring in schools is not simply a crisis of teacher authority but is shaking the very foundations of the entire education system.
Regarding the Ministry of Education's proposed measures, the provincial superintendents offered various opinions on clarifying complaint response procedures and authority, as well as the educational activity support system.
Furthermore, they shared examples of educational activity protection from each region and requested that the Ministry of Education develop measures to "establish a prevention-focused system," "prompt and effective legal and institutional support," and "create an educational culture where responsibility and rights are balanced."
Kang Eun-hee, Chairperson of the Council, stated, "We must restore trust in the educational community and bring about substantial changes in the educational landscape so that teachers can teach children with a sense of mission." She added, "Let's continue to establish a forum for discussion between the Minister of Education and provincial and metropolitan superintendents of education. Through continued communication and cooperation, we will find meaningful solutions to various educational issues, including ways to protect educational activities."
Meanwhile, the 106th General Assembly is scheduled to be held on Thursday, January 29, 2026, hosted by the Gyeonggi Provincial Office of Education.
