(브레이크뉴스인천 박상도 기자) 인천서부경찰서가 지난 6월 1일부터 9월 30일까지 4개월간 화물차량의 불법 구조변경 행위에 대한 집중단속을 실시하였다. 

이번 단속은 교통안전을 위협하는 주요 요인으로 꾸준히 지적되어 온 불법구조변경과 안전장치 불법 부착 행위를 근절하기 위해 추진된 것으로, 한국교통안전공단 등 유관기관과 협력하여 합동 거점 단속도 병행하였다. 

단속결과, 화물차량 적재함에 캐빈 높이 이상의 난간대(일명‘방통’)를 임의로 설치하거나, 적재함 양 문짝에 구멍(穿孔)을 내는 등 구조를 변경한 차량 판스프링을 임의로 제거한 차량, 대형 도로작업용 유도표시장치를 적재함에 불법부착한 차량등 다양한 유형의 불법개조 사례가 적발되었다. 

그 결과, 총 116명의 화물차 운전자와 정비업자등이 자동차관리법 위반 혐의로 불구속 입건되어 검찰에 송치되었으며, 해당 차량들은 즉시 원상복구 조치 되었다. 

조사결과, 상당수 운전자들은 자동차 정기검사 기간에만 임시로 원상복구를 한 뒤, 평상시에는 적재량 확대나 작업 편의성 확보 등을 이유로 불법개조 차량을 상습 운행해 온 것으로 확인되었다. 

한편, 자동차관리법 제81조는 불법 구조변경을 한 행위뿐 아니라, 불법 개조된 차량을 운행하는 행위 또한 처벌 대상으로 규정하고 있다. 

즉 불법개조를 시행하지 않았더라도 이를 알고 운행할 경우에 동일하게 법적 책임을 질 수 있다. 

불법 개조 행위는 단순한 차량의 외형 문제에 그치지 않는다. 

교통사고 시 충격 흡수력이 저하되어 인명피해를 키우고, 적재물 낙하로 인한 2차사고나 타 차량 운전자의 시야 방해등 심각한 안전 문제를 초래한다.
