(브레이크뉴스인천 박상도 기자) 환경부 산하 수도권매립지관리공사(이하 공사)가 1일 ‘2024 수도권매립지관리공사 통계연감’을 발간하며, 폐기물 감소, 재생에너지 생산, 환경관리, 지역 상생 등 전 분야에 걸친 주요 성과를 공개했다.

공사에 따르면, 2024년 수도권매립지 반입폐기물 총량은 1,072천 톤으로, 전년(1,293천 톤) 대비 약 17% 감소했다. 

폐기물 반입량은 2022년 39%, 2023년 27% 각각 감소한 데 이어, 2024년에도 감소세가 지속되고 있다.

자원순환 측면에서는 반입폐기물의 43%(460천 톤)를 자원화하여 재생에너지를 생산했다. 

하수찌꺼기(196천 톤)는 매립장 복토재와 고형연료로 활용됐고, 음식물폐수(264천 톤)는 바이오가스 시설을 통해 총 17,403천 ㎥의 바이오가스를 생산, 자체 에너지로 활용하거나 전력 생산에 사용됐다.

매립된 폐기물에서 재생에너지를 생산하는 점도 주목할 만하다.

폐기물이 매립지 내에서 자연적으로 분해되며 발생하는 매립가스(LFG)를 전량 포집해 50MW급 발전시설의 연료로 활용하고 있으며 이를 통해 2024년 한 해 동안 188.7GWh의 전력을 생산·판매했다. 

이는 약 5만 가구의 연간 전력 사용량이자 데이터센터 3개의 소비 전력에 해당하는 규모이다.

공사는 자원순환 전문기관으로서 현재까지 총 44건의 폐기물 처리시설 설치사업 타당성 조사 등 해외사업을 수행해왔다. 

2024년 기준으로는 온실가스 국제감축사업을 포함한 5건의 해외사업을 추진 중이며, 특히 몽골 울란바토르 NEDS 매립장에서는 공사가 직접 시설 설치 및 운영 사업을 추진하고 있다.

지역사회와의 상생 성과도 이어졌다. 

2024년 주민지원기금은 116억 8천만 원이 적립되어 1992년부터 현재까지 5,071억 원의 주민지원기금이 주변 지역 지원에 사용되고 있다. 

더불어, 2015년 4자 합의를 통해 반입수수료의 50%로 조성된 관할광역자치단체 지원금은 총 5,792억 원이 인천시의 수도권매립지 주변지역 환경개선 특별회계로 지원되어 수도권매립지 주변지역 개선에 함께 사용되고 있다.

한 해 동안 주민 삶의 질 제고를 위한 문화·체육 인프라 이용도 확대됐다. 

드림파크 체육시설(수영장 등)은 19만 5천 명이 이용했고, 봄·가을 축제를 개최하는 야생화단지 방문객은 53만 9천 명에 달했다. 

자원순환 시설 견학 프로그램에는 학생, 주민, 해외공무원 등 8,691명이 참여했다.

또한, 공사는 매립지 운영, 자원화 환경관리, 주민지원 프로그램 등을 통해 2024년 한 해 동안 지역 주민 등 2만 3천여 명에게 일자리를 제공하며 지역경제 활성화에 기여했다. 

송병억 사장은 “수도권매립지는 단순한 폐기물 처리시설을 넘어, 자원순환, 재생에너지 생산, 온실가스 감축, 주민 삶의 질 향상까지 아우르는 지속가능한 환경 플랫폼으로 자리매김하고 있다”며 “앞으로도 국민과 지역사회가 체감할 수 있는 성과를 지속적으로 창출해 나가겠다”고 밝혔다.

 한편, 수도권매립지 총 면적은 1,600만 ㎡이며, 제1·2매립장은 폐기물 매립 종료 후 사후관리 중이며 현재 운영 중인 제3-1매립장의 매립률은 2025년 5월 말 기준 64%이다.
