민선 8기 계양구가 출범 3주년을 맞았다. 

‘꿈을 향한 변화의 도시, 비상하는 계양’이라는 슬로건 아래, 계양은 지난 3년간 경제, 문화, 교육, 안전, 환경, 복지 등 도시 전반에서 혁신적인 변화를 이끌었다. 

구민과 함께 달려온 3년, 계양의 변화는 현재진행형이며 100년 미래를 향한 힘찬 도약은 계속된다.

○ 미래 자족도시 기반 구축 및 교통 인프라 확장

계양은 미래형 자족도시로 도약을 위한 핵심 인프라 구축에 속도를 내고 있다. 

3기 신도시 계양테크노밸리는 일자리·주거·녹지가 융합된 첨단산업단지로 조성된다. 

당초, 산업용지의 70%가 제조업·창고·운송업으로 배치돼 물류창고화 우려가 있었으나, 

계양구는 첨단산업 비중 확대를 지속적으로 요구해왔다. 

그 결과, 지난해 창고·운송업이 전면 배제되고 정보통신기술(ICT), 문화디지털, 지식·정보산업 등 고부가가치 첨단산업 중심으로 재편됐다. 

계양구는 관계기관과 협력해 앵커기업 유치와 양질의 일자리 창출에 총력을 다할 계획이다. 

또한, 신도시 내 문화·체육시설과 친수공간이 부족했던 초기 계획을 바로잡아 복합문화체육센터와 호수공원 등 생활 인프라 확충에도 힘쓰고 있다. 

병방동 일원에 조성 중인 미라클파크계양은 디지털 인프라와 신재생에너지 기반의 미래형 산업단지로, 2026년 준공을 목표로 순항 중이다.

교통 인프라 확충에도 적극 나섰다. 

계양구는 3기 신도시 중 유일하게 지하철 계획이 없던 계양테크노밸리의 S-BRT 계획을 광역철도망으로 전환하기 위해 지속적으로 요구해왔다. 

그 결과, 현재 대장홍대선 연장 방안이 활발히 논의 중이며, 구는 타당성 용역을 통해 경제성, 교통수요, 기존 철도망과의 연계성, 계양역 혼잡 분산 효과 등을 면밀히 검토해 테크노밸리를 거쳐 인천지하철 1호선 박촌역을 연결하는 최적 노선을 도출했다.

‘계양~강화고속도로’ 구축에서는 당초 부재했던 강화방면 진출입로를 양방향 진출입이 가능한 ‘이화IC’ 설치로 이끌어내 교통 접근성을 크게 개선했다. 

주민 숙원인 도로개설 사업도 지속 추진해 지역 내 교통망을 더욱 촘촘히 연결하고 있다.

○ 문화·예술도시 계양, 고유의 도시 브랜드 구축

지역 고유 자원과 특색을 살린 문화예술 콘텐츠 발굴로 차별화된 도시 브랜드를 구축 중이다. 

수변관광지로 탈바꿈한 ‘계양아라온’이 대표 사례다. 물길만 내어줬던 경인아라뱃길 계양구간은 지난해 관광거점 명칭 공모를 통해 ‘계양아라온’으로 재탄생했다. 

2023년 ‘빛의 거리’ 1단계에 이어 지난해 2단계도 성공적으로 조성되며 계양은 명실상부 ‘빛의 도시’로 도약했다.

 ‘계양아라온’은 지난해 한국관광공사 ‘강소형 잠재 관광지’, 인천시·인천관광공사 ‘인천9경’에 선정됐으며, 사계절 다양한 문화행사로 도심 속 힐링 명소로 자리잡았다. 

지역상권 활성화를 위한 ‘빛 축제’는 4년 연속 인천시 공모에 선정됐고, 전통문화를 잇는 ‘계양산국악제’는 ‘KBS 국악한마당’과 연계돼 전국적 관심을 받았다. 

이 같은 성과로 계양구는 ‘2025 K-브랜드 어워즈’에서 K-도시 ‘문화관광’ 부문 대표도시에 선정되며 브랜드 가치를 인정받았다. 

아울러, 4개 구립 예술단을 운영하며 대중 문화예술 확산에 힘쓰고 있다. 

기초자치단체 중 드물게 교향악단을 운영하며, ‘초록빛 음악회’, ‘행복누리 음악회’ 등 찾아가는 공연을 통해 문화 소외 없는 도시를 구현하고 있다. 

○ 안전하고 쾌적한 도시환경 조성

민선 8기 계양은 교통, 치안, 생활환경 전반에 걸쳐 ‘안전하고 쾌적한 도시’ 조성을 핵심 과제로 삼아왔다. 

그 결과, 각종 지표에서 괄목할 만한 성과를 거두며 ‘살기 좋은 도시’로 평가받고 있다. 

‘2024 사회안전지수-살기 좋은 지역’ 조사에서는 인천 10개 군·구 중 전년도 7위에서 3위로, 올해 발표된 ‘2025 사회안전지수’에서는 인천 2위를 달성함과 동시에, 수도권 전체 시군구 중 가장 큰 상승폭을 기록했다. 

‘사회안전지수’는 경제활동, 생활안전, 건강보건, 주거환경 등 정량·정성지표를 종합 평가하는 지표이다. 

교통 분야에서도 ‘2023 교통안전지수 전국 1위’, ‘2024 교통문화지수 전국 3위’를 달성하며 정책의 우수성을 입증했다. 

원도심 주차난 해소를 위한 공영주차장 확충도 활발하다. 

2024년 계산2공영주차장(268면), 2025년 상반기 효성동·작전동 등 3개소(248면)를 준공 완료했고, 하반기에는 계양문화회관과 서운근린공원 인근, 계양산전통시장 제2공영주차장 등을 본격 추진해 향후 500면 이상을 확충할 계획이다.

범죄 예방을 위한 스마트 관제체계도 고도화됐다. 2023년 CCTV 통합관제센터를 대폭 확장하고, 범죄 예방시설물 집중 배치로 주민 체감형 안전망을 강화했다. 

지난해 ‘여성친화도시’에 신규 선정되며 ‘안심 귀갓길 조성’ 등 민관 협력사업도 활발하다. 

자연재난 대비에서도 선제 대응으로 최근 2년 연속 행정안전부 주관 ‘우수 지자체’에 선정됐다. 

원도심과 신도시의 균형발전도 함께 추진 중이다. 

작전역세권 도시재생혁신지구, 효성·계산권역 도시재생 및 스마트타운 조성 사업이 진행되며 주민 체감형 인프라를 지속 확충하고 있다. 

앞으로도 생활안전과 공간 재생을 아우르는 도시환경 개선으로 사람 중심 도시를 실현해 나갈 계획이다.

○ 건강하고 활기찬 삶을 위한 스포츠·여가 인프라 확충

구민 삶의 질 향상을 위한 생활체육 인프라 확대에 주력하고 있다. 

계양3동실내체육시설은 올해 말 준공 예정이며, 계양경기장 꽃마루 부지에는 축구장, 테니스장, 농구장, 물놀이장 등이 포함된 7만 7천㎡ 규모의 체육복합단지가 2026년 착공을 목표로 행정절차를 진행 중이다.

계양구 최초 수영장인 ‘효성수영장’이 올 초 개장해 주민 호응을 얻었고, 첫 야외 물놀이장인 ‘오조산근린공원 물놀이장’은 개장 첫해인 지난해 한 달간 4만 7천여 명이 다녀갔다. 

일상 속 건강 증진을 위한 권역별 맨발걷기길 조성도 활발히 진행 중이며, 전액 시비를 확보한 ‘봉오대로 맨발걷기길’은 8월 준공을 앞두고 있다. 

계양구는 문화체육관광부 공모 선정으로 ‘계양구청장배 양궁대회’를 올해부터 국제대회로 확대했다. 

지난 5월 열린 ‘2025 계양구청장배 국제양궁대회’는 아시아 최초 국제 오픈 대회로, 다양한 부대행사와 체험 부스도 함께 운영해 시민이 함께한 스포츠 문화축제가 됐다.

지역경제의 핵심 축인 중소기업과 소상공인 지원에도 힘쓰고 있다. 

2023년 시작된 ‘희망이룸 금융지원’ 사업으로 담보력이 부족한 소상공인 317개사에 81억 원 규모의 금융을 지원했으며, 지식재산 창출, 기술지원, 해외 마케팅 등도 병행한다.

전통시장 활성화를 위해 시설 현대화, 디지털 시장 육성, 문화관광형시장 지원 등을 지속 추진한다. 

특히, 2023년 전국 우수시장 박람회 ‘K-마켓 페어’ 유치로 지역 상권에 활력을 불어넣었고, 공모사업으로 국·시비 등 117억 원을 확보해 ‘계양산전통시장 제2공영주차장’ 조성도 본격화했다.

2022년 설치한 ‘통합일자리지원센터’는 다양한 일자리 정보를 원스톱으로 제공하고 있으며, 온라인 플랫폼도 구축해 정보 접근성을 높였다. 

2023년 개소한 ‘계양청년마당’은 청년 취창업 지원과 소통 공간으로 자리잡았다.

○ 계양형 교육생태계 구축...생애주기별 혁신교육 실현

전 생애를 아우르는 맞춤형 교육 생태계 조성에 집중한다. 

100억 원 이상 장학기금을 조성한 인재양성장학교육재단은 설립 이후 누적 641명의 학생에게 7억 4천만 원의 장학금을 지원했다. 

초·중등 교육환경 개선을 위해 ‘1학교 1강당’ 추진과 함께, 교육 인프라 격차 해소를 위해 지난 3년간 70여 개 학교에 44억 원 규모의 교육경비 보조금을 지원했다. 

‘계양형 마을교육’에는 연간 20여 개 학교가 참여하며, 진로체험센터를 통한 맞춤형 진로 교육도 활발하다.

성인부터 장애인까지 아우르는 평생학습도시로 도약 중이다. 

‘골목틈새학교’, ‘동평생학습센터’ 등 지역 기반 프로그램에 매년 1천여 명 이상이 참여하며, 2023년 인천 최초로 ‘장애인 평생학습도시’에 선정됐다. 

독서문화 인프라 확충을 위해 2023년 ‘별똥별 어린이도서관’, 2025년 ‘장기동 스마트도서관’이 문을 열었고, 2026년에는 ‘서운도서관 이전·신축’ 공사를 추진한다. 

‘계양구 올해의 책’, 도서관 축제 등 참여형 독서문화 확산도 이어간다.

출산지원금, 다자녀 양육비, 구립어린이집 확충 등 ‘아이 낳고 키우기 좋은 도시’ 기반을 착실히 다져가고 있다.

In order to overcome the limitations of poor self-funded resources, we are focusing on proactive administration and discovering national and municipal public offering projects, and we are comprehensively reviewing inefficient projects such as indiscriminate replacement of sidewalk blocks and reinvesting the saved budget in projects that residents can feel, such as improving school routes.
