(브레이크뉴스인천 박상도 기자) 2024 지방자치 경쟁력 평가에서 전국 1위를 차지하며 살기 좋은 안심 도시이자 발전 가능성 높은 미래도시로 인정받은 인천 서구.

강범석 인천 서구청장은 취임 후 지난 3년간 아동·여성·노인·장애인 등 사회적 약자들이 안심하고 살 수 있는 도시를 구축하는 데 두드러진 성과를 보였다는 평을 받는다.

2024년 한국지방자치경쟁력지수(KLCI) 평가에서 인천 서구는 경영성과 부문에서 1위를 기록했고, 경영자원 부문에서는 2위, 경영활동 부문에서는 3위를 차지하며, 모든 부문에서 3위권에 들었다. 

이는 인천 서구가 전국 69개 자치구 중 종합경쟁력 1위라는 가장 우수한 성적을 거둔 것을 의미한다.

인천 서구는 1위라는 타이틀에 걸맞게 64만 인구 돌파와 검단 분구 등 폭발적인 발전 가능성을 품은 도시지만, 끝없는 성장만을 추구하기보다는 지속 가능한 공존을 위해 힘쓰고 있다. 

이는 강범석 인천 서구청장의 구정 철학에서 비롯한 결과다.

‘균형과 화합’이라는 깃발을 걸고 2022년 7월 출범한 민선 8기 강범석 구청장은 안심도시·미래도시라는 목표의 결실을 위해 행정력을 집중하고 있다. 

강 청장이 말하는 ‘안심도시’는 크게 두 가지다.

하나는 재해·재난·사고로부터의 안전, 다른 하나는 대열에서 탈락하지 않고 인간으로서 기본적인 삶을 유지하며 살아가는 복지 안전이다.

안심도시를 위해 강 청장이 강조하는 것은 ‘시스템 정립’이다. 사람과 상황이 바뀌어도 일관성 있게 적용 가능한 시스템을 구축하는 것을 지향점으로 삼고 있다. 

최대한 사고가 발생하지 않도록 안전 시스템을 정비하고, 아울러 취약계층에 맞춤형 지원이 가능하도록 복지 시스템을 다듬어 가는 데 에너지를 쏟고 있다. 

서구는 안심이라는 기본 토대 위에 무궁무진한 가능성을 품은 미래도시를 건설 중이다. 

청라·루원·검단 신도시를 중심으로 젊은 인구가 지속적으로 유입되고 있으며, 이에 걸맞은 도시 인프라 구축이 활발하게 진행되고 있다.

강 청장이 추구하는 ‘미래도시’의 핵심은 소프트 파워(Soft Power)를 갖춘 문화도시 건설이다. 

새로운 주거환경과 교통개선 등을 통해 편리한 도시환경이라는 하드웨어를 만들고, 그 바탕 위에 스타필드 청라&돔구장, 영상·문화 복합단지, 국제스케이트장을 결합한 스포츠 콤플렉스 등 무형의 고부가가치 산업을 자리 잡게 한다는 계획이다. 

더 나아가 청라·영종 등 경제자유구역이 서로 연계되고 협력해서 시너지 효과를 내도록 하여 상업·문화·여가가 어우러지는 경제·문화 도시를 이룬다는 그림을 그리고 있다.

‘안심도시·미래도시’라는 서구의 비전을 돋보기 삼아, 현재진행형인 민선8기 인천 서구의 지난 3년과 앞으로 나아갈 로드맵을 분야별로 살펴본다. 구성은 다음과 같다.

▲ 사회적 약자가 안심할 수 있어야 ‘안전 도시’

강범석 구청장이 가장 심혈을 기울이는 분야를 하나만 꼽으라면 단연 약자 보호다. 강 청장은 “자기방어 능력이 떨어지는 유아, 장애인, 노인, 여성 등 사회적 약자가 안심할 수 있어야 한다”고 밝혔다.

서구는 사회 안전망을 확대하고 범죄 사전차단 및 예방 효과 증대를 위해 방범 CCTV 신규 설치 및 성능 개선 작업을 진행했다. 

인천 서구 곳곳에 있는 4032대의 CCTV를 기존의 저화질 카메라에서 200만 화소의 카메라로 전부 교체하여 운영 중이며, CCTV 통합관제센터에는 경찰관, 관제사, 관제요원이 24시간 CCTV를 관제·운영 중이다.

서구는 발달장애인과 치매환자를 위한 시설을 확충하고 있다. 현재 원창동에는 발달장애인과 그 가족들을 위한 다양한 프로그램을 지원하는 인천 서구 발달장애인 평생교육센터가 운영 중이며, 지난 5월에는 공립 치매전담형 종합요양시설인 서구치매안심누리 건립이 착공에 들어갔다. 

이 시설에는 요양원과 주간·단기보호센터가 갖춰지며 2027년 4월 준공을 목표로 한다.

장애인 행복드림타운도 지난 2022년부터 원창동에 건립을 추진하고 있다. 이를 통해 서구 장애인의 복지욕구 해소 및 장애인이 행복하고 비장애인과 소통할 수 있는 시설 인프라를 조성할 계획이다.

아울러, 서구는 ‘쓰담쓰담 치매환자 돌봄사업’을 통해 경증 치매환자를 대상으로 전문적인 인지 프로그램 ‘기억쉼터’를 운영하고 있으며, 치매안심마을로 연희동, 오류왕길동, 불로대곡동, 가좌4동, 석남2동 등 5개 동을 지정하여 집중 관리 중이다.

▲ 복지재단 설립 등 복지도시 구현에 박차

지난해 3월 설립한 인천서구복지재단은 민선 8기 서구의 복지 철학을 실현하는 복지컨트롤타워다. 

강범석 구청장은 복지재단 설립 이유에 대해 “분열과 갈등의 시대에서 그 틈이 더 벌어지지 않게 하는 게 저의 의무라고 생각한다. 사회가 균형을 잡기 위해서는 사람 간, 지역 간, 세대 간의 균형이 이뤄져야 하고, 서로 다르지만 공존할 수 있는 토대를 만들어야 한다. 그걸 위해 복지재단을 만들었고, 각 과를 아우르는 허브 기관으로서 복지재단이 플랫폼 창구 역할을 할 것”이라고 설명했다.

서구는 사회복지분야 관련 조사 연구를 추진하여 조사 결과를 바탕으로 지역맞춤형 복지정책을 펼치고 있다. 특히 강범석 청장은 고립·은둔 인구 및 고독 중년, 고독사 위험이 높은 세대에 대한 각별한 관심을 기울이고 있다.

강범석 청장은 “원도심 지역에 가면 전체 노인의 30~40% 이상이 독거노인이다. 사회가 양극화되며 원심력이 작용하면서 사회의 연결고리도 끊어지고, 가족이 지탱해 주던 개인의 삶도 파편화되고 있다. 이 끈을 연결해서 그들에게 혼자가 아니라는 이야기를 하려고 한다”고 말했다.

서구는 고독사 예방 및 관리 사업에 박차를 가해 인천 최초로 소득 구분 없는 5060세대 1인 가구(24,912명) 생활실태 전수 조사를 실시하고 결과를 활용하여 안부확인, 사회참여 유도 등을 시도했다. 

2024년 6월 고독사 예방 사업 활성화 업무협약 체결, 사회관계망 형성 프로그램 등을 추진했고, 권역별 고독사 예방을 위한 공동체 공간 활용사업 등 대상자별 맞춤 서비스 연계도 추진 예정이다.

아동보호시설에서 독립하는 자립준비청년 복지에도 심혈을 기울이고 있다. 서구는 2025년 2월 청년센터 서구1939에서 '제3차 십시일반 청년사랑 울타리 간담회'를 개최하고, 현재 관내 자립준비청년 대상에 지원하는 사업과 정책을 설명하는 시간을 가졌다.

강범석 청장은 "서구청과 자립준비전담기관이 자립준비청년 현황을 세심하게 파악한 후 전문가에게 자문을 구하는 등 체계적 접근이 필요할 것 같다"라며 "자립준비청년에게 막연한 지원보다는 삶에 필요한 부분을 선택할 수 있는 객관식 지원이 만들어지길 바란다"고 전했다.

▲ 민생 현안의 열쇠는 ‘일자리’... 상생하는 지역경제

서구의 경제 성과는 상생이라는 가치를 중심에 두고 있다. 일자리와 기업정책 등에서 상호 발전하는 공생을 지향한다.

지역경제의 근간인 소상공인의 경제활동을 적극 지원하는 정책으로서, 신거북시장 쇼핑 특화 거리 조성사업, 전통시장 현대화 사업 등을 통해 전통시장 활성화를 촉진하고, 골목형 상점가 활성화 지원사업, 특례보증 지원 등을 진행 중이다.

서구는 지난 3년간 매년 해외무역사절단을 파견해, 지역 내 기업들의 해외 판로 개척과 투자유치에 가교 역할을 하고 있다. 

강범석 청장은 사절단과 동행하여, 서구 내 업체들이 현지 구매자와 MOU 계약을 맺는 등의 성과를 견인했다.

일자리도 빈틈없이 챙기고 있다. 

일자리 현안은 민생에 직결된 과제이자 경제회복의 출발점이라는 인식 아래 다양한 구인·구직 지원 정책을 실시하고 있으며, 이로써 인천 서구는 2024년 전국 지방자치단체 일자리대상에서 2년 연속으로 최우수상을 수상(고용노동부)하는 뛰어난 성과를 거두었다.

특히, 사회적 약자를 끌어안는 일자리 안심 정책이 빛을 발하고 있다. 2023년 경력단절여성 실태조사 연구용역을 실시하고, 2024년 경력보유(단절)여성 구직활동비를 지원하는 등 일자리 취약 계층 중 하나인 여성의 구직 지원에 공을 들이고 있다. 

이에 인천 서구는 여성가족부가 선정한 ‘2023 여성친화도시’에 이름을 올렸다.

서구가 노인일자리와 장애인 일자리 개발에 기울이는 총력은 약자보호 정책의 일환이기도 하다. 서구는 내실 있는 노인일자리 창출 및 확대에 적극 나서고 있으며, 장애인 일자리 개발에도 힘쓰고 있다. 

장애인 일자리 전담창구를 통해 관내 장애인의 경제적 자립기반을 위한 원스톱 취업 포털 서비스를 제공한다.

이러한 노력으로 서구는 지난해 노인 일자리 및 사회활동 지원사업 평가 우수기관 선정, 전국 지방자치단체 일자리 평가 최우수상, 사회적경제 가치대상 5년 연속 우수상 등 복지 분야에서 두각을 드러냈다.

중소기업에 재직 중인 서구 청년들에게 다양한 복지 혜택도 제공하고 있다.

 ‘중소기업 재직청년 복지공유제’를 통해 국내 숙박시설 숙박비를 지원하고, ‘재직청년 복지포인트 지원사업’을 통해 인천소재 중소기업에 근무하는 청년 근로자에게 복지비를 지원하여 조기퇴사 방지 및 장기근속을 유도하고 있다.

▲ 재난재해 대응 강화, ‘안전 하드웨어’ 구축할 것

강범석 청장은 “자연재해·사회적 재난으로부터 안전한 도시, 범죄와 폭력·학대와 차별로부터 안전한 도시를 만들기 위해 힘쓰고 있다”며 ‘안심 도시’를 강조했다.

이어 “안전은 누구나 추구하는 가치지만 어느 정도의 불확실성은 늘 수반된다”라며 “서구는 예방 대책, 훈련, 대비, 조사 등을 통해 시스템 차원에서 안전한 도시의 하드웨어를 만들어가고 있다. 

시민들의 성숙한 안전의식도 동반돼야 한다”라며 안전에 관한 현실적인 접근을 보였다.

서구는 지하차도 진입차단시설, 하천변 자동안전차단시설, 침수방지시설 설치 지원사업을 통해 선제적 재난 안전 대응체계를 구축하여 가동 중이다.

또한, 2025년 3월부터 ‘2025 재난백서’ 제작에 돌입했다. 

이 재난백서는 지난 2024년 8월 인천 청라국제도시의 한 아파트 지하주차장에서 발생한 전기차 화재(차량 959대 피해 및 아파트 지하 주차장 소실 등)에 대한 대응 및 복구과정에 대한 정보를 상세히 담게 되며, 향후 유사 사고 발생 시 대응 지침서로 활용할 수 있도록 전국 지자체에 배포할 예정이다.

▲ 원도심 도시재생 사업 활발...신도시와 균형 찾는다

64만 인구를 돌파한 인천 서구는 원도심과 신도시의 균형발전을 목표로 하고 있다. 

지금까지 청라·루원·검단 등 신도시에 집중됐던 개발 중심축을 원도심쪽으로 이동·확대할 예정이다.

원도심 활성화를 위한 맞춤형 도시관리의 첫 번째 실행으로, 가정동 일원 자연경관지구 해제를 통한 높이규제 완화를 꼽을 수 있다. 

가정동 550번지 일대는 35년간 자연경관지구로 지정되어 5층 이상의 (재)건축이 불가능했던 지역이었으나, 주변 여건 변화를 반영하여 2023년 12월 가정동 자연경관지구 폐지 결정이 고시됨으로써 도시재생에 활기를 얻었다.

가좌1동 원도심 지역은 지난 2023년 12월 도시재생사업 국토부 주관 300억 공모사업에 선정되어 ‘가좌 회복의 숲, 환경회복 실증도시’ 사업을 추진하고 있다.

이외에도 지역 특성에 맞는 원도심 도시재생 사업이 추진 중이다. 석남3동 행복마을 가꿈사업 추진을 통해 기반시설 및 공동이용시설을 정비하고, 노후 주택 집수리와 빈집 정비 등으로 주거환경을 개선한다.

또한, 지역사회의 기본 뼈대로서 주민들의 생활을 활성화하고 풍요롭게 해줄 동 청사를 신축함으로써 더 나은 정주여건을 마련 중이다. 

석남1동 행정복지센터는 공원과 자연의 흐름을 내부로 유입하여 ‘마을 같은 행정복지센터’라는 콘셉트로 설계 중이며, 마전동 행정복지센터는 2025년 7월 준공을 앞두고 있다.

2026년 개관을 목표로 하는 가좌국민체육센터는 수영장, 다목적체육관, 도서관, 주차장 등을 갖춘 복합공간으로서, 주민들의 체육활동과 삶의 질 향상에 기여할 것을 목표로 건립 중이다.

지난 2023년 12월부터는 가좌3구역 원도심 저층 주거지 재생사업 준공을 시작했고, 상생마을 기반시설 확충사업 준공(23.12.29), 신현원마을 가로환경정비공사 준공(23.9.12), 가재울숲문화마을 원도심 저층 주거지 재생사업 추진(2019~2024) 등이 이뤄졌다.

▲ 미래도시 서구, 5년 후·10년 후가 더 기대되는 도시

도시 성장 기반이 활발하게 구축 중인 서구는 현재보다 5년 후·10년 후가 더 기대되는 미래도시다. 

특히 광역교통망 확충을 통해 사통팔달 교통중심도시로 거듭날 예정이다. 지하철 연장선 개통, 도로 개설 및 정비사업, 2단계 지능형 교통 시스템(ITS) 구축 등이 한창이다.

지난 2022년 3월에는 서울7호선 청라연장선 사업계획이 승인됨에 따라 ‘스타필드역’ 정거장이 청라에 추가될 예정이며, 인천 1호선 검단 연장선은 6월 27일 개통식을 열고 다음 날인 28일부터 정식 이용이 가능하다.

제3연륙교 개통에 따른 기대효과도 크다. 

오는 12월 말 개통 예정인 제3연륙교는 중구 영종도와 서구 청라국제도시를 연결하는 교량으로, 개통 시 영종과 청라 간 이동 시간 단축 및 교통 편의성 향상, 지역 경제 활성화, 관광 활성화 등 여러 긍정적 효과가 기대된다.

특히, 제3연륙교는 보도와 자전거 도로를 갖추고 있어 관광객 유치에 도움이 될 것으로 예상되며, 해안을 따라 자전거 이음길 조성 사업과 연계하여 관광 상품 개발 및 지역경제 활성화에 기여할 수 있을 것으로 보인다.

향후 5년의 서구의 변화는 3개의 신도시 청라-검단-루원시티에 들어서는 주요 시설들을 중심으로 화려하게 꽃 피울 예정이다.

현재 서구는 가정동 루원시티에 복합청사와 소상공인 복합클러스터 등 공공기관을 유치하는 도시개발 사업을 추진하고 있다. 

인천시 산하 5개 공공기관이 사용할 루원복합청사는 행정·문화·복지·소통 기능이 어우러진 인천시 제2청사로, 오는 10월까지 준공하고 관계 기관들이 오는 11월과 12월 순차적으로 입주를 완료할 계획이다.

서구는 루원복합청사 건립을 비롯하여 구에서 추진 중인 국·시책 사업들이 활발하게 추진될 수 있도록 적극적인 지원과 협의를 해나가고 있다.

인천 서구 청라동의 인구는 올해 5월 기준 11만9960명(행정안전부 인구통계)이고, 가구 수는 지난 5년 동안 약 11% 늘었다. 

이러한 인구 성장에 발맞춰 다양한 업무 및 생활·문화 시설이 들어선다.

내년이면 하나금융그룹 본사가 들어서는 금융복합단지 '하나드림타운'이 조성되어 국제업무단지 개발이 본격화될 전망이다. 

2026년 상반기 개관을 목표로 청라생활문화센터도 건설 중이다. 이 센터는 생활SOC복합화 시설로 생활문화센터, 다함께돌봄센터, 공동육아나눔터, 청소년이용공간 등 다양한 시설이 마련되어 주민의 건강한 여가활동과 복지 향상에 기여할 것으로 기대된다.

무엇보다 주민들의 기대를 모으는 시설은 2027년 청라에 오픈 예정인 스타필드 청라&돔구장이다. 

이곳은 복합쇼핑몰과 멀티스타디움 돔구장을 결합한 멀티엔터테인먼트 공간으로, 복합쇼핑몰 근처에는 청라의료복합타운이 조성되어 2029년 서울아산청라병원 등이 개원할 예정이다. 

아울러, 영상문화복합단지도 조성돼 청라신도시는 고부가가치 산업 중심지로 더욱 발전할 전망이다.

▲ 2026년 7월 검단 분구... 체계적인 사전 작업 중

1년 앞으로 다가온 검단 분구는 현재 서구가 어느 것보다 총력을 기울이는 부문이다. 

검단신도시 개발 등으로 2025년 4월, 서구 인구수가 64만 명을 돌파하며 급증함에 따라 행정 서비스 수요도 증가했고, 이에 2026년 7월 검단구 출범이 확정된 것.

서구는 행정체제개편이라는 중대한 과제를 앞두고 분구추진단 신설, 검단구 모듈러 임시청사 확보, 검단지역 주민설명회 개최 등 체계적인 사전 작업 및 공감대 형성으로 성공적 분구 추진을 위해 노력하고 있다. 

또한, 분구와 함께 이뤄지는 서구 명칭 변경에도 심혈을 기울여, 최선의 합의를 도출하기 위해 주민의 의견을 적극 경청하고 수렴 중에 있다.

2022년 7월 이후 강범석 청장은 동 연두방문, 퇴근길 톡!Talk!콘서트 등 찾아가는 소통의 장을 마련하여 끊임없이 구민과 소통하며, 분구 준비에 구민의 의견을 충분히 반영하려고 애썼다.

분구를 통해 행정 체제가 개편되고 행정복지센터 등이 신설되면 접근성 문제로 행정 서비스 이용에 불편을 겪고 있는 검단 지역 주민들의 불편이 해소되고, 보다 효율적인 행정 서비스가 가능할 것으로 내다보고 있다.

오는 8월 검단신도시 생활SOC복합청사가 준공되면 행정·복지·문화서비스를 하나로 아우르는 공간으로 활용되어 주민 편의성을 높이게 된다. 

복합청사 안에는 아라동행정복지센터 민원실, 공공도서관, 주민자치센터, 주민 취미교실, 건강증진실 등 다양한 시설이 갖추어진다.

검단신도시 개발의 영향으로 2021년 동 신설 약 4년 만에 인구 7만 명이 급증한 서구 아라동의 분동도 추진하고 있다. 

오는 10월 아라동을 아라1동과 2동으로 분리하여 늘어난 민원 수요를 보다 효율적으로 감당할 수 있게 된다.

검단은 최근 30~40대 젊은 층에게 인기가 높은 지역인 만큼 신도시 내 생활편의시설은 물론이고 문화시설도 속속 갖추어 나가고 있다. 

대표적으로 검단 박물관·도서관 복합문화시설이 검단신도시 문화공원 3호에 건립된다. 

생태보행로 등이 연결되며 자연과 문화가 조화를 이룰 이 공간은 박물관, 도서관, 교육 시설이 한 지붕 아래 모여 지역 주민과 방문객에게 다양한 문화적 체험을 제공한다. 

또한, 미래의 녹색 랜드마크로 자리매김할 것으로 기대가 높다.

사법 서비스의 접근성도 한결 좋아진다. 

현재 검단을 포함한 인천 북부 지역 주민들은 민원 처리나 재판을 위해 인천 남동구 소재의 인천지방법원까지 장시간 이동해야 하는 불편을 겪고 있다. 

따라서, 검단신도시에 건립 중인 인천지방법원 북부지원이 개원하게 되면 편의성과 효율성이 크게 향상할 것으로 내다본다. 

북부지원은 서구, 계양구, 강화군의 약 70만 명에 달하는 인구를 관할하게 된다. 

▲ 아이 키우기 좋은 도시 서구, 출생아 수 증가

서구는 세 개의 거물급 신도시를 보유한 만큼, 젊은 인구 비율이 높다. 

아이 키우기 좋은 환경을 만들기 위해 서구는 아빠 육아휴직 장려금 지급, 인천형 출생정책 1+1억dream, 어린이집·유치원 친환경 급식 지원, 야간·휴일 아동건강지킴이 달빛어린이병원 운영, 보육 돌봄시설 확충에 무게를 두고 있다.

친출산 환경조성 및 양육 가정의 경제적 부담 완화를 위해 임산부, 다자녀 출생아(둘째아 이상), 초기 아동양육 가구에 대한 지원을 강화하여 아이 키우기 좋은 도시를 실현하고 있다. 

2024년 인천시 신규 사업으로 임산부 교통비 및 천사지원금 지급, 다자녀 지원 강화 정책으로 ‘첫만남 이용권’ 및 둘째아 이상 지원금을 기존 200만 원에서 300만 원으로 확대했다.

이런 지원 속에서 서구의 출생아 수는 지난 2월 기준(통계청) 4,236명으로 전년 대비 657명(15%) 증가했고, 합계출산율은 0.90명으로 인천 군·구 중 1위를 차지하며 국가문제로 대두되는 저출산 문제 해결의 모범적 선례가 되고 있다.

돌봄 관련 공약사항도 착실히 이행 중인 서구는 아이가 행복한 보육인프라 구축을 위해 국·공립어린이집을 2022~2025년 대폭 확충하여, 40개소를 추가 설치했다. 

이밖에도 인천형 공동육아나눔터(아이사랑꿈터) 6개소, 거점형 다함께돌봄센터도 7개소를 신규 개소했다.

이렇듯 아동이 행복하고 존중받는 서구를 만들기 위해 전방위적인 노력을 기울이고 있는 서구는 지난 2017년 유니세프로부터 아동친화도시로 인정받았다. 

이어 지역사회 아동친화 인식수준을 측정하는 표준조사와 시민의견을 수렴하여 그 결과를 바탕으로 조성전략을 수립하여 2025년 6월 ‘아동친화도시 상위단계 재인증’을 신청할 예정이다.

In addition, the West District is promoting the ‘Climate Response Urban Forest’ project from 2022 to 2024 to prevent air pollutants from spreading into the living area and to alleviate urban heat islands and heat waves.

Above all, the West District was selected as the first metropolitan local government to create a garden city pilot project in April 2025, and is drawing a picture of the future of the West District filled with greenery.
