(브레이크뉴스인천 박상도 기자) 부천시가 민선 8기 3주년을 맞아 ‘첨단과학 자족도시’ 비전을 구체화하고, 시민 가까이에서 삶의 변화를 만들어낸 10가지 성과를 발표했다. 

부천시는 기업 유치, 과학고 유치 확정 등 굵직한 성과를 내며 도시의 발전 기반을 차곡차곡 쌓았다. 

이에 더해 행정혁신, 공간복지, 경제활력, 기본사회, 여가문화, 녹색환경, 교통개선, 주차편의 등 민생 전반을 두루 챙기며 시민 생활 속 실질적인 변화도 만들어냈다.

○ 첨단과학 도시 기반 탄탄하게...행정 접근성도 높여

부천시는 부천대장 도시첨단산업단지 내 대한항공.SK그린테크노캠퍼스.DN솔루션즈 등 앵커기업 입주 협약을 성공적으로 이끌며 첨단과학 기업도시의 밑그림을 완성했다. 

이는 총 2조 4천4백억 원 규모의 투지 유치 성과다.

특히 대한항공과 함께 만들 도심항공교통(UAM) 및 항공 안전 연구개발 단지는 미래 모빌리티 산업생태계를 선도할 것으로 전망된다. 

올해 하반기에는 앵커기업과 동반성장 효과를 극대화할 수 있는 연매출 1,000억 이상의 내실 있는 우량 중견기업을 유치하는 데에 집중할 계획이다.

지난 2월에는 시민의 염원이었던 부천 과학고 유치를 확정했다. 

조용익 부천시장이 경기도교육청의 심층면접에 발표자로 나서 부천 과학고 설립 필요성과 당위성을 직접 설명하는 등 저돌성과 집요함으로 승부, 세 번의 도전 끝에 이룬 값진 결과다. 신설이 아닌 전환을 택하고 로봇·문화예술 등 부천만의 강점을 차별화 전략으로 내세운 것도 주효했다.

2027년 3월 개교 목표인 부천 과학고는 향후 인공지능(AI) 로보틱스 전공 트랙·부천예술과학아카데미(BASA) 및 애니사이언스 프로그램을 통한 창의융합형 교육에 초점을 맞춘다. 

과학고 최초 국제 바칼로레아 교육과정(IBDP) 도입 등 글로컬 인재 육성에도 앞장설 예정이다. 

조 시장은 “부천시 학생들에게 더 많은 과학교육 기회를 제공하기 위해 교육청 등 관계기관과 긴밀하게 협의하고 있다”며 “입주 예정인 연구개발(R&D) 기업 등 산학연이 유기적 시스템을 갖추도록 힘쓰겠다”고 밝혔다.

지난해 1월에는 행정 체계를 3개 구·37개 일반동으로 전환했다. 시민들은 편리하게 복지.민원 업무를 처리하고, 동 단위 환경개선과 청소.문화.행정 서비스를 누릴 수 있다는 점을 긍정적인 변화로 꼽으며 높은 만족도를 보였다.

민선 8기 시정 핵심 가치로 시민 소통을 강조하며 온·오프라인 열린시장실을 운영했다. 

찾아가는 열린시장실 ‘현답부천’을 비롯해 시민과의 대화로 1만여 명의 시민을 만났다. 

정책 제안 및 참여 플랫폼 ‘제안핸썹’과 ‘온라인 경청지혜’는 시민 의견을 정책으로 반영하는 데 긍정적인 역할을 하고 있다.

○ 쾌적하고 편리한 도시공간 구조화...부천페이 발행 등 지역경제 활력도 UP

부천시는 공간복지도 구체화하고 있다. 

지난해 11월 노후계획도시 선도지구 2곳을 발표했고, 이달 중동 1기 신도시 재정비 마스터플랜 수립 용역에 착수했다. 

미니뉴타운·부천형 역세권 정비사업.결합정비 공모에는 총 13곳이 신청했다. 

분야별 최종 선정된 지역은 부천형 패스트트랙을 적용해 정비사업에 속도를 낼 방침이다.

생활밀착형 인프라 확충에도 힘썼다. 

별빛마루.수주.역곡밝은.소사칙칙폭폭도서관을 개관해 거주권역 내 독서문화 기반을 확대하고, 송내.역곡.옥길 체육센터 건립과 해그늘체육공원 리모델링으로 건강한 생활환경을 조성했다. 

2023년에는 부천도시공사와 경기도 최초 도시공사 관리위탁형 학교시설 개방 운영 관리 인력 지원 협약을 맺으며 안전관리 수준도 높였다.

지역경제 활성화에도 온 힘을 쏟고 있다. 

지난해 총 2천250억 원의 부천페이를 발행해 목표 대비 112%를 초과 달성했고, 올해도 관련 예산을 최대한 확보해 지난해보다 증액 발행할 예정이다. 

특례 보증과 이차보전 사업을 통한 소상공인 경영 회복도 꾸준히 이어간다.

지난 3월 개관한 부천R&D종합센터는 약 300명 이상의 창업기업과 연구기관 인력이 모여 다양한 산업의 첨단기술 개발을 지원하는 거점이 될 예정이다. 

청년 취업과 일자리를 다양한 제도로 지원하고, 청년의 자유로운 활동을 위한 오정청년공간·소사청정구역(가칭)도 마련했다.

조 시장은 “부천형 기본사회 정책으로 살던 곳에서 건강한 노후를 보낼 수 있도록 돕는 의료·돌봄 통합돌봄과 생활 밀접한 곳에서 위기가구를 찾아내는 온스토어 사업이 순항 중이다”라며 “온스토어 135곳에서 2천여 명의 위기가구를 발굴·지원했다”고 말했다.

전국 최초 도입한 스마트경로당도 과학기술정보통신부 정보문화 유공 대통령 표창을 받으며 경로당의 표준모델을 제시하고 있다.

○ 도심 곳곳 여가시설 가득, 탄소중립 실천하고 교통.주차 편의 개선

시민의 여가·문화생활도 풍요롭게 가꿨다. 

지난해 맨발길 20곳을 조성한 데 이어 올해 50곳을 추가로 만들고, 부천시 홈페이지 내 맨발길 지도에서 위치와 시설을 확인할 수 있도록 했다. 

부천아트센터에서는 조수미.조성진.임윤찬 등 세계적 예술가들이 무대를 선보였고, 오는 10월에는 아시아문화예술진흥연맹(FACP) 국제 총회가 열릴 예정이다.

부천호수식물원 수피아는 지난해 야간 개장으로 연간 관람객이 크게 늘어 약 23만 명이 방문했다. 

송내대로 걷고 싶은 푸른빛 산책로는 시민들이 도심 속 여유를 느낄 수 있는 도시숲길로서 사랑받고 있다.

부천시는 기후위기 대응에도 적극적으로 나섰다. 

올해까지 탄소중립 대응 플랫폼을 구축하고 시민이 직접 참여하는 중장기 로드맵을 수립할 예정이다. 

관내 4개 대학과 함께 미래세대가 주도하는 캠퍼스 컵 사업도 펼쳤다. 

지난해 10월에는 춘의동에 부천시 첫 수소충전소를 열고, 수소차·전기차 보급을 늘리는 등 친환경 에너지 인프라도 구축했다.

아울러 사통팔달 교통인프라를 구축해 시민의 교통복지를 크게 개선했다. 

2023년 7월 서해선 소사-대곡 구간이 개통되며 소사-김포공항역 구간 소요 시간이 약 30분에서 약 11분으로 단축됐다. 

똑버스를 늘리고 전화호출 서비스를 병행해 이용 만족도를 높이는 한편, 임산부 등 교통약자 바우처 택시도 도입해 성공적으로 안착시켰다.

시민이 가장 바라는 주차 문제 해결도 앞장섰다. 

공영주차장 50곳에 2,012개의 주차면을 만들고 전일제 거주자 우선 주차장 341곳을 야간제로 전환해 주차구획 7,685면을 새롭게 확보했다. 

전국 지자체 최초로 주정차 단속 자동응답시스템(ARS) 서비스를 시행해 운전자의 편의를 높였고, 단속 차량 감소 효과도 거뒀다.
