(브레이크뉴스인천 박상도 기자) 남동구가 14일, 주민 스스로 지역에 필요한 사업이나 정책을 제안하는 ‘주민참여예산 제안사업’을 공개 모집한다고 밝혔다.

남동구에 따르면, 주민참여예산제도는 예산의 편성, 집행, 결산 등 예산의 모든 과정에 주민이 참여해 재정의 투명성과 건전성을 높이고 재정민주주의 실현에 기여하는 제도다. 

올해 주민참여예산 제안사업 공모는 주민 복리증진과 지역 문제 해결을 위한 공공성이 있는 구 소관 사업이 대상으로, 사업 1건당 사업비는 5억 원 이내다.

단, 예산이 수반되지 않는 사항, 법령 및 예산 편성 관련 규정에 위반되는 사업, 특정 단체를 지원하거나 특정 제품 판매(홍보)를 목적으로 하는 제안, 축제 및 행사성 사업, 중장기 계획 사업 등은 제외된다.

접수된 제안사업은 실무부서의 사업 타당성 검토, 주민참여예산위원회 심의 및 일반 주민을 대상으로 한 온라인 투표 등의 공론화 과정을 거친 후 12월 남동구의회에서 심의·의결해 2026년 예산에 포함될 예정이다.

신청은 남동구민과 남동구 소재 직장인·단체 누구나 가능하며 5월 16일까지 남동구 누리집을 통해 온라인으로 제안하거나, 사업 제안 신청서를 작성해 우편, 팩스, 방문 등을 통해 제출하면 된다.

Namdong-gu announced on the 14th that it will be openly recruiting ‘Resident Participation Budget Proposal Project’ where residents themselves propose projects or policies necessary for the region.

According to Namdong-gu, the resident participation budget system is a system that increases the transparency and soundness of finances and contributes to the realization of fiscal democracy by allowing residents to participate in all budget processes such as budget preparation, execution, and settlement.

This year’s resident participation budget proposal contest targets district-run projects that have public nature for improving resident welfare and resolving regional issues, and the project cost per project is within 500 million won.

However, items that do not involve a budget, projects that violate laws and regulations related to budget planning, proposals aimed at supporting specific groups or selling (promoting) specific products, festival and event-related projects, and mid- to long-term plan projects are excluded.

The submitted proposal projects will undergo a public discussion process such as a feasibility review by the working department, deliberation by the resident participation budget committee, and online voting for the general public, and will be deliberated and approved by the Namdong-gu Council in December and included in the 2026 budget.
