(브레이크뉴스인천 박상도 기자) 최근 전국시도교육감협의회가 총회에서 교육용 전기요금 인하를 요구한 가운데, 정부의 전기요금 인상으로 학교 재정 악화와 학생 교육여건까지 악영향을 미치고 있어 교육용 전기요금 단가를 인하해야 한다는 지적이 국회에서도 제기됐다.

국회 교육위원회 백승아 의원(더불어민주당)이 공개한 ‘2020~2024회계년도 학교 전기요금 부담 증감 현황’자료에 따르면, 전국 17개 시·도교육청 공립 유치원, 공·사립 초/중/고/특수학교의 2024년 전기요금 부담은 총 7,260억원으로 2020년 4,223억원 대비 71.9% 급증했다.

시·도교육청별로는 제주가 5년새 전기요금 부담 증감률이 85.4%로 가장 높았고, 광주 83.6%, 세종 81.3%, 경기 79.3%, 부산 78.6% 순으로 전기요금 부담이 급증했다. 

전기요금 폭탄으로 전국 학교운영비 내 전기요금 비중도 커졌다. 

2020년 3.68%였던 학교운영비 대비 전기요금 비중은 코로나19로 비대면 수업이 이뤄졌던 2021년 3.57%로 다소 감소했다가 2022년부터 3.72%, 2023년 4.06%, 2024년 4.12%로 매년 증가세를 보였다. 

이에 전국시도교육감협의회에서 지난 3월 27일 총회를 열어 산자부와 기재부에 교육용 전기요금 판매단가를 농사용 수준으로 인하해달라고 요청하는 등 교육용 전기요금 단가 인하 요구는 교육계에서 지속적으로 제기되고 있다.

백 의원이 한국전력공사로부터 제출받은 ‘2024년 기준 전기요금 판매단가 및 최근 5년간 교육용전력 판매실적’자료에 따르면, 작년 전기요금 판매단가는 kWh당 일반용 173.0원, 산업용 168.2원, 주택용 156.9원, 교육용 143.0원, 농사용 82.1원이다. 

또한 2020년 20,996호에 총 7,515GWh 팔았던 교육용전기 연간 판매량은 2024년 20,705호에 9,433GWh로, 5년 새 판매량이 25.5% 가량 증가했다. 

교육부는 그동안의 교육용 전기요금 인하 추진 노력에도 불구하고 대외적 요인으로 인해 전기요금이 인상되었다며 향후에도 지속적으로 교육용 전기요금 인하를 위해 노력할 것이며, AIDT 운영 현황을 살피며 전력 사용량 관련해서 필요시 관계 기관과 협의하겠다고 밝혔다. 

한편 한국전력공사는 교육용 전기요금 인하가 필요하다는 주장에 대해 추가 요금 인하는 다른 전기사용자에게 부담이 전가될 수 있으며, 사용량 증가 추이를 볼 때 효율적 에너지 소비를 위한 가격 시그널 제공이 필요하다는 입장이다.

백승아 의원은 “정부의 전기요금 인상과 역대급 폭염, AIDT 사용에 따른 전력 사용량 급증 때문에 지방교육재정 악화와 학교운영비 부담이 가중될 것으로 보인다”며 “교육계 숙원인 교육용 전기요금을 인하해달라는 지속적인 목소리에 대해 정부와 한전은 여전히 무관심으로 대응하고 있다”고 지적했다.

이어 백 의원은 “전기요금 부담 증가에 따른 학교 재정 악화는 교육활동을 위축시키고 교육여건에 악영향을 초래할 것”이라며 “정부는 교육의 특수성과 공공성을 고려하여 교육용 전기요금 단가를 농사용 수준으로 인하하라”고 촉구했다.
