(브레이크뉴스인천 박상도 기자) 계양구가 지난 7일 ‘보건의 날’을 맞아 계양구가 구민의 건강을 최우선으로 하는 감염병 대응체계를 강화하며, 안전한 도시를 실현하기 위한 노력을 이어가고 있다. 

최근 반복되는 감염병 유행 속에서, 계양구는 예방 중심 정책과 신속한 대응 시스템을 기반으로 감염병에 강한 도시로 주목받고 있다. 

그 결과, 계양구는 2024년 ‘보건복지부 장관 표창’, ‘질병관리청장상’, ‘보건간호페스티벌 장려상’ 등을 수상하며 감염병 대응 우수기관으로 그 역량을 인정받았다.

□ 감염병관리과 신설, 전담 조직으로 신속 대응

계양구는 감염병 발생에 신속히 대응하기 위해 2023년 9월 감염병관리과를 신설하고, 감염병 대응팀, 감염병 예방팀, 예방접종팀 등 전담 조직으로 개편했다. 

또한, 감염병 발생 초기부터 지역 의료기관, 약국, 감염취약시설과 긴밀한 협력체계를 구축해 감염병 확산을 조기에 차단할 수 있도록 노력하고 있다. 

이를 통해 감염병 상황 발생 시, 효율적인 자원 분배와 공동 대응이 가능하도록 대응체계를 유지하고 있다.

계양구는 전 세계적 유행 가능성이 있는 신종 감염병에도 대비하고 있다. 

해외 유입 사례 및 전국 유행 동향을 실시간으로 모니터링하고, 해외 입국자 관리 및 상황별 대응 매뉴얼을 마련해 감염병 확산 시 혼란을 최소화할 수 있도록 준비하고 있다. 

특히 2024년부터는 감염 취약시설 종사자를 대상으로 한 맞춤형 감염예방 교육을 통해, 요양 시설 등 취약시설 내 감염 차단을 위한 현장 중심 교육을 강화하고 있다.

□ 구민이 함께하는 감염병 예방 활동

감염병 대응은 행정력뿐 아니라 구민의 참여가 필수적이다. 계양구는 감염병 확산을 막기 위한 다양한 주민 참여형 프로그램을 운영하고 있다. 

대표적으로 손 씻기, 기침예절 등 개인위생 캠페인과 함께, 어린이집과 유치원 등을 대상으로 한 ‘손 씻기 뷰박스’ 무료대여 사업을 진행 중이다.

□ 진단과 조사, 감염병 대응의 핵심 역량 강화

감염병 확산을 막기 위해 계양구는 초기 진단과 역학조사의 역량 강화에 집중하고 있다. 

말라리아, 결핵, HIV 등 주요 질환에 대한 최신 진단검사 장비를 확충하고, 검사요원 교육 및 실험실 숙련도 평가 참여를 통해 진단 역량을 꾸준히 높이고 있다. 

역학조사 분야에서는 전문 역학조사관 중심의 전담팀을 구성해 감염경로 파악 및 확산 차단에 주력하고 있으며, 예비 방역인력 교육 및 생물테러 훈련 등을 통해 위급상황에 신속하게 대응할 수 있도록 시나리오 기반 훈련도 강화하고 있다. 

또한, 질병관리청 및 시 관련 부서, 지역 내 의료기관과의 협력 네트워크를 구축하여 감염병 진단, 신고, 역학조사부터 격리병상 배정, 환자 이송까지 원스톱으로 대응할 수 있는 감염병 대응 시스템을 구축해 나가고 있다.

□ 결핵 예방 및 맞춤형 관리 강화

계양구는 결핵 고위험군에 대한 찾아가는 검진, 집단시설 역학조사, 잠복결핵검진 및 예방 교육 실시 등을 통해 조기 발견 및 치료에 힘쓰고 있다. 

특히 민간의료기관과 협력해 ‘민간·공공 협력 결핵관리 사업’을 추진하고, 진단부터 복약관리, 사회복지 연계, 전문 치료까지 맞춤형 통합관리를 지원하고 있다. 

이러한 노력으로 계양구는 질병관리청 주관 ‘2024년 민간·공공협력 국가결핵관리사업 평가대회’ 결핵환자 신고·보고 부문 ‘최우수기관’으로 선정된 바 있다.

□ 환경까지 안전하게! 모기·해충 방제 강화

기후변화로 인한 모기 개체 수 증가에 대응하기 위해 계양구는 선제적이고 체계적인 방역 활동을 추진하고 있다. 

하절기 모기 개체 수 감소를 위해 선제적으로 주간 방역기동반과 야간 민간소독반을 운영하며, 방역취약지역 정비와 유충 방제를 실시한다. 

뿐만 아니라 주민자율방역단을 구성해 주택가, 시장 등 지역 곳곳을 소독해 여름철 감염병 예방과 쾌적한 환경 조성을 위해 노력하고 있다. 

이 외에도 서부간선수로 산책로와 주요 공원에 태양광 해충퇴치기를, 등산로 및 산책로에는 기피제 분사기를 설치해 야외 활동 중 위생해충으로부터 구민을 보호하고 있다. 

방역 서비스가 필요한 취약계층 가정에는 바퀴벌레 제거 트랩 설치와 방역 약품 지원도 병행하여 건강 사각지대를 최소화하고 있다.

□ 예방접종으로 감염병 차단

예방접종은 감염병 예방의 첫걸음이다. 

계양구는 영유아와 청소년의 필수 예방접종률 향상을 위해 문자, 전화, 우편 등을 통한 사전 안내와 접종 독려를 실시하고 있다. 

특히 매해 9월부터 실시되는 인플루엔자 및 코로나19 예방접종은 유행에 대비해 감염취약계층을 대상으로 무료 예방접종을 실시하고 있으며, 그 해 유행이 예상되는 인플루엔자 바이러스 예방에 가장 효과적인 예방법이다. 

또한, 경제적 이유로 접종이 어려운 어르신들을 위해 대상포진 무료 예방접종을 확대했다. 

계양구는 2024년부터 65세 이상 기초생활수급자 및 75세 이상 어르신을 대상으로 지정 병·의원에서 1회 무료접종을 지원하고 있으며, 구민 만족도가 높아 올해도 지속 추진하고 있다.
