(브레이크뉴스인천 박상도 기자) 관세청 인천본부세관이 3일, 중국으로부터 사과나무 묘목, 포도나무 묘목 등 21만 주(시가 1억 8천만 원 상당)를 밀수입한 주범 A씨(남, 61세)와 이를 공모한 화물운송주선업체 직원 B씨(남, 47세), 보세창고 직원 C씨(남, 49세) 등 5명을 ‘관세법’ 위반 혐의로 올해 3월 불구속 송치했다고 밝혔다.

 인천본부세관에 따르면, 지난해 1월 농림축산검역본부로부터 보세창고에 보관 중인 검역 대상 물품을 확인하는 과정에서 수입금지 묘목이 적발되었다는 정보를 제공받아 즉시 수사에 착수했다. 

이에 세관은 보세창고 현장 CCTV 확인, 디지털 포렌식, 통화내역 분석 등 다각적인 수사 끝에 보세창고 직원까지 가담한 범행 전모를 밝혀냈다.

수사 결과 주범 A씨는 농업회사 법인을 운영하는 자로, 과수화상병 우려로 사과나무 묘목의 수입이 금지되자 보세창고 직원 C씨 등과 공모하여 범행을 저지른 것으로 확인됐다.

이들은 중국에서 정상 수입품과 밀수품을 각각 포장 상자에 담아 테이프로 결합하여 국내로 반입한 후, 야간 시간대에 보세창고에서 밀수품 상자만 따로 분리하여 무단 반출하는 수법을 사용한 것으로 드러났다.

밀수입된 묘목은 검역본부에서 전량 신속 폐기함으로써 국내 과수농가의 피해를 예방하였으며, 해당 화물운송주선업체 및 보세창고에 대해서는 인천본부세관이 영업정지 등 강도 높은 행정조치를 취할 방침이다. 

인천본부세관은 “앞으로도 관세행정 주변종사자와 결탁해 밀수입을 시도하는 행위에 대해 엄정히 대응하고, 국내 농가 보호와 국민 안전을 위해 밀수입 단속을 강화해 나갈 계획”이라고 밝히며 아울러 “국민들께서도 이러한 불법행위를 발견하는 경우 ‘관세청 밀수신고센터*’로 적극 제보해달라”고 당부했다.
