(브레이크뉴스인천 박상도 기자) 전국시도교육감협의회(회장 강은희 대구시교육감, 이하 협의회)가 지난 27일 충청남도 보령머드테마파크에서 제101회 총회를 개최했다.

이날 총회에서 직업계고 외국인 유학생 취업비자 발급 건의 등 6개 안건을 심의․의결하고 교육본질 회복을 위한 미래 대학입시 개혁 방안을 논의했다.

다음은 총회 주요 의결 사항이다.

직업계고 외국인 유학생 취업비자 발급 건의

현재 국내 취업이 가능한 비자는 전문학사 이상의 학력으로 제한되어 있어 직업계 고등학교를 졸업한 외국인 유학생의 지역 정주에 어려움이 있어 직업계고(국제 직업계고 포함)를 졸업한 외국인 유학생에게 취업비자를 부여할 수 있도록 법무부 비자 정책 개선을 요청했다.

교육용 전기요금 단가 인하 요구

지속적인 전기요금 인상으로 냉․난방 운영을 축소하는 등 쾌적한 교육환경이 저해되고 있으며, 더불어 학교 재정 악화로 이어져 교육활동 위축 및 교육여건에 악영향을 초래하고 있어 교육용 전기요금 판매단가를 농업용 수준으로 인하하는 등 산업통상자원부와 기재부에 교육용 전기요금 산정 체계 개선을 요청했다.

행정안전부가 지방자치단체의 자치 조직권 강화를 위해 실․국․본부 기구 수  상한을 폐지한 것과 같이 지방교육행정기관도 실질적 자치권을 확대하는 방향으로 본청 실․국의 설치 기준을 폐지하도록 교육부에 관련 법령의 개정을 요청했다.

지역교권보호위원회 공동 심의 관련‘ 교원지위법’  개정 제안

교육활동 침해 사안 처리 시 지역교권보호위원회의 공동 심의와 관련한 법적 근거 부재로 교육지원청 간 갈등과 추가 민원이 발생하여 「교원지위법」 및 동행 시행령에 지역교권보호위원회 공동심의 조항을 신설하도록 교육부에 관련 법령의 개정과 구체적이고 명확한 교권보호위원회 공동 운영 및 심의 방법과 절차 안내를 요청했다.

현장체험학습 공통안전기준 마련 및 교원보호 강화

 ‘ 학교안전사고 예방 및 보상에 관한 법률’  제10조(안전조치 및 안전사고관리 지침 등) 개정안이 오는 6월 21일부터 시행될 예정이다.

대전 초등학생 사망 사건(2.10)관련 법․제도 개선방향

지난 2월 10일 발생한 대전 초등학생 사망 사건을 계기로 학교 내 폭력성․공격성을 보이는 교원에 대한 긴급조치 및 사전 대응 체계 마련의 필요성이 강하게 제기되고 있다. 안전한 학교환경 조성을 위한 제도적 기반 강화가 절실한 상황이다. 이에 ‘하늘이법’ 관련 23개 법안이 발의되었으며, 이 법안이 실효성 있는 정책으로 현장에 안착할 수 있도록 시도교육청과 함께 현장 적용 중심의 매뉴얼 마련 및 제도적 방안을 긴밀히 협의해 나가기로 했다.

17개 시도교육감은 경기도교육청에서 제안한 교육본질 회복을 위한 미래 대학입시 개혁 방안에 대해 심층 논의했다.  

2026학년도 중1 입학생부터 실시될 2032학년도 대학수학능력시험에 학교 교육 정상화를 위해 대학입시 제도 개선에 의견을 모으고, 교육부 및 한국대학교육협의회 관계자들도 참석하여 시도교육감들의 의견을 청취했다.  

이에 시도교육감들은 기존의 입시 중심 교육 체제를 탈피하고 학교 교육의 본질을 회복하고자 하는 중장기 대입 제도 개혁 로드맵과 미래 대학 입시에 대한 인식 개선 및 공감대 형성을 위한 향후 추진 계획 등을 논의했다.  

전국시도교육감협의회 강은희 회장은 총회에 앞서 “전국 각지에서 발생한 산불로 피해를 입은 모든 분들께 깊은 위로의 말씀을 드리며, 사랑하는 가족과 삶의 터전을 잃은 분들이 하루빨리 일상을 회복하시길 진심으로 기원한다.”, “지금도 산불 진화 작업에 온 힘을 다하고 계신 소방 대원 및 산불 진화 관계자 여러분께 깊이 감사드리며 더불어 안전을 기원한다.”라고 말했다.  

이어 “올해 교육 현장은 그 어느 때보다 중요한 과제에 직면해 있다.”며,  “특히 대전 초등학생 사망 사건, 울산 고교생 클라이밍 사고로 학생이 숨지는 가슴 아픈 일들을 반면교사 삼아, 아이들의 배움과 성장에 한치의 소홀함이 없도록 최선을 다해야 한다.”고 강조했다.  

또한, “강원도 현장체험학습 중 발생한 초등학생 사망 사고에 대한 법원 판결 이후, 체험학습 운영에 대한 학교 현장의 혼란이 커지고 있다.”면서 “관련 법률 개정안이 통과되어 오는 6월 21일부터 시행을 앞두고 있는 만큼, 학교는 학생들이 안심하고 배울 수 있는 공간이어야 하며 체험학습을 포함한 모든 교육활동에서 안전이 최우선이 되어야 한다.”고 말했다.
