(브레이크뉴스인천 박상도 기자) 국회 행정안전위원회 이달희 의원(국민의힘)이 지난 27일 지방소멸 극복 및 지역 경쟁력 강화를 위해 특별지방자치단체의 실질적 권한 확대를 골자로 한 ‘지방자치법’ 일부개정법률안을 대표발의했다.  

특별지방자치단체는 2개 이상의 지방자치단체가 공동으로 특정 목적을 위해 광역적으로 사무를 처리할 필요가 있을 때 설치할 수 있으며, 전국 최초의 특별지방자치단체는 지난해 12월 18일 충청권 4개 시·도로 구성하여 출범한 충청광역연합이다. 

최근 저출산 고령화로 인한 인구 감소가 심화되는 가운데, 특히 수도권 집중 현상으로 지방소멸 위기가 확대되면서 다수의 지방자치단체가 연합하여 수도권에 대응할 경쟁력을 확보하기 위해 특별지방자치단체 설치를 본격적으로 추진하고 있다.

이 의원이 대표발의한 개정안에는 특별지방자치단체의 권한 강화를 위해 사무의 위임 근거를 기존의 ‘위임’에서 ‘이양’까지 확대하고, 그에 따른 행정적 재정적 지원 근거를 마련하는 내용을 담고 있다.

또한, 특별지방자치단체가 국가 사무를 위임 또는 이양받은 경우, 해당 사무의 원활한 수행을 위해 전문성을 갖춘 국가공무원의 파견을 요청할 수 있도록 하고, 특별지방자치단체의 사무를 효율적으로 추진할 수 있도록 별도 행정기관 설치 근거를 마련했다.

아울러, 특별지방자치단체 의회 운영과 관련하여 기존에 구성된 의회 일정을 고려하여 임시회 소집 일정과 예산 의결 기한 등을 자율적으로 조정할 수 있도록 하고, 의원 겸직에 따른 추가 의정활동비 지급 근거를 신설했다.

이달희 의원은 “특별지방자치단체가 광역 간 현안 해결을 통해 지역 경쟁력을 강화하는 새로운 자치모델로 정착하기 위해서는 적극적인 권한 이양 및 재정 지원이 필수”이라고 강조하며, “앞으로 특별지방자치단체가 초광역 지역연합으로서 자리매김할 수 있도록 법 개정은 물론 제도 개선에 더욱 노력하겠다”고 밝혔다.

경상북도 경제부지사 출신인 이달희 의원은 그동안 ‘지방시대 구현’ 을 의정 목표로 지방 경쟁력 강화를 위한 광역 간 행정통합의 필요성을 강조해왔다. 

특히 이 의원은 국가균형발전 실현을 위해서는 수도권에 필적하는 규모의 메가시티를 구축하고 적극적인 중앙 권한 이양을 통해 분권을 실현하는 것이 중요한 과제라고 밝혔다.
