(브레이크뉴스인천 박상도 기자) 인천 서구의회가 주민조례청구 제도의 활성화를 위한 홍보를 강화한다고 밝혔다.

서구의회에 따르면, 주민조례청구는 일정 주민 수 이상의 연서로 해당 지방의회 의장에게 조례의 제정이나 개정·폐지를 청구할 수 있는 제도로, 주민 스스로 지역사회의 조례를 만들 수 있는 직접 민주주의의 중요한 수단이다.

주민등록이 되어 있는 18세 이상 서구 주민이라면 조례 청구에 필요한 주민 수 이상의 서명을 받아 온라인(주민직접e) 또는 서구의회를 통해 조례안과 청구서를 제출하면 된다. 

서구의 2025년도 조례 제정 및 개폐에 필요한 연서 주민의 수는 5,290명이다.

서구의회는 주민조례청구 제도에 대한 주민들의 이해와 관심을 높이기 위해 의회 홈페이지, 의회보 및 구정소식지 등 다양한 채널을 활용해 홍보를 할 예정이다.

송승환 의장은 “주민조례청구 제도는 주민들이 지역의 정책 결정 과정에 직접 참여할 수 있는 중요한 권리”라며 “앞으로도 주민의 목소리가 구정에 적극 반영될 수 있도록 홍보와 지원을 아끼지 않겠다”고 밝혔다.

Incheon Seo-gu Council announced that it will strengthen promotion to activate the resident ordinance petition system.

According to Seo-gu Council, a resident ordinance petition is a system in which a certain number of residents or more can request the local council chairman to enact, revise, or abolish an ordinance, and is an important means of direct democracy in which residents can create ordinances for their local community.

Any Seo-gu resident aged 18 or older who is registered as a resident can obtain the required number of signatures for an ordinance petition and submit the ordinance and petition online (Resident Direct e) or through Seo-gu Council.

The number of residents required to enact and amend the Seogu 2025 ordinance is 5,290.

Seogu Council plans to promote the system of resident ordinances through various channels such as the council homepage, council newsletter, and district newsletter to increase residents’ understanding and interest in the system of resident ordinances.
