(브레이크뉴스인천 박상도 기자) 조용익 부천시장이 21일 새해 기자회견을 열고 “부천형 기본사회 정책으로 시민의 기본적 삶을 보장하고, 도시의 경쟁력·활력·매력을 높이는 사업들을 핵심동력으로 삼아 부천의 대전환을 앞당기겠다”며, ‘기본사회’와 ‘핵심동력’을 시정 방향으로 발표했다.

조 시장은 이날 돌봄, 교육, 교통, 주거, 소득 등 시민의 삶과 밀접한 분야에서 펼칠 부천형 기본사회 정책을 설명했다. 

아울러 혁신적 공간 재구조화, 기업 유치 및 첨단산업단지 조성, 사계절 즐길 거리 등 부천을 변화시킬 주요 사업을 소개하고, 미래 비전을 제시했다.

특히 이날 기자회견은 5대 혁신과제 중 행정혁신 분야 ‘종이 없는 회의 운영’ 정책에 따라 종이 사용을 최소화한 방식으로 진행돼 탄소중립 실천에도 앞장섰다.

○ 최소한의 삶 아닌 기본적 삶 보장하도록 ...‘부천형 기본사회’

조 시장은 “지역 밀착형 복지의 모범사례로 인정받고 있는 부천형 스마트 안(전)부(천) 시스템을 지속 추진하겠다”며 “이를 구성하는 온스토어, 스마트온 부천 앱 등 세부 사업들을 꾸준히 발전시켜 복지안전망을 더욱 촘촘히 갖추겠다”고 강조했다.

이어 “올해 첫선을 보이는 부천 온(溫)마음 펀드로 각종 후원금을 체계적으로 운용해 기부문화 활성화를 도모하겠다”며 부천형 온(溫)시리즈 강화 의지를 밝혔다.

아울러 “모든 구에서 운영하는 공공심야약국은 2곳 늘린 총 6곳으로 확대해 늦은 밤 의료 취약지역이 없도록 하겠다”고 말했다.

또한 “경기도 최초 치매안심병원인 부천시립노인전문병원를 통해 전문적 진단과 맞춤 치료를 통합 제공하고, 60세 이상 시민을 대상으로 찾아가는 치매 조기검진 사업을 추진해 치매 걱정 없는 도시로 만들겠다”고 설명했다.

부천시는 교육비 부담을 덜도록 초등학생 입학준비금 및 중·고등학생 대상 부천-런(Learn) 온라인 교육 사업도 새로 도입한다. 

범박·옥길동에서 사당·양재역과 같은 서울 강남권 주요 교통거점까지 노선을 운행하는 광역 수요응답형 버스(DRT)를 올해 7월 운영을 목표로 새롭게 추진해 교통 편의도 도모한다.

조 시장은 “정식 운영을 앞둔 부천문화레지던스 사업으로 예술인의 주거 안정과 창작을 뒷받침하고, 청년주거비 및 전 연령 대상 전세보증금 반환보증 보증료 지원을 추진하겠다”고 전했다.

이에 더해 청년기본소득·청년문화예술 패스 등으로 청년의 사회적 기본권과 문화생활을 보장하고, 예술인기회소득 지급도 이어갈 계획이다.

조 시장은 “과학고 설립을 향한 두 번째 관문인 경기도교육청의 특목고 지정·운영위원회 심의를 통과했다”며 “최종 유치할 수 있도록 끝까지 최선을 다하겠다”는 의지도 드러냈다.

개원을 앞둔 시정연구원에 관해서는 “부천이 마주한 과제를 제때 풀어내고 미래 비전을 제대로 수립하겠다”고 밝혔다.

이어 “자원순환센터는 첨단·친환경 공법을 적용해 현대화하고, 다양한 주민편익시설과 커뮤니티 센터를 조성해 미관을 갖춘 주민 친화 공간으로 만들겠다”고 전했다.

○ 첨단산업·기업 유치·지역경제 기반 강화로 ‘활력’ 높인다

조 시장은 “지난 10일 글로벌 톱3 공작기계 제조 전문기업 DN솔루션즈와 투자 및 입주 협약을 체결했다”며 “SK그린테크노캠퍼스와 더불어 부천대장을 첨단산업 발전의 전진기지로 만드는 역할을 할 것”이라는 기대감을 나타냈다.

부천시는 올해 수도권광역급행철도(GTX)-B, 대장-홍대선 착공과 더불어 GTX-D·E 등 9개의 철도망이 들어서면, 수도권 최고의 교통요충지로 거듭난다. 

이는 우수 인재와 유수의 기업들이 한데 모이게 하는 강한 유인이 될 전망이다.

조 시장은 “상반기 개관 후 80여 개의 경기도 창업기업을 맞이할 R&D종합센터와 250억 원 규모의 부천벤처펀드 3호 운용 등 혁신 스타트업 발굴과 육성에도 힘쓰겠다”면서 “앞으로도 성공적인 부천대장 도시첨단산업단지 조성과 기업 유치에 매진하겠다”는 포부를 드러냈다.
