(브레이크뉴스인천 박상도 기자) 인천시가 8일, 고독사 위험자를 조기에 발견하고, 상담 및 치료, 서비스 연계를 통해 고독사를 예방하는 ‘2025년 인천광역시 고독사 예방 시행계획’을 수립해 본격적으로 추진한다고 밝혔다.

인천시에 따르면, 이번 시행계획은 고독사 위험군 발굴과 사회적 고립 해소를 위해 고독사 위험군 발굴·관리, 사회적 연결망 강화, 생애주기별 서비스 지원, 예방 체계 구축을 4대 추진 전략을 주축으로 12개 단위과제와 45개 세부사업을 포함하고 있다. 

주요 내용으로는 고독사 전담인력(4명)을 확보해 전문성 강화를 통한 고독사 관리 추진 기반을 마련하고, 1인 가구 증가에 따른 고립을 예방하기 위해 민간 협력과 사회적 관계망 형성 프로그램(자조모임, 문화활동 등)을 개발하고 운영한다. 

또한, 지역상점 쿠폰 등을 활용해 지역사회와의 소통을 증진하고, 외부 활동을 유도하는 프로그램도 시행된다.

보건복지부의 실태조사에 따르면, 인천시의 고독사 사망자는 2021년 248명에서 2022년 215명, 2023년 208명으로 감소했다. 

이는 2022년부터 시행된 고독사 예방 정책과 다양한 지원사업의 누적된 성과가 반영된 결과로 분석된다.

특히, 인천시는 ‘돌봄플러그’와 ‘인공지능(AI) 안부확인 서비스’를 통해 고독사 위험군의 이상 징후를 발견하고 신속한 현장 방문․지원으로 대상자를 신속히 요양병원으로 이송한 사례가 있는 만큼 서비스 고도화도 검토해 갈 예정이다.
