서구에 따르면, 이번 예방체계 강화는 오염물질 배출량 및 배출농도, 배출시설 규모, 방지시설 성능, 업종 등 여러 요인을 종합적으로 고려하여 추진될 예정이다.
서구는 환경오염물질 배출시설의 설치 사전 단계부터 배출시설의 오염물질 발생 저감 및 방지시설의 효율성과 적합성 등을 면밀하게 검토할 계획이다.
이를 통해 배출시설 구조, 원료·연료 특성 및 사용량 등을 고려하여 발생 단계부터 오염물질을 감소시킬 계획이다.
공정 효율 최적화(재이용 등)를 거쳐 오염물질배출량을 줄일 뿐만 아니라 필요에 따라 방지시설 설치를 강화하여 최종 오염물질배출량을 최대한 저감할 예정이다.
