1. 2025년 을사년 새해가 밝았다. 부평구청장으로써 새해를 맞이하는 소감은.

2025년 을사년 새해를 맞았습니다. 

마음을 다잡고 희망찬 한 해를 준비하는 시기이지만 계속되는 경기침체, 지난 연말 179명의 소중한 생명을 앗아간 항공사고 등 여러 가슴 아픈 소식들로 인해 무거운 마음을 갖고 새해를 시작하게 되었습니다. 

그러나 이런 힘든 여건 속에서도 우리 부평구는 구민들께 희망을 드릴 수 있는 ‘더 큰 부평’을 만들기 위한 구정 운영에 매진하고 있습니다.

최근 획득한 유니세프 아동친화도시 인증과 국토교통부 공모사업에 선정돼 향후 4년간 추진될 부개1동·일신동 일원 도시재생사업 등은 앞으로 부평의 변화를 이끌어갈 희망의 상징입니다. 

올해 완공이 예정된 굴포천 생태하천 복원사업 및 이와 연계한 뉴빌리지 도시재생사업은 도심 속 휴식처이자 도시 활력의 기대감을 높이고 있습니다.

민선8기 임기 반환점을 돈 올해는 그동안 일궈왔던 성과를 바탕으로 우리 부평이 재도약하는 중대한 전환점이 될 것입니다.

굴포천 복원사업 등 대규모 사업이 순조롭게 마무리되고, 새로운 사업들이 차질없이 추진될 수 있도록 행정력을 집중하겠습니다.

2. 지난해는 임기 절반을 돌아온 해였다. 2024년 구정 운영의 성과는.

지난해 우리 구는 ‘원도심 부평’이라는 이미지를 개선하고 도심 활력을 불어넣기 위한 도시재생사업에 몰두했습니다. 

더불어 구민들께서 체감하실 수 있는 각종 생활밀착형 시설을 설치하는 데 온 힘을 쏟았습니다.

우선 부평 곳곳을 새롭게 단장해 원도심에 활력을 불어넣었습니다. 

부평문화로와 부평서초등학교 인근에 보도를 확장하고 전선 지중화를 통해 보행환경 및 도심 미관을 개선했습니다. 

부평구청 건너편 굴포천 공영주차장에 공공문화공간인 굴포문화마루와 하늘거울을 조성해 도심 속 휴게공간도 마련했습니다.

구민들께서 변화된 부평을 느끼실 수 있도록 일상 생활 속에서 가깝게 만나실 수 있는 여가‧문화시설을 설치했습니다. 

남부권역 주민들의 복지와 여가생활을 지원하는 부평남부노인문화센터, 부평남부체육센터 운영에 이어 대규모 아파트가 입주한 서부권역에 부평구청소년복합문화센터를 개관했습니다. 

일신공원 어린이물놀이장을 추가로 조성하고, 어르신들의 놀이터인 시니어파크와 맨발걷기 길을 설치하였습니다. 

분수공원과 원적산공원에 반려동물 놀이터가 마련되는 등 지역주민께서 활기차게 여가생활을 할 수 있는 공간을 내어 드렸습니다.  

이외에도 155대 수용이 가능한 신트리공원 공영주차장을 비롯해 부평 곳곳에 주차장 조성 및 여러 기관들과 주차장 이용 협약을 맺어 주차난을 완화하고자 노력하였으며, 부평4동에 스마트 안전교차로·쉼터 등 스마트타운 조성으로 구민의 안전하고 쾌적한 삶의 체감도를 높였습니다. 

다양한 분야에서 쏟은 노력은 중앙부처 등 여러 기관에서 성과로 인정받았습니다.

한국매니페스토실천본부가 전국 기초단체장을 대상으로 하는 공약 이행 평가에서 인천에서는 유일하게 2년 연속 최고 등급(SA)을 받았습니다. 

2023년 행안부 적극행정 종합평가에서 기초자치단체로는 유일하게 4년 연속 우수기관으로 선정됐고, 인천시 군·구 행정실적 종합평가에서도 3개분야에서 1위를 차지하며, 구민 만족행정에서 최고를 인정받았습니다.

길주로 양버즘나무길이 산림청으로부터 ‘2024년 우수 관리 가로수길’로 선정됐고, 범죄예방을 위한 환경을 개선하는 ‘안심마을 조성사업’이 ‘대한민국 범죄예방대상’에서 우수기관으로 선정돼 경찰청장 표창을 받기도 했습니다. 

특히, 지난 연말에는 행정안전부로부터 안전문화 및 지역교통안전환경개선에서 우수함을 인정받아 각각 장관상을 받았으며, 조직 및 인력운영 효율화 우수지자체로 선정되기도 했습니다. 

이외에도 행정의 각 분야에서 50여 건의 표창을 수상했습니다. 

이 모든 성과는 적극적으로 구정에 동참해주신 구민 여러분들과 자리에서 최선을 다해 준 부평구 공직자들이 힘을 합친 결과라고 생각합니다.

3. 성과 중 아동친화도시 지정이 눈에 띈다. 그동안 어떻게 준비했는지. 앞으로 어떤 방향으로 아동친화도시를 발전시킬 예정인지. 

 ‘부평의 미래는 어린이’라는 생각으로 추진한 부평 아동친화도시 만들기는 민선8기 핵심 공약 중 하나입니다. 

유니세프 아동친화도시 인증을 받고자 취임과 동시에 각종 아동 정책을 하나씩 추진해 왔습니다.

먼저 2022년 취임 후 첫 조직 개편에서 아동 관련 정책을 총괄하는 아동복지과를 신설했으며, 이듬해 3월에는 아동친화도시 조성에 관한 조례를 제정했습니다. 

전문가로 구성된 아동친화도시 조성위원회와 아동이 위원으로 참여하는 아동참여위원회를 구성해 각종 정책 제안을 수렴했습니다.

아동친화도시 조성 4개년 추진계획을 수립하고, 캠페인·공모전·어린이날 축제 등을 통해 아동권리 홍보 및 교육, 아동 참여권 확대를 위해 지속적으로 노력하기도 했습니다.

이러한 노력을 인정받아 지난 12월 유니세프로부터 아동친화도시 인증을 획득하는 쾌거를 이뤘습니다. 

앞으로 인증기간인 2028년 12월 6일까지 4년간 ‘매일이 행복한 아동, 밝아지는 미래 부평’이라는 비전으로 13개 부서에서 39개의 아동친화도시 조성 사업을 추진하고 지속적으로 관리할 예정입니다.

아동친화도시 인증은 아동의 권리 존중과 아동 친화적 도시로 나아가기 위한 첫 단추를 끼운 것에 불과합니다. 

앞으로 아이들이 더욱 더 행복한 여건에서 생활할 수 있도록 아동 및 구민들과 머리를 맞대겠습니다.

4. 지방선거가 치러지는 2026년을 제외하면 올해가 역점 사업의 결실을 맺을 시기다. 올해 부평구가 역점을 두고 있는 사업이 있다면? (굴포천 마무리, 은하수길 조성 등)

우리 구의 핵심 사업이자 도심 속 물길을 잇는 굴포천 생태하천 복원 사업을 올해 9월까지 마무리할 예정에 있습니다. 

부평1동 행정복지센터에서 부평구청 인근까지 1.2㎞ 구간에 걸쳐 덮여있던 콘크리트를 들어내고, 생태하천으로 만들어 구민께 돌려드리는 사업입니다.

2021년 6월부터 시작된 공사는 2024년 12월 기준 75%의 공정률을 기록하고 있습니다. 

지금은 하천의 호안을 만들고 있어, 공사현장을 보시면 하천의 윤곽을 확인하실 수 있습니다. 

올해 9월 사업이 마무리되면 깨끗한 물이 흐르는 생태하천이 부평 도심 한 가운데를 가로질러 흐르는 모습을 보실 수 있을 겁니다.

구민께서 생태하천을 좀 더 가깝게 즐기실 수 있도록 하천 위쪽에는 산책로를 조성하며, 각종 탐방로와 징검다리도 놓을 예정입니다. 

하천과 도심이 어우러지도록 하천 주변에서 자라기 적합한 습생식물과 관목도 심겠습니다. 

시간이 지나면 녹음이 우거진 자연 하천 속에서 물고기도 보일거라 생각합니다.

굴포천 은하수길도 올해 완공됩니다. 

이번 생태하천 복원 구간과 구청에서 삼산4교 인근까지의 굴포천 주변 산책로가 은하수길로 다시 태어납니다. 

굴포천 주변 우거진 나무에 조명을 설치하고, 레이저 조명을 활용해 밤이면 예쁘게 빛나는 은하수길을 만들 예정입니다. 

마치 도심 속에 별빛이 내려앉은 듯한 지역 명소로 가꾸겠습니다. 

2025년의 굴포천은 정말 특별한 장소로 바뀔 것입니다. 

도심 속 자연을 느낄 수 있는 공간이자, 밤이면 좋은 사람들과 아름다운 별빛 속에서 함께 산책할 수 있는 특별한 공간으로 구민께 돌려드리겠습니다.

새해 초부터 국토교통부 주관 뉴빌리지 도시재생 공모사업에 선정됐다는 소식이 있었다. 

부개1동과 일신동 일대를 대상으로 한다는데, 어떤 사업인지 구체적으로 설명한다면. (뉴빌리지 도시재생 사업 소개)

부평 남부권역의 대표적인 원도심인 부개1동·일신동 일부지역이 주거환경 개선사업을 통해 새로운 동네로 탈바꿈합니다.

국토교통부에서 지난해 처음 신규 도입한 뉴빌리지 사업은 전면 개발이 어려운 단독주택, 연립·다세대 주택 등 노후 주거공간이 많은 곳에 편의·기반시설 설치와 주택정비를 지원하는 사업으로, 민관이 함께 주거환경을 개선하는 사업입니다.

부개1동 및 일신동 주민들의 적극적인 참여로 이번 뉴빌리지 공모사업에 선정돼는 경사를 맞았습니다.

이에 따라 우리 구는 내년부터 4년간(2025년~2028년) 사업비 140억원을 들여 기반 시설 구축에 나설 예정입니다. 

주차난 해소와 주민 편의시설 제공을 위해 마분공원을 활용하여 지하주차장과 작은도서관을 조성하고, 어린이공원을 재구성할 예정입니다. 

보행친화 가로환경 조성을 위해 ▲도로포장 ▲노상주차구획설치 ▲전선 지중화를 비롯해 감시장비(CCTV) 등의 안전시설물도 설치됩니다.

기반 시설 구축이 완료되면 주민 주도의 주택정비사업이 본격적으로 추진될 거라 생각합니다. 

주민들이 빌라 등 주택정비사업을 추진할 경우 건축물 용적률 120% 완화, 저금리 융자지원 등 제도적으로 지원할 계획입니다.

주민들께서 안전하고 쾌적한 주거환경을 체감할 수 있도록 이번 도시재생사업에 최선을 다하겠습니다.

6. 지역 경제가 대내외로 다양한 요인 때문에 계속 어려운 상황이다. 올해 지역 경제에 보탬이 될만한 경제 분야 사업을 소개하자면.

최근 불안한 정국과 이로 인한 고물가·고금리가 가중되면서 경제가 날이 갈수록 어려워지고 있습니다. 부평의 경제를 책임지는 우리 소상공인 및 중소기업의 어려움도 가중되고 있습니다.

이에 우리 구는 자영업자·소상공인·중소기업 지원에 행정력을 집중하여, 활기 넘치는 부평을 실현하고자 최선을 다하고 있습니다.

먼저, 중소기업의 경쟁력 강화를 위해 국내외 판로개척의 기회를 넓히겠습니다. 

기존의 해외 수출통상촉진단 파견과 해외박람회 참가 기업지원에 더해 올해부터는 국내 전시회에 참가하는 중소기업을 대상으로 참가 비용을 지원하겠습니다.

급변하는 경영 환경 속에 부평 경제의 근간인 소상공인분들이 걱정없이 장사를 영위하실 수 있도록 관련 인프라 구축에 집중하겠습니다. 

점포 내 키오스크 등 스마트기기 구축 비용과 점포 환경개선 비용을 지원하고 일신시장 고객지원센터 건립 등 재래시장 활성화를 위한 방안을 지속적으로 모색하겠습니다.

아울러 부평 상권 활성화를 위해 5년 간 추진 중인 상권 르네상스 사업이 4년 차에 접어들었습니다. 

그동안 문화페스타와 프리마켓 등으로 젊은 층들을 불러들이고 디지털 상권센터 조성, 유튜브 운영 등으로 온라인 판로를 개척해왔습니다. 

부평블랙데이(BB-DAY)도 상하반기 운영하며, 상인들의 매출도 크게 올랐습니다. 

사업이 마무리되는 2026년까지 부평만의 특화상권이 조성되고, 사업이 끝난 이후에도 상인들의 자생력을 갖출 수 있도록 지역 상인분들과 함께 최선의 노력을 다하겠습니다. 

7. 끝으로 구민들에게 전하고 싶은 말이 있다면.

새해를 맞이했지만, 녹록지 않은 경제상황과 각종 사건·사고 등 좋지 않은 소식들이 끊이지 않고 있습니다. 

이런 때일수록 저를 비롯한 부평구의 모든 공직자는 제 자리에서 부평 발전과 구민들의 삶의 질 향상을 위해 최선의 노력을 다하겠습니다.

대내외적인 어려움에도 불구하고 우리 부평은 구민들의 지지와 성원에 힘입어 변화하고 있습니다.

콘크리트로 덮여있던 굴포천이 올해 친환경 생태하천으로 거듭날 것입니다. 

이와 함께 추진하고 있는 각종 도시재생 뉴딜사업은 구민들의 삶을 더욱 여유롭게 할 것입니다.

We will focus on building related infrastructure so that small business owners, who are the foundation of Bupyeong’s economy, can conduct business without worry in a rapidly changing business environment.

We will support the cost of installing smart devices such as kiosks in stores and the cost of improving the store environment, and continuously seek ways to revitalize traditional markets such as establishing the Ilshin Market Customer Support Center.

In addition, the Bupyeong Commercial District Renaissance Project, which has been promoted for 5 years to revitalize the Bupyeong commercial district, has entered its 4th year.

During this time, we have attracted young people through cultural festivals and flea markets, and pioneered online sales channels such as creating a digital commercial district center and operating YouTube.

Bupyeong Black Day (BB-DAY) is also operated in the first and second half of the year, and sales for merchants have also increased significantly.

By 2026, when the project is completed, Bupyeong’s own specialized commercial district will be created, and we will do our best together with local merchants so that merchants can be self-reliant even after the project is completed.

Even though we have entered the new year, there is a steady stream of bad news, such as the difficult economic situation and various incidents and accidents.

In times like these, all public officials of Bupyeong-gu, including myself, will do our best to develop Bupyeong and improve the quality of life of its residents.

Despite internal and external difficulties, our Bupyeong is changing thanks to the support and encouragement of its residents.

The Gulpocheon River, which was covered with concrete, will be reborn as an eco-friendly stream this year.

In addition, various urban regeneration New Deal projects being promoted will make the lives of residents more comfortable.

Obtaining UNICEF Child-Friendly City certification is not the end, but the beginning.

We will establish a foundation for all residents, including our children, their guardians, and the socially disadvantaged, to live a safe and comfortable life.

We will also further expand infrastructure closely related to daily life so that all residents can equally benefit.

In particular, we will focus our administrative power on various policies that can more closely support the socially disadvantaged and on supporting self-employed people, small business owners, and small and medium-sized enterprises in the region to revitalize the local economy.

Bupyeong is undergoing changes to leap forward as a central city in the metropolitan area. We will move forward vigorously toward a ‘new future, a greater Bupyeong.’
