강은희 협의회장은 신년사에서 청사의 해인 2025년 을사년(乙巳年) 새해를 맞이하여, 미래를 향한 힘찬 변화가 그 어느 때보다 절실하며 뱀이 허물을 벗으며 더 강하고 새롭게 태어나듯이 교육만큼은 이 어려운 시기를 지혜롭게 넘어 흔들림 없이 배움과 가르침을 이어나가야 한다고 전했다.

지난 2024년은 늘봄학교 전면 시행, 유보통합 첫걸음, AIDT 도입 추진, 지방교육재정교부금 논란, 학교폭력전담조사관제도 운영 등 교육계에 크고 작은 많은 일이 있었음을 말하며, 17개 시도교육청은 함께 지혜를 모으고 해결책을 마련하기 위해 최선을 다했다고 밝혔다.

특히 2025년 을사년을 맞이하여, 유암화명(柳暗花明)처럼 현재와 불안한 미래 속에서도 교육의 본질을 지키며 희망찬 미래를 만들어가겠다며, 다음과 같은 일에 더욱 힘써 교육가족과 국민 여러분의 성원에 보답하겠다.

첫째, 안정적인 교원정원 확보를 위해 힘쓰겠습니다.

둘째, 학생들이 자신의 삶과 학습을 스스로 이끌어 갈 수 있는 주도성과 창의성을 키우도록 노력하겠습니다. 

셋째, 안정적인 유보통합 추진을 위해 노력하겠습니다.

전국 교육가족을 비롯한 국민 여러분 안녕하십니까.

전국시도교육감협의회장 대구광역시교육감 강은희입니다.

푸른 뱀의 해인 2025년 을사년(乙巳年) 새해가 밝았습니다. 새해 첫날 꿈꿨던 소망을 다 이루는 한 해가 되기를 기원합니다.

급변하는 교육 현장의 중심에서 학생과 교육을 위해 책임을 다해오신 교육가족에게 깊은 감사의 말씀을 드립니다.

지난 2024년은 늘봄학교 전면 시행, 유보통합 첫걸음, AIDT 도입 추진, 지방교육재정교부금 논란, 학교폭력전담조사관제도 운영 등 교육계에 크고 작은 많은 일이 있었습니다. 

이외에도 사회 변화에 대응하기 위해 다양한 교육정책이 추진되고 있고 17개 시도교육청은 함께 지혜를 모으고 해결책을 마련하기 위해 최선을 다했습니다.

새해에는 푸른 뱀처럼 미래를 향한 힘찬 변화가 그 어느 때보다 절실하게 요구됩니다. 현재 사회 전반에는 불확실성의 그림자가 짙게 드리우고 있습니다. 하지만 뱀이 허물을 벗으며 더 강하고 새롭게 태어나듯이 교육만큼은 이 어려운 시기를 지혜롭게 넘어 흔들림 없이 배움과 가르침을 이어나가야 합니다. 교육가족 모두 각자 자리에서 저마다 역할을 다하며 희망찬 한 해를 열어주시리라 기대합니다. 전국시도교육감협의회도 교육 현장의 노력과 용기가 이어질 수 있도록 지원하겠습니다.

2025년에도 전국시도교육감협의회는 다음과 같은 일에 더욱 힘써 교육가족과 국민 여러분의 성원에 보답하겠습니다.

첫째, 안정적인 교원정원 확보를 위해 힘쓰겠습니다.

100회 총회에서 제안한 교원정원제도 개선 방안을 마련하기 위해 교원정원제도 개선 교육감 특별위원회를 적극적으로 운영하겠습니다. 학령인구 감소로 인해 교원 정원 감소를 당연하게 생각할 수 있지만 미래교육 수요 반영 및 맞춤형 교육 지원을 위해서는 국가교육 책임이 강화되어야 하며 안정적인 교원 확보는 반드시 뒷받침되어야 합니다. 전국시도교육감협의회는 교원이 교육자로서 전문성과 자긍심을 갖고 학생들을 교육할 수 있도록 다양한 교원 정원 정책을 연구하고 제안하겠습니다.

둘째, 학생들이 자신의 삶과 학습을 스스로 이끌어 갈 수 있는 주도성과 창의성을 키우도록 노력하겠습니다. 

AI 시대 도래에 따라 교육의 패러다임이 바뀌어 주어진 정답을 찾기보다는 창의적인 사고와 스스로 답을 찾는 주도성을 길러 능동적으로 미래사회에 대응할 수 있도록 전국시도교육감협의회는 국가교육위원회와 교육부와 정기적인 협의를 진행하겠습니다.

셋째, 안정적인 유보통합 추진을 위해 노력하겠습니다. 

올 연말에는 유아교육지원특별회계가 종료를 앞두고 있습니다. 유보통합이 안정적으로 추진되기 위해서 교육부와 시도교육청 간의 원활한 협의 및 전문가 네트워크 구성과 운영을 통한 체계적인 대응이 필요합니다. 현장 의견에 귀 기울여 견해차를 좁힌 대안 마련으로 보다 나은 영유아교육을 실현하기 위해 노력하겠습니다.

이 밖에도 학령인구 감소, 지역 소멸 등 교육 환경 변화에 대응하기 위해 적극적인 협력과 소통으로 교육공동체의 힘을 모아 미래 인재 양성에 매진하겠습니다.
