2025년 을사년(乙巳年) 새해가 밝았습니다. 

새해 복 많이 받으십시오.

어려운 시기임에도 희망찬 기대감을 가지고 모든 일이 지혜롭게 잘 풀리며 뜻하시는 바가 이루어지는 한 해가 되시길 기원합니다.

민선8기 시장에 취임한 이후 저의 꿈은 오직 인천, 오직 시민, 오직 미래뿐이었습니다.

저는 오늘, ‘진정성’과 ‘책임감’을 가지고 우리 300만 인천시민과 공직자 여러분께 우리 모두의 삶이 더 나아지고,  인천이 ‘시민이 행복한 세계 초일류 도시’로 성장하도록 온 힘을 다해 뛰겠다고 다시 한번 다짐합니다.

돌아보면, 지난해는 무척 힘들고 어려운 1년이었습니다.

정치는 혼란을 거듭했고, 나라 안팎으로는 경제적 어려움을 맞았습니다.

그로 인한 민생의 고통도 컸습니다.

특히, 최근 제주항공 여객기 사고가 발생했습니다.

희생자분들의 명복을 빌며, 유가족분들께 깊은 위로의 말씀을 드립니다.

국가적 위기에서도 우리 인천은 시민 여러분의 성원과 1만 8천여 공직자들의 열정과 헌신으로 많은 변화와 성장을 이뤄냈습니다.

인천시민과 함께 달려온 지난 2년 6개월간의 변화와 결실은 인천의 모습을 확 바꾸고, 어느때보다도 인천의 위상을 높였습니다.

인천시 주민등록인구는 2024년 1월 최초로 300만 명을 넘어섰습니다. 

특·광역시 중에는 1980년 이후 44년 만에 처음 있는 일이며, 전국적인 저출생 상황에서 대도시 중 유일하게 인구가 증가하는 도시가 되었습니다.

인천시 지역내총생산(GRDP)은 2023년 기준 117조원으로 100조 시대에 안착했으며, 명실공히 대한민국 제2의 경제도시로 자리매김하였습니다.

특히 어려운 시기에도 실질 경제성장률이 4.8%에 달해 2년 연속 전국 1위를 기록한 것은 인천이 대한민국의 성장을 이끄는 도시임을 잘 보여주고 있습니다.

인천은 제2의 경제도시일뿐만 아니라 제1의 행복도시로 나아가고 있습니다.

2024년 1~10월까지 인천에서 태어난 출생아 수가 전년 누계 대비 10.2% 증가하여 전국 1위의 증가율을 나타내고 있으며,

민선8기 2년 6개월의 성과는 제1의 행복도시 인천을 앞당겼습니다.

지난해 31년 만에 인천형 행정체제 개편을 확정하고, 2026년 2군·9구 체제 출범도 철저히 준비하고 있습니다.

또한 300만 시민의 오랜 염원이었던 인천고등법원의 설치가 확정되어, 2028년 3월 1일 정식 개원합니다.

수도권광역급행철도 GTX-B를 착공했으며, GTX-D,E 노선이 확정되는 등 인천을 중심으로 한 사통팔달 광역교통망이 빠르게 구축되고 있습니다.

그리고 접경해역의 조업한계선을 60년 만에 확장해 어민들의 고충을 덜어드렸으며, 문화유산 규제 지역을 20년 만에 대폭 축소하였습니다.

이뿐만 아니라 

세계 최대 바이오의약품 생산도시 인천이 바이오 국가첨단전략산업 특화단지 선정의 쾌거를 이루었으며, 3년 연속 정부지원금을 6조원 이상 확보하는 등 시민 삶의 질 향상을 위한 정책적, 재정적 기반을 튼튼히 다졌습니다.

인천상륙작전의 역사적 의미를 재조명하면서 기념행사를 국제행사로 격상하고 UN 국제평화도시에 가입을 선언하면서 인천은 명실공히 세계평화도시로 자리매김했습니다.

진정한 글로벌 TOP 10 도시로 성장하기 위해 ‘외국인 친화도시 인천’의 비전을 제시하고, 인종이나 국적에 따른 문화 차이를 인정하는 등 차별 없는 사회통합을 추진하고 있습니다.

인천에서 태어난 모든 아이에게 1억 원을 지급하는 i+(아이플러스) 1억드림과 신혼부부에게 천원주택을 제공하는 i+(아이플러스) 집드림, 출생가구 부부에게 7년간 50~70%의 교통비를 환급해주는 i+(아이플러스) 차비드림과 같은 i+(아이플러스) 드림 출생정책을 지속적으로 확대 추진하여 아이 키우기 좋은 도시 인천을 만들겠습니다.

또한 인천시민 90.3%가 만족하는 대중교통비 지원사업인 아이(i) 패스와 광역 아이(i)패스를 더욱 많은 시민들이 수혜를 받을 수 있도록 확대하고 전국민 인천대교 통행료 인하 등 지역 주민의 교통비 부담을 낮추기 위한 정책들을 지속 추진하겠습니다.

전국 최초 소상공인 반값택배 지원사업을 내년에는 인천 지하철 모든 역사로 확대 추진하여 소상공인들의 물류비용 부담 역시 줄이겠습니다.

또한 공공기관과 민간기업, 지역사회가 온 힘을 모아 지역상품의 우선구매를 추진하여 어려운 지역경제 활성화에도 총력을 다하겠습니다.

미래 성장동력 육성도 중요한 만큼 바이오, 반도체, MRO, 블록체인, AI 등 첨단산업 투자유치에도 지속적으로 힘쓰겠습니다.

세계 최고 수준의 앵커기업들과 관내 주요 대학들을 포함한 글로벌 수준의 연구역량, 풍부한 임상역량과 바이오 특화단지의 중앙정부 지원을 결합하여, 세계에서 손꼽히는 바이오 클러스터를 만들겠습니다.

취약계층 생계급여 지원대상을 확대하고 SOS 긴급복지 2천500가구와 디딤돌 안정소득을 500가구에 추가 지원하는 등 더욱 촘촘한 인천형 복지 모델을 구현하겠습니다.

또한 장애인 연금 등의 수혜 대상을 확대하고 사회복지시설 종사자 처우개선과 여성 등 사회적 약자 보호에도 힘쓰겠습니다.

인천시민안전보험의 보장금액을 최대 2,000만원으로 확대하고 어린이, 노인 등 교통약자의 안전시설 역시 강화하겠습니다.

지역축제와 옥외 행사 등에 대한 철저한 사전 안전관리로 시민들이 안전한 일상을 만들겠습니다.

국내 정치 상황은 혼란해지고 많은 기관들이 대한민국 경제를 걱정하고 있습니다.

The domestic political situation is chaotic, and many organizations are concerned about the Korean economy.

Incheon City also experienced a financial crisis at one point, but we overcame the difficulties with the united strength of our citizens and public officials, and we created a city with sound finances that will win the Presidential Award at the 2024 “Local Finance Awards of the Republic of Korea.”

Our Incheon City has overcome all difficulties better than any other city in Korea.

I now promise you, the citizens.

In the new year of 2025, I will correct the wrongs and set the country right with the mindset of helping the crisis and settling the situation.

Incheon City has taken the lead in solving the low birth rate problem, which is a crisis in Korea, and has led the development of Korea as shown by its unrivaled economic growth rate.
