『신년사에 앞서, 

최근 발생한 제주항공 여객기 참사에 비통한 마음과 함께 깊은 슬픔을 나누고자 합니다. 

사랑하는 이들을 잃은 희생자 유족들께 진심으로 애도의 마음을 전하며, 충격 속에 있는 국민 여러분께도 위로의 말씀을 드립니다.

이번 참사를 통해 우리는 일상의 소중함과 안전한 사회의 필요성을 다시금 절실히 깨닫게 되었습니다. 

신속한 사고 수습은 물론, 앞으로 이러한 비극이 다시는 되풀이 되지 않도록 모두가 한마음으로 힘을 모아야 할 것입니다.』

그리고 사랑하는 공직자 여러분!

2025년 지혜와 생명력을 상징하는 을사년(乙巳年), 새해가 밝았습니다.

새해 복 많이 받으십시오!

올해는 ‘푸른 뱀의 해’로 예부터 우리 조상들은 뱀을 끈질긴 생명력과 다산을 상징하며 소망을 이뤄주는 존재로 여겼다고 합니다. 

특별히 올해는 뱀의 상징처럼, 여러분 한분 한분의 꿈이 현실로 이뤄지고 가정에는 행복과 평안이 깃드시길 기원합니다.

민선8기 ‘언제나 구민곁에, 남동의 힘이 되는 구청장’이 되겠다고 다짐하고 취임한지도 어느덧 반환점을 돌아 2년 6개월이 흘렀습니다.

저는 지난해 이 자리에서 ‘생활의 불편함을 없애는 구민 체감 행정을 실현’하고 이를 위해 생활환경, 일자리, 복지 등 구민이 변화를 체감하는 한해로 만들겠다고 약속드렸습니다.

경제위기와 한정된 재원, 그리고 구민들의 다양한 요구속에서 때로는 해답을 찾기 위해 깊은 고심을 해야했던 한해였지만 좌고우면 하지않고 최선을 다했습니다.

역시 현장에서 주민들과 함께 할 때 남동구 발전은 시작되며, 그 동력은 구민들의 목소리라는 것을 다시 한번 확인할 수 있는 시간이였습니다.

특히 원도심 내 주차장 확충과 소규모 정원 조성은 구민들께서 바로 체감할 수 있는 소소한 행복이고 가장 반기는 변화였습니다.

「동네 소규모 정원조성 사업」은 이러한 변화의 일환으로 보편적 녹지 복지의 성과를 높이 인정받아 2024년 대한민국 공간복지 대상을 수상했습니다.

또한, 2024년 전국 기초단체장 매니페스토 우수사례 경진대회에서 어르신들의 행복한 노후를 위한 “남동형 커뮤니티 케어”를 주제로 최우수상을 수상했습니다. 

이는 지난‘일자리 분야’에서 우수상을 받은 데 이어 2년 연속으로 이뤄낸 쾌거입니다.

이외에도 대한민국 도시대상 인구대응분야 국토부 장관상 지방자치단체 혁신평가 우수기관 적극행정 종합평가 2년 연속 우수기관 2024년 재난관리 평가 우수기관  국민행복민원실 우수기관 보건복지부 주관 ‘장애인 복지 사업평가’ 우수기관 선정등 각종 부문에서 뜻깊은 성과를 이뤄냈습니다.

이러한 성과는 51만 남동구민의 성원과 공직자 여러분의 헌신과 열정이 있었기에 가능했습니다.

이 기세를 이어받아, 올해는 더 나은 남동의 미래를 위해 한층 변화된 모습으로 구정을 운영하며 실속과 내실을 다지는 한 해로 만들어가고자 합니다.

먼저, 누구도 소외되지 않도록 촘촘한 복지망을 구축하고 구민 안전을 최우선하는 행정에 모든 힘을 쏟겠습니다.

구민의 행복과 지역발전을 위한 우선적 가치는 ‘안전’ 입니다.

최근, 기후 변화와 사회적 재난, 1인 가구의 증가, 무차별 범죄 등으로 인해 그 어느 때보다 안전의 중요성이 강조되고 있습니다. 

예고 없이 찾아오는 사고를 미리 예방할 수 있는 인프라를 구축하는 데 집중할 것입니다.

이를 위해 365일, 24시간 ‘재난 상황실’을 운영하여 신속한 대응 체계를 구축하고, CCTV 신규설치와 셉테드(CPTED) 기반 안전거리 조성으로 도시 안전을 강화하겠습니다.

이상기후로 인한 위험에 대비하기 위해, 반지하 주택을 비롯한 위험성이 큰 담장과 옹벽 등 노후 시설물에 대한 철저한 점검과 보완작업을 완수하겠습니다.

또한 안전 사각지대에 놓인 취약계층의 점검을 강화하여 지역사회 구석구석까지 안전에 대한 긴장의 끈을 놓지 않겠습니다.

경제가 어려울수록 취약계층의 타격은 더 큽니다. 

사회적 보살핌이 필요한 이들이 소외되지 않도록 촘촘한 복지체계를 구축하는 데 집중하겠습니다.

또한 아이와 엄마가 행복한 남동구를 위해 다양한 출산지원 정책, 어르신들을 위한 다양한 복지사업, 양질의 일자리 제공과 차세대 인공지능 돌봄서비스 지원에 소홀하지 않겠습니다.

둘째, 자연이 숨 쉬는 녹색 남동의 가치를 높이고, 교통망 확충을 통해 쾌적하고 살기좋은 도시를 만드는데 전력을 다하겠습니다.

이제 도심은 단순히 회색 콘크리트 건물이 아닌, 주민들의 삶의 질을 높이며 편안하게 쉴 수 있는 공간으로 변화해야 합니다.

모두가 누릴 수 있는 녹색복지를 확산하고, 주거환경을 개선하여 더 나은 삶의 터전을 만들어가고자 합니다.

그 일환으로, 다소 시간이 걸리더라도, 만수천을 생태하천으로 복원해서 삶의 휴식공간을 제공하고 남동의 친환경 랜드마크로 조성하겠습니다.

도심내 방치된 공간에 소규모 마을 정원을 조성하여 구민들의 소중한 휴식 공간을 만들고 유휴부지를 활용한 주차장 확충에도 힘쓰겠습니다.

남촌동과 만수4동의 도시재생사업, 구월2동과 구월3동의 행복마을가꿈 사업은 주민의견을 반영하여 차질없이 추진하겠습니다.

또한, 전면 재개발이 어려운 저층 주거지역에 아파트 수준의 편의시설과 주택을 공급하기 위한 간석3동 뉴빌리지 사업을 차질없이 준비하고

구도심 내 노후 아파트의 재건축 활성화와 원도심 주택 정비 사업도 계획에 따라 빈틈없이 추진하여 지역의 지속 가능한 발전을 이루어내겠습니다.

서울과 수도권으로의 자유로운 연결은 남동구민 여러분의 오랜 바람이자 소망입니다. 

인천지하철 2호선의 서창-도림-논현 구간 연장, KTX 월판선 논현역 정차, GTX-B 노선 조기개통, 그리고 제2경인선 건설을 조속히 이뤄낼 수 있도록 

정부와 인천시, 관계 기관들과 함께 힘을 모으겠습니다.

세번째, 지역 경제의 핵심인 중소기업과 소상공인을 적극 지원하여, 지역 경제에 활력을 불어넣고 지속 가능한 성장 기반을 마련하겠습니다.

최근 남동산단이 국가 바이오산업의 혁신을 이끌 바이오특화단지 공모에 최종 선정됨으로써, 새로운 성장동력의 기반이 마련되었습니다.

이를 바탕으로 관내 기업들이 4차 산업혁명 등 산업구조 변화에 능동적으로 대처할 수 있도록 밀도 높은 지원을 아끼지 않겠습니다.

일자리 확충은 주민 생활과 직결되는 중요한 사안으로, 취약계층을 위한 공공일자리를 확대하고, 지역과 세대를 아우르는 맞춤형 일자리 창출에 힘쓸 것입니다.

또한 중소기업 청년 지원 정책과 일자리 확대를 통해 청년들이 꿈과 희망을 펼칠 수 있는 환경을 조성하겠습니다.

지난달 새롭게 재탄생한 88올림픽 국민생활관은 최신 시설을 갖춘 수영장과 헬스장을 비롯해 다양한 문화 프로그램을 제공하며, 구민들의 건강하고 활기찬 삶을 지원하는 중요한 공간이 될 것입니다.

또한 소래수변에 맨발 걷기 조성으로 구민과 관광객들이 소중한 자연을 즐길 수 있는 기회를 제공하겠습니다.

그리고 수년간 방치되어 온, 논현포대 공원 유수지를 주민들이 여가와 문화를 즐길 수 있는 지역의 랜드마크로 재탄생시키고, 체육시설 내 산책로 조성과 환경개선으로 주민들의 건강한 체육활동과 생활 인프라 확충에 최선을 다하겠습니다.

아이들과 청소년들이 전통문화를 체험하고 배울 수 있는 ‘전통문화 교육관’도 올 5월에 차질없이 문을 열겠습니다.
