존경하고 사랑하는 부천시민 여러분!

2025년 을사년(乙巳年) 새해가 밝았습니다.

새해는 ‘푸른 뱀의 해’입니다. 뱀은 새로운 시작과 도약을 의미한다고 합니다. 새해에는 가보지 않은 길, 낯선 도전 속에서도 의미 있는 성취를 거두는 한 해가 되시길 바랍니다.

먼저, 최근 일어난 항공 참사 희생자분들의 명복을 빕니다. 소중한 가족을 잃은 유가족들께 마음 깊이 위로를 전합니다. 부상자분들께서는 빠르게 쾌유하시길 기원합니다.

이번 참사로 인해 많은 분이 슬프고 고통스러운 시간을 보내고 있습니다. 사고 수습과 후속 대책 모두 원만하고 빈틈없이 이뤄지길 바랍니다. 부천시는 더 안전하고 평온한 대한민국을 만드는 일에 언제나 함께하겠습니다.

지난해 부천시는 여러분의 지지와 성원으로 다양한 분야에서 크고 작은 성과를 낼 수 있었습니다.

3개 구·37개 일반동이 출범하며, 행정이 시민 곁에 더 가까이 다가가고 안전과 복지는 한층 두텁게 갖췄습니다.

경기형 과학고 1단계 예비 지정 도시로 선정됐습니다. 첨단산업과 문화예술을 기반으로 한 ‘미래 명품 교육도시’로의 의미 있는 큰 걸음입니다.

부천의 첫 수소충전소를 구축해 ‘탄소중립 선도도시’로의 면모를 더하고, 코트라의 국가 투자 유치 전담 기관인 인베스트 코리아와 외국기업 투자유치를 위한 업무협약을 체결해 ‘기업하기 좋은 도시’의 토대를 닦았습니다.

원미산 진달래를 비롯한 5가지 봄꽃을 묶어 새롭게 추진한 ‘봄꽃관광주간’에 총 39만 5천여 명의 관람객이 방문하며, ‘관광도시’로의 도약 가능성을 확인했습니다.

부천종합운동장역에 GTX-B·D·F 노선이 더해짐으로써 머지않아 부천의 ‘5중 역세권 시대’를 열게 되었고, 서울과 인천을 양 날개로 삼아 수도권 중심부와 인천·김포국제공항 등 주요 시설을 짧은 시간 안에 편리하게 오갈 수 있는 ‘사통팔달 교통 요충지’로 나아갔습니다.

복지, 환경, 녹지 등 행정의 제 분야에서 138개의 상도 받았습니다. 특히 국민권익위원회 청렴도 평가 12년 연속 상위등급 달성, 지역사회통합돌봄 분야 5년 연속 수상이라는 눈부신 성과는 시민 여러분과 함께 일궈낸 값진 결과입니다. 깊이 감사드립니다.

엄중한 시기, 늘 시민을 중심에 두고 흔들림 없이 시정에 임하겠습니다. 더 긴장감을 갖고 시민 삶을 보다 세심하게 챙기겠습니다.

우선, 시민 소통을 더 강화하겠습니다.

더불어 살기 좋은 부천은 시민과 진심으로 소통하는 것에서 비롯됩니다. 그동안 부천은 시민과 함께 성장하고, 가치 있는 변화를 만들어왔습니다.

올해도 열린시장실 현답부천, 부천톡톡 등으로 더 많고 다양한 시민을 현장에서 만나 소리를 듣겠습니다. 온라인 소통채널 ‘경청지혜’를 통해 시민께서 제시한 지혜로운 의견도 정책에 적극 반영해 나가도록 하겠습니다.

일반동을 중심으로 안전과 복지를 강화하고, 부천형 통합마을사업 ‘마을지니어스’를 통해 마을공동체의 현안에 시민이 직접 해결사가 되어 해소해 나갈 수 있는 성숙된 체계도 구축하겠습니다.

지난해 부천시 지속가능발전협의회와 함께 ‘지속가능발전 기본전략 및 추진계획’을 만들고, 부천시 2050 탄소중립녹색성장위원회와 ‘탄소중립 녹색성장 기본계획’도 수립했습니다. 더 다양한 분야의 민관협력 거버넌스로 부천의 지속 가능한 미래를 그려나가겠습니다.

공공시설 개방을 더욱 확대하겠습니다. 부천도시공사가 통합 관리하는 시설 개방학교를 7개교에서 11개교로 늘려 원도심의 주차난을 해소하고, 시민에게 쾌적한 생활체육 공간도 제공하겠습니다.

궁도장, 인공암벽장 등을 학교 체험 수업장으로 개방해 우리 아이들의 건강한 체육활동 지원에도 적극 나서겠습니다.

둘째, 경제활력과 공간 대전환에 온 힘을 쏟겠습니다.

시장 직속 기업유치 전담부서를 신설해 부천대장 도시첨단산업단지 입주기업 유치에 총력을 기울이겠습니다. 이곳을 판교, 마곡에 견주어도 손색없는 첨단산업 및 연구개발(R&D) 중심단지로 조성해 미래 신성장산업의 전진기지가 되도록 하겠습니다.

올해 상반기, 부천 R&D종합센터가 문을 엽니다. 부천종합운동장 5중 역세권 인근에 자리하게 된 이곳은 80여 개의 경기도 창업기업과 R&D기관이 입주하게 될 것입니다. 벤처창업 지원 플랫폼 ‘그라운드21’과 연계해 시를 대표하는 창업벨트가 될 것으로 기대합니다.

부천페이 발행과 소상공인 특례보증 이차보전금 지원으로 골목상권 활력을 불어넣고, 청년부터 신중년·취약계층까지 아우르는 맞춤형 일자리 정책도 지속 추진함으로써 지역경제의 기반을 더욱 확고히 다져 나가도록 하겠습니다.

도시공간을 개방적이고 유연하게 활용하는 공간 재구조화를 추진해 부천의 성장을 이끌겠습니다. 올해를 ‘공간대전환’의 원년으로 삼아 준비한 정책들을 차근차근 펼쳐가겠습니다.

부천대장 신도시를 비롯한 공공주택사업, 중동 1기 신도시 및 원도심 재정비 사업 등을 통해 신도시·원도심 어느 한 곳에 치우침 없는 균형 잡힌 주거 공간과 질 높은 정주 환경을 조성하겠습니다.

‘광장’은 도시의 심장입니다. 부천마루광장, 송내무지개광장, 역곡역 남부광장을 다양한 매력과 개성이 넘치는 시민 공간으로 재창조하겠습니다.

지역을 단절하고 도시 미관을 해치는 신흥고가교를 본격 철거하여 시민이 안전하고 자유롭게 왕래할 수 있는 탁 트인 연결 공간으로 변화시키겠습니다.

셋째, 모두가 누리는 포용적 복지를 실현하겠습니다.

시민참여형 ‘온(溫)마음 펀드’를 신설하고, 체계적인 펀드 운용의 틀을 다져 기부문화 활성화를 도모하겠습니다.

치매의 조기 발견과 치료를 위해 60세 이상 시민들이 구청과 동 센터에서 무료로 치매 검진을 받을 수 있도록 지원하는 등 치매 걱정 없는 안심도시를 실현하겠습니다.

넷째, 도시의 매력과 경쟁력을 높이겠습니다.

부천자연생태공원 내 누구나 숲길이 야간경관 테마공원으로 탈바꿈합니다. 시민과 관광객들에게 감성, 경험, 추억을 선사하고 다양한 볼거리와 즐길 거리가 가득한 수도권 최고의 야간 관광명소로 만들겠습니다.

올해 송내국민체육센터, 역곡다목적체육센터, 옥길문화체육센터가 운영을 시작합니다. 은데미공원체육센터 등 생활체육 인프라도 지속적으로 확충해 나감으로써 모든 시민이 활력 넘치고 건강한 삶을 누리도록 하겠습니다.

웹툰융합센터는 부천 문화산업의 핵심 거점입니다. 인기 지적재산권(IP) 활용을 통해 건실한 기업 성장을 이끌어 차세대 성장동력을 확보하고, 콘텐츠 산업 중심도시로 한층 더 도약하겠습니다.
