존경하는 부평구민 여러분!

2025년, 을사년(乙巳年) 새해가 밝았습니다.

푸른 뱀의 기운을 받아 구민 여러분의 가정에 행운과 풍요로움이 가득하길 기원합니다.

더불어, 계속되는 경기 침체와 어려운 상황에도 힘차게 일상을 지키면서 구정에 변함없는 성원을 보내주신 구민 여러분께 깊은 감사의 말씀을 드립니다.

더 큰 부평을 완성하고 수도권의 중심도시로 도약하고자 힘차게 출발한 민선 8기가 어느덧 반환점을 지나 3년을 바라보고 있습니다.

그동안 저와 직원들은 구민 여러분께 약속드린 사항을 지키기 위해 모든 노력을 다해왔습니다.

아동이 보다 나은 삶을 살 수 있는 환경을 마련하고자 취임 이후 차근차근 준비해 온 유니세프 아동친화도시 인증을 지난 연말 획득하였으며 국토교통부가 주관하는 뉴빌리지 도시재생 공모사업에 선정되어 4년간 140억 원의 사업비로 부개1동과 일신동 일원에 편의·기반 시설 설치와 주택 정비를 지원하게 되었습니다.

많은 유동 인구에 비해 좁은 보도 등으로 불편했던 부평문화로는 보도 확장과 전주 철거 등으로 새롭게 단장하여 원도심의 활력을 회복하고자 하였고,부평구청 건너편 굴포천 공영주차장에 공공문화공간인 굴포문화마루와 하늘거울을 조성하여 도심 속 휴게공간을 마련하였습니다.

남부권역 주민들의 복지와 여가생활을 지원하는 부평남부노인문화센터, 부평남부체육센터 운영에 이어 대규모 아파트가 입주한 서부권역에 부평구청소년복합문화센터를 개관하여 청소년의 문화, 휴식, 상담 등을 위한 공간으로 사용하고 있습니다.

일신공원에 어린이 물놀이장을 신규로 조성하고 분수공원과 원적산공원에 반려동물 놀이터가 마련되었으며 원적산과 삼산유수지의 풋살장 시설을 새롭게 개선하고, 관내 여러 곳에 어르신 놀이터인 시니어파크와 맨발걷기 길을 설치하는 등 지역주민께 활기찬 건강과 문화를 누릴 수 

있는 공간을 드리고자 노력하였습니다.

신트리공원 지하에 155대 수용이 가능한 공영주차장을 조성하여 인근의 부족한 주차공간을 확충하였고,

2022년부터 인천시 최초로 안심숙소를 마련하여 폭염과 한파 시 이용하실 수 있도록 운영하고 있으며, 관내 곳곳에 2천5백여 대의 CCTV를 설치하여 

범죄를 사전에 예방하고 있습니다.

스마트타운 조성 공모사업비 32억 원으로 부평4동에 스마트안전교차로, 유동인구분석, 스마트쉼터, 스마트홈케어 등을 설치하여 구민의 안전하고 쾌적한 삶의 체감도를 높일 수 있었습니다.

이 외에도 상권 르네상스 공모사업 추진으로 문화와 소비가 하나 되는 부평만의 특화상권을 만들어가고 있으며, 인천 최초로 법정문화도시로 지정되어 구민이 직접 참여하고 즐길 수 있는 문화 공간과 프로그램을 제공하고 있습니다.

또한, 중앙부처, 인천시와의 긴밀한 협의를 통해 특별교부세와 특별조정교부금으로 108억 원을 교부받아 우리구의 주요 역점사업에 투자하였습니다.

그동안 쏟은 노력은 다양한 분야에서 성과를 인정받았습니다.

국민권익위원회가 전국 716개 공공기관을 대상으로 실시한 2024년 공공기관 종합청렴도 평가에서 인천시 자치구 중 유일하게 2등급을 달성하였고,

전국 지방자치단체에서 유일하게 4년 연속 적극행정 

우수기관으로 선정되었으며,행정안전부가 주관하는 여름철 자연재난 대책 평가에서 전국 228개 기초지방자치단체 중 2위를 수상하였습니다.

한국매니페스토실천본부가 전국 기초단체장을 대상으로 하는 공약 이행 평가에서 인천에서 유일하게 2년 연속 최고 등급을 받기도 했습니다.

이 외에도 행정의 각 분야에서 50여 건의 표창을 수상했습니다.

이 모든 성과는 지역 발전에 적극적으로 동참해 주신 구민 여러분과, 저와 한마음으로 최선을 다해 준 공직자 덕분으로 다시 한번 깊이 감사드립니다.

존경하는 구민 여러분,

올해 2025년은 우리 부평이 재도약하는 중대한 전환점이 될 것입니다.

민선 7기에 이어 지난 2년 반 동안 착실히 준비해 온 부평의 새로운 미래가 가시화되고 있습니다.

새롭게 되살아난 물길은 서로를 이어주고 군부대 이전 부지 활용, 원도심 활성화로 살고 싶은 도시를 만들어 수도권의 중심도시로 도약하겠습니다.

먼저, 새로운 미래, 더 큰 부평을 향해 나아가겠습니다.

굴포천의 옛 물길을 복원하여 도심 속 휴식처가 될 굴포천 생태하천이 다년간의 공사를 거쳐 올해 상반기 구민 여러분을 맞이할 예정입니다.

또한, 굴포천 복원 구간과 기존 구간에 야간 경관의 아름다움과 다양한 볼거리를 보여 줄 은하수길을 조성 중에 있습니다.

굴포천 복원과 연계하여 굴포특화가로, 도시숲, 굴포하늘길이 상반기 중 완공될 예정으로, 기존 조성된 굴포문화마루, 굴포먹거리타운 등 도시재생뉴딜사업과 함께 융합되면 지역상권 활성화, 일자리 창출 등 도시의 활력이 더해질 것으로 기대합니다.

모든 구역이 우리의 품으로 돌아온 캠프마켓 부지는 지난해 A구역 환경정화를 완료하였습니다.

앞으로, D구역의 환경정화에도 더욱 힘쓰고, 캠프마켓의 역사적 정체성과 문화적 특성을 담은 문화공원이 조성될 수 있도록 인천시와 긴밀하게 협의해 나가겠습니다.

아울러, 캠프마켓을 가로지르고 있어 오랜 기간 단절되었던 장고개길 도로 개설 공사를 진행하고 있습니다.

단절되었던 도로가 연결되고, 캠프마켓과 3보급단에 부평의 녹지축을 연결하는 공원과 녹지 등이 들어서면 구민의 휴식과 활력의 공간으로 재탄생하게 될 것으로 생각합니다.

제1113공병단 부지는 개발 첫 단계로 예비우선시행자를 선정하였으며, 부지 매입 등 원활한 사업 추진을 위하여 국방부 등 관련기관과 지속적으로 협의하도록 하겠습니다.

더불어, 부평경찰서와 기존 등기소 부지 일원에 문화·복지 등 생활 편익을 증진시키는 다양한 인프라가 들어설 수 있도록 도시관리계획 수립 용역이 진행 중에 있습니다.

우리구의 대규모 미개발지인 삼산4지구는 올해 도시개발구역 지정과 개발계획을 고시할 예정으로, 주민의 이익에 부합하면서 이사 오고 싶어지는 도시 환경이 구축되도록 내실 있게 추진하겠습니다.

둘째, 중소기업, 소상공인 맞춤형 지원으로 경제 활력을 높이겠습니다.

현장에서 원하는 지원을 통해 중소기업·소상공인의 경쟁력을 강화하고 지역 경제에 활력을 불어넣겠습니다.

중소기업의 국내·외 판로개척의 기회를 넓히고자 기존의 해외 수출통상촉진단 파견과 해외박람회 참가 기업 지원에 더해 올해부터는 국내 전시회에 참가하는 중소기업을 대상으로 참가 비용을 지원하겠습니다.

급변하는 경영 환경에 소상공인이 자생력을 가질 수 있도록 점포 내 키오스크 등 스마트기기 구축 비용과 점포 환경개선 비용을 지원하고, 일신시장에 고객지원센터를 건립하여 상인과 고객이 편하게 이용할 수 있는 공간을 제공하겠습니다.

또한, 고등학생의 건전한 소비 문화에 도움을 주고자 부평e음과 학생증이 결합된 특화카드 발급비용을 지원할 계획입니다.

부평상권을 활성화하고자 5년간 추진 중인 상권 르네상스 사업이 4년 차에 접어들었습니다.

그동안 문화페스타, 프리마켓 등으로 청춘들을 불러들이고 

디지털 상권센터 조성, 유튜브 운영으로 온라인 판로를 개척해 왔습니다.

올해에는 부평문화의거리에 노후된 가로등을 상권 분위기와 어울리는 스마트 라이트폴로 교체할 계획이며, 사업이 마무리되는 2026년까지 부평만의특화상권이 조성되도록 상인 여러분과 함께 최선의 노력을 다하겠습니다.

셋째, 일상에 행복을 더하는 도시환경과 녹지공간을조성하겠습니다.

부평대로 일대는 가로시설물을 정비하고 쉼터를 마련하여 우리구의 문화 특색을 담은 걷고 싶은 거리로 새롭게 조성하고, 부평2동 행복보도육교는 노후된 환경을 안전하고 쾌적하게 개선하여 이용에 불편함이 없도록 하겠습니다. 

정서발달과 체력증진에 도움을 줄 나비공원 어린이 모험 숲과 맑은내공원 유아숲체험원은 상반기에 조성을 완료하여 다양한 시설로 찾아뵙겠습니다.

아울러, 신트리공원에는 체험형 놀이공간인 어린이 생태 놀이터를 조성할 예정입니다.

부평구청역에서 굴포천역으로 이어지는 길주로 양측에는 도시바람길숲을 조성하여 도시의 열섬화 현상을 완화하고, 갈산근린공원 유휴부지에 녹지대를 새로 조성하여 더 넓은 공원 환경을 만들겠습니다.

부개동 주민들의 오랜 희망이었던 군용철로 주변 환경 정비를 실시하고 산책로, 휴게공간 등을 설치하여 지역의 새로운 명소가 되도록 하겠습니다.

더불어, 일신동에는 생활기반 시설을 개선하여 쾌적한 주거환경을 만들기 위한 행복마을 가꿈사업을 추진하고 있습니다.

임시로 운영하던 부평동 940번지 공영주차장은 부지를 매입하여 상설 공영주차장으로 운영하고, 부평2구역 주택재개발 공공청사 부지에 임시 공영주차장을 조성하여 주차공간을 확보할 계획입니다.

삼산1동 행정복지센터는 곧 쾌적한 공간과 다양한 시설을 갖춘 신청사에서 주민 여러분을 만나 뵙게 되며, 현재 건립 중인 부평5동 행정복지센터도 올해 중에 주민  여러분께서 이용하실 수 있도록 차질 없이 건립하겠습니다.

넷째, 인구구조 변화에 대응하고 사회적 약자 지원을 강화하겠습니다.

저출생·고령화 시대에 적극 대응하고 재정이 어려울수록 더 큰 어려움을 겪는 분들을 보호하겠습니다.

저출생 위기에 대응하기 위한 노력의 일환으로 임산부에게 산후조리비를 지원하는 맘편한 산후조리비 지원 사업을 신규로 추진하고, 영유아와 보호자의 행복한 시간을 위한 아이사랑꿈터를 1개소 더 설치하여 총 5개소를 운영하겠습니다.

자립준비 청년의 홀로서기에도 힘을 보태고자 합니다. 

보호 종료된 자립준비 청년이 안정적으로 사회에 적응하고 있는지 실태 조사를 실시하고, 이들에게 취업에 필요한 자격증 취득을 위해 수강료를 지원하도록 하겠습니다.

중장년 1인 가구 실태조사로 발굴된 사회적 고립 가구를 대상으로 사회관계망을 형성할 수 있도록 다양한 프로그램을 지원하고, AI 기술을 이용하여 돌봄이 필요한 분의 안부를 확인하는 돌봄플러그와 AI케어콜 서비스도 대상자를 지속적으로 확대하여 운영하겠습니다.

우리구 노인인구는 매년 꾸준히 증가하고 있습니다.

이들이 안정적으로 일상생활을 영위할 수 있도록 지원하는 것은 거주여건의 기본이 되는 사항으로 기초연금, 노인일자리 사업 등 노인복지 예산을 부족함 없이 확보하여 어르신들의 건강한 노후 생활에 차질이 없도록  최선을 다하겠습니다.

또한, 이동용 보조 기기를 이용하는 장애인에게는 수리 비용을 지원하여 장애인의 이동 여건에 도움을 주도록 하겠습니다.

다섯째, 선제적인 대비로 안전한 환경을 구축하겠습니다.

우리구는 범죄로부터 안전한 생활환경을 구축하는 안심마을 사업을 추진하고 있으며, 현재 3개 동에 조성을 완료했고 올해 부개1동과 부평2동에 조성할 예정입니다.

안심마을 조성에 대한 성과를 인정받아 지난해 경찰청이 선정하는 대한민국 범죄예방 대상에서 우수기관으로 선정되기도 하였습니다.

앞으로도 주민·경찰과 긴밀히 협력하여 안전한 마을을 조성하도록 하겠습니다.

각종 재난과 사고 발생 시 신속한 상황전파로 현장대응력을 높일 수 있도록 재난안전상황실을 24시간 상시 운영하고, 안전사고 위험이 있는 건축물에 대하여 전문가 자문 및 적극적인 응급조치 실시로 더 큰 사고를 예방하겠습니다.

우리구 곳곳에 방범용 CCTV 312대를 추가로 설치하여 총 2,822대의 CCTV가 범죄 취약지역에 운영될 예정이며,부평안전체험관과 민방위교육장이 상주하고 있는 삼산복합건축물은 지난해 실시한 정밀안전점검 결과에 따라 보수·보강을 실시하여 안전하게 교육을 받을 수 있는 환경을 제공하겠습니다.

동물의 등록률을 높이고 유기견 발생을 예방하고자 반려견의 몸에 마이크로칩을 삽입하는 내장형 동물 등록 비용을 지원하겠습니다.

여섯째, 일상에 여유를 더하는 문화도시를 만들겠습니다.

우리구가 인천시 최초 법정문화도시로 지정된 지 5년 차에 접어들었습니다.

그동안 부평별곳, 문화공간 시소, 음악마루 등 일상에서 문화를 누릴 수 있는 공간을 발굴 및 구축하였고, 

굴포천을 중심으로 지속가능한 환경·생태 프로그램 운영 등 다양한 계층의 창조적 문화활동이 이루어질 수 있도록 문화생태계를 조성해 왔습니다.

올해는 부평아트센터 3층에 문화도시 사업의 지속적인 거점 공간이 될 ‘음악공간 지음’을 마련하여 그동안의 음악 사업 관련 자료 구축과 구민들의 커뮤니티 공간으로 활용할 계획입니다.

앞으로도 부평구의 문화도시 조성사업이 지속가능성을 확보할 수 있도록 계속 노력하겠습니다.

올해 초 지역주민의 건강관리를 밀착 전담할 삼산건강생활지원센터가 운영을 시작하며, 부평국민체육센터도 노후된 시설을 리모델링하여 재개관할 

예정으로 북부권역 주민들의 건강과 여가생활 향상을 적극 뒷받침하겠습니다.

2024년~2025년 문화체육관광부 문화관광축제에 지정된 

부평풍물대축제가 29회를 맞이합니다.

올해에는 인천관광공사와 협업하여 더 많은 해외 관광객이 축제를 관람할 수 있도록 추진하고, 

2026년 제30주년도 전통과 지역의 가치를 담은 경쟁력 있는 축제로 발전될 수 있도록 최선을 다해 준비하겠습니다.

In order for SMEs to be self-reliant in the rapidly changing business environment, we will support the cost of installing smart devices such as kiosks in stores and improving the store environment, and establish a customer support center in Ilshin Market to provide a space where merchants and customers can use it conveniently.

In addition, we plan to support the cost of issuing a specialized card that combines Bupyeong e-money and student ID cards to help high school students develop a healthy consumption culture.

The Bupyeong Commercial District Renaissance Project, which has been promoted for five years to revitalize the Bupyeong commercial district, has entered its fourth year.

In the meantime, we have attracted young people through cultural festivals, flea markets, etc.,

and pioneered online sales channels by establishing a digital commercial district center and operating YouTube.

This year, we plan to replace the old streetlights in Bupyeong Cultural Street with smart light poles that match the atmosphere of the commercial district, and we will do our best with the merchants to create a specialized commercial district unique to Bupyeong by 2026 when the project is completed.

Third, we will create an urban environment and green space that adds happiness to everyday life.

We will renovate the Bupyeong-daero area into a new street that contains the cultural characteristics of our district by organizing street facilities and creating rest areas, and we will improve the old environment of Bupyeong 2-dong Happy Overpass to make it safe and comfortable so that it is not inconvenient to use.

The Butterfly Park Children's Adventure Forest and the Malgeunnae Park Children's Forest Experience Center, which will help with emotional development and physical strength, will be completed in the first half of the year and we will visit you with various facilities.

In addition, we plan to create an eco-playground for children, an experiential play area, in Sintri Park.

We will create an urban windway forest on both sides of the road from Bupyeong-gu Office Station to Gulpocheon Station to alleviate the urban heat island phenomenon, and create a new green space on the idle land of Galsan Neighborhood Park to create a wider park environment.

We will improve the environment around the military railroad, which has been a long-standing hope of residents of Bugae-dong, and install walking trails and rest areas to make it a new attraction in the area.

In addition, we are promoting the Happy Village Dream Project in Ilshin-dong to improve living infrastructure and create a pleasant living environment.

We plan to purchase the land for the temporary Bupyeong-dong 940 public parking lot and operate it as a permanent public parking lot, and secure parking space by creating a temporary public parking lot on the site of the Bupyeong 2-gu housing redevelopment public office building.

The Samsan 1-dong Administrative Welfare Center will soon meet residents in a new building with a pleasant space and various facilities, and the Bupyeong 5-dong Administrative Welfare Center, which is currently under construction, will be built without a hitch this year so that residents can use it.

Fourth, we will respond to changes in population structure and strengthen support for the socially disadvantaged. 

We will actively respond to the era of low birth rates and aging population, and protect those who face greater difficulties as their finances become more difficult.

As part of our efforts to respond to the low birth rate crisis, we will newly launch the Mam-Peun-Han Postpartum Care Support Project, which provides postpartum care expenses to pregnant women, and establish one more Child Love Dream Center for happy times for infants and toddlers and their guardians, for a total of five locations.

We will also help young people preparing for independence stand on their own feet.

We will conduct a survey to see if young people preparing for independence who have finished protection are stably adapting to society, and provide tuition support for them to obtain qualifications necessary for employment.

We will support various programs to help socially isolated households discovered through the survey on middle-aged and elderly single-person households form social networks, and we will continuously expand the target group and operate the Care Plug and AI Care Call services that use AI technology to check on the well-being of those in need of care.

The elderly population in our district is steadily increasing every year.

Supporting them to lead stable daily lives is the basic matter of living conditions, and we will do our best to secure sufficient budget for welfare for the elderly, such as basic pensions and senior job programs, so that the elderly can live a healthy old age without any problems.

In addition, we will support the repair costs for disabled people who use mobility assistance devices to help them with their mobility conditions.

Fifth, we will build a safe environment through preemptive measures.

Our district is promoting the Safe Village Project to build a safe living environment from crime, and has currently completed the construction in three dongs, and plans to build in Bugae 1-dong and Bupyeong 2-dong this year.

In recognition of our achievements in creating Safe Villages, we were selected as an excellent organization in the Republic of Korea Crime Prevention Awards selected by the National Police Agency last year.

We will continue to work closely with residents and the police to create a safe village.

In order to enhance on-site response capabilities through rapid situational reporting in the event of various disasters and accidents, we will operate the Disaster and Safety Situation Room 24 hours a day, and prevent larger accidents by providing expert advice and implementing proactive emergency measures for buildings at risk of safety accidents.

We will install an additional 312 CCTVs for crime prevention throughout our district, and a total of 2,822 CCTVs will be operated in crime-prone areas. We will also provide a safe environment for education by repairing and reinforcing the Samsan Complex Building, where the Bupyeong Safety Experience Center and Civil Defense Training Center are located, based on the results of a detailed safety inspection conducted last year.

We will support the cost of implanting microchips into companion dogs to increase the registration rate and prevent the occurrence of abandoned dogs.

Sixth, we will create a cultural city that adds leisure to everyday life.

Our district has been designated as the first legal cultural city in Incheon for five years.

In the meantime, we have discovered and built spaces where people can enjoy culture in their daily lives, such as Bupyeong Byeolgot, Cultural Space Seesaw, and Music Maru, and

We have created a cultural ecosystem so that creative cultural activities of various classes can take place, such as operating sustainable environment and ecological programs centered around Gulpcheon.

This year, we plan to establish ‘Music Space Ji-eum’ on the 3rd floor of Bupyeong Arts Center, which will be a continuous base space for the cultural city project, and use it as a community space for residents and to build materials related to the music project.

We will continue to make efforts to ensure the sustainability of Bupyeong-gu’s cultural city development project in the future.

Early this year, the Samsan Health and Lifestyle Support Center, which will closely manage the health of local residents, will begin operation, and the Bupyeong National Sports Center will also remodel its aging facilities and reopen,

so that we can actively support the improvement of the health and leisure life of residents in the northern region.

The Bupyeong Pungmul Festival, designated as a cultural tourism festival by the Ministry of Culture, Sports and Tourism in 2024~2025, will be held for the 29th time.

This year, we will work with the Incheon Tourism Organization to promote the festival so that more overseas tourists can visit it,

and we will do our best to prepare so that the 30th anniversary in 2026 can develop into a competitive festival that contains tradition and regional values.

Dear 520,000 residents!

2025 is the year when the results of the projects that have been prepared and promoted for the past six and a half years will be revealed, and there is more to do than ever.

I and all public officials of Bupyeong-gu will do our best with a greater sense of urgency than ever to ensure that the residents’ safe daily lives are not violated and, furthermore, their quality of life is improved.

Although the situation is not easy due to difficult financial conditions, we will push forward with major priority projects without a hitch and move forward vigorously toward a ‘new future, greater Bupyeong. ’
