(브레이크뉴스인천 박상도 기자) 계양구가 30일 윤환 계양구청장이 계양구의 지속적인 요구를 통해 인천지역 공항 중요시설물 보호지구가 30년 만에 폐지된다고 밝혔다.

계양구에 따르면, ‘공항중요시설물보호지구’는 공항시설 보호와 항공기 안전 운항을 위해 지정된 구역으로, 계양구와 부평구 일원 공항 중요시설 보호지구는 1994년에 지정됐다. 

계양구 해당 면적은 약 2,980만㎡이며, 구 전체 면적의 65%를 차지한다. 

그러나 항공기 안전운항은 공항시설법에 따른 고도제한으로 철저히 관리되고 있기 때문에 보호지구는 과도한 중복규제이며, 폐지하더라도 전혀 문제 될 것이 없다는 게 관계기관의 의견이다.

계양구는 서운산업단지, 계양산업단지, 계양테크노밸리 등이 규제 대상으로 포함되어 있으며, 현재 지정폐기물(폐유 등) 발생 공장은 전량 위탁 처리하더라도 입지가 불가하다. 

이로 인해 첨단 정보통신 분야 등을 포함한 유치업종 선정에 제약이 많아 다른 지자체 개발사업에 대비해 경쟁력에서 불리한 상황이다.

윤환 구청장은 이러한 불합리한 상황을 임기 전부터 체감하고 있었으며, 시장 방문 및 군수·구청장 회의 시 여러 차례 강력히 피력하는 등 대내외적으로 함께 고민해 왔다. 

그 결과 폐지 검토를 결정하여 지난 7월 폐지(안)에 대한 주민공람과 관계 부서 협의를 거쳤으며, 올해 하반기 중 인천시 도시계획위원회 심의 후 최종 결실을 거두게 된다.

윤환 구청장은 “이번 공항중요시설물보호지구 해제뿐만 아니라, 고도제한에 대하여도 인접 서울시, 부천시와 완화 방안을 공동으로 마련하는 등 불합리한 규제 해소를 위해 적극적으로 대응하겠다.”고 말했다.
