(브레이크뉴스인천 박상도 기자) 부평구가 최근 2024년 제2회 갈등관리심의위원회를 열고 올해의 공공갈등관리대상사업을 선정했다고 밝혔다.

부평구에 따르면, 지난 5일 실시된 갈등관리심의위원회는 기존 관리대상 6개에 신규 선정한 1개를 추가해 총 7개 사업이 올해의 중점 관리대상으로 선정됐으며, 사업 선정은 부평형 공공갈등 관리시스템의 하나인 사전 진단을 통해 이뤄졌다. 

소관부서에서 작성한 공공갈등 진단표를 바탕으로 갈등관리 전문가와 사업부서의 대면 토의로 갈등 등급 1차 검토를 하고 심의위원회의 2차 검토를 거쳐 최종 갈등관리대상사업이 결정된다. 

올해는 총 18개 사업 중에서 GTX-B 노선 변전소 설치 사업이 최종 선정됐다.

기존 갈등관리대상사업은 작년에 갈등 해소 또는 종결을 이룬 일신ㆍ부개지역 중학교 신설 요구, 길고양이 급식소 시범 관리사업 추진, 굴포천 생태하천 복원사업, 반려견 놀이터 조성 4개를 제외한 캠프마켓 반환·개발, 군부대 통합재배치, 도시재생뉴딜사업 주민참여 지원, 갈산변환소 증축 허가 신청, 구민이 원하는 3보급단 개발, 1113공병단 특별계획구역 도시개발사업 6개이다.

한편, 부평구는 전국 최초의 공공갈등조정관 도입 기관으로서 사안별 맞춤형 갈등관리를 위한 부평형 공공갈등 관리시스템을 운영 중이다. 

사전 진단, 갈등관리심의위원회, 갈등조정마당과 갈등조정회의, 경청회, 협약기관(전문가) 자문회의, 공동체소통회의, 갈등영향분석 등이 관리시스템 안에 포함돼 있다.

Bupyeong-gu recently announced that it held the 2nd Conflict Management Deliberation Committee in 2024 and selected this year's public conflict management target project.

According to Bupyeong-gu, the Conflict Management Deliberation Committee held on the 5th added one newly selected project to the existing six, and a total of seven projects were selected as this year's key management targets, and the project selection was based on the Bupyeong Public Conflict Management System. This was achieved through preliminary diagnosis.

Based on the public conflict diagnosis table prepared by the relevant department, the conflict level is first reviewed through face-to-face discussions between conflict management experts and business departments, and the final conflict management target project is decided after a second review by the deliberation committee.

This year, out of a total of 18 projects, the GTX-B line substation installation project was finally selected.

Existing conflict management target projects include the request for the establishment of a new middle school in the Ilshin and Bugae areas, which resolved or ended the conflict last year, the promotion of a pilot management project for stray cat feeding facilities, the Gulpocheon ecological river restoration project, the creation of dog playgrounds, the return and development of camp markets excluding four, and military bases. These are six projects: integrated relocation, support for resident participation in the Urban Regeneration New Deal project, application for permission to expand the Galsan Transformation Station, development of the 3rd Supply Group desired by residents, and the 1113 Engineer Corps Special Planning Zone urban development project.

Meanwhile, Bupyeong-gu is the first institution in the country to introduce a public conflict mediator and is operating a Bupyeong-type public conflict management system for customized conflict management for each case.

The management system includes preliminary diagnosis, conflict management deliberation committee, conflict mediation forum and conflict mediation meeting, listening session, agreement agency (expert) advisory meeting, community communication meeting, and conflict impact analysis.
