(브레이크뉴스인천 박상도 기자) 인천시사회서비스원이 1일 인천에선 처음으로 돌봄 노동자 처우개선 기본계획 수립 연구를 시작한다고 밝혔다. 

인천사서원에 따르면, 인천사서원이 수행하고 인천여성가족재단이 협업하는 ‘인천시 돌봄 노동자 권리보장 및 노동환경 개선을 위한 기본계획 수립 연구’는 지난 2022년 제정한 ‘인천광역시 돌봄 노동자 권리보장 및 처우개선에 관한 조례’에 따라 올해 처음 시작한다. 

기본계획은 3년마다 수립하며 이번 연구는 2025~2027년 정책에 반영한다. 

대상은 조례에 명시한 요양보호사, 노인 돌봄 사업에 종사하는 사람(노인맞춤돌봄서비스 종사자), 장애인활동지원인력, 아이돌보미로 연구 기간은 2~9월이다. 

연구는 돌봄 노동자 근로 실태와 처우개선을 위한 지원 욕구 파악에 초점을 맞춘다. 

이어 지역과 분야별 특성을 반영한 기본계획 방향을 설정하고 중장기 정책과제를 발굴한다. 

또,  인천사서원이 지난 2021~2023년 3년에 걸쳐 수행한 돌봄 노동자 실태조사 연구 결과를 기초 자료로 활용한다.

2021년에는 재가장기요양요원과 장애인활동지원사를 대상으로, 2022년 아이돌보미, 2023년에는 노인맞춤돌봄서비스 종사자 처우개선 연구를 진행했다.

연구자문위원단도 구성한다. 

정책 실행 가능성, 돌봄 노동자 현실, 분야‧업무별 특성, 공통 쟁점 등을 고려해 기본계획 방향과 정책별 우선순위 등을 제안한다.
