그리고 남동구 공직자 여러분!

2026년, 역동적인 변화와 활력을 상징하는 적토마의 해, 병오년 새해가 밝았습니다.

새해에도 구민 여러분의 가정에 건강과 행복, 풍요와 평안이 가득하기를 진심으로 기원합니다.

새해 복 많이 받으십시오.

지난 한 해, 각자의 자리에서 묵묵히 맡은바 소임을 다해주신 공직자 여러분께도 깊은 감사의 인사를 드립니다.

오늘은 새로운 한 해를 여는 이 자리에서 민선8기 남동구가 걸어온 발자취를 돌아보고,2026년 우리가 만들어갈 변화와 도약의 여정을 구민 여러분과 함께 공유하고자 합니다.

민선 8기 남동구는 배려와 참여복지, 자연친화 녹색도시, 역동적인 지역경제, 솔선하는 소통행정을 비전으로

“도심에 자연이 흐르고, 아이들의 웃음소리가 커지며,어르신의 지혜가 존중받는 지속가능한 도시”를 만들기 위해 온 힘을 다해왔습니다.

구정의 중심을 언제나‘구민의 일상’에 두고자 했습니다. 

소외된 삶을 보듬고, 모든 세대가 조화롭게 어울려 즐거운 일상을 누릴 수 있는 도시, 그리고 누구나 안전하고 쾌적하며 건강한 삶을 누릴 수 있는 도시를 만들고자 하는 마음으로 한 해 한 해

달려왔습니다.

그 결과, 남동구는 다양한 분야에서 눈에 띄는 성과를 만들어낼 수 있었습니다.

전국 기초단체장 매니페스토 우수사례 경진대회에서 3년 연속 최우수상과 우수상을 수상하며 정책의 실효성과 지속 가능성을 인정받았습니다.

또한 국토교통부가 주관하는 대한민국 도시대상에서 2년 연속 장관상을 수상했고, 전국 노인일자리 평가에서 대상 및 최우수상이라는 탁월한 성적을 거두었고, 일자리대상 공시제 특별·우수상 등 다양한 분야에서 대외적 평가를 받으며 남동구 행정의 신뢰도와 전문성이 한층 강화되었습니다.

또한 구민들이 일상에서 체감할 수 있는 생활속 변화에도 집중했습니다.

먼저, 지난해 7월 문을 연 남동 물빛놀이터는 단 두달만에 4만 명이 넘는 방문객이 찾으며 남동구의 여름을 대표하는 명소로 자리 잡았습니다.

유수풀과 어린이 물놀이장, 쾌적한 휴식 공간을 갖춘 이곳은 아이들이 웃고, 어른들이 쉬며, 가족이 함께하는 공간이 되어 남동구민뿐 아니라 인근 지역 주민들에게도 큰 사랑을 받았습니다.

이와 함께, 오봉근린공원을 포함한 7곳의 공원 물놀이장을 개장하여 구민들이 멀리 가지 않고도 집 가까운 곳에서 안전하게 물놀이를 즐길 수 있도록 하였습니다.

이어 만수산의 무장애나눔길에 도롱뇽마을 구간을 추가하여 총 5Km 이상의 전국 최장 산림형 무장애나눔길을 조성하고 있습니다.

이는 교통약자와 노인, 어린이 등 구민 모두가 안전하고 편안하게 자연을 즐길 수 있는 공간이

될 것입니다.

원도심 곳곳의 방치된 공간도 새로운 소규모 공원 52곳으로 재탄생되었고, 보행자 안전과 휴식을 위해 그늘목 쉼터 83곳을 설치해 도심 곳곳에서 시원하게 쉴 수 있는 환경을

마련했습니다.

자연친화적인 도시환경 조성에도 속도를 냈습니다.

가로수 터널, 바람길숲, 학교숲 등 다양한 형태의 녹지 공간을 마련하여 도시 열섬 현상을 완화하고 공해 저감에도 도움을 주었습니다.

구민의 일상 속 건강을 지켜주는 생활밀착형 환경 조성에도 꾸준히 힘써왔습니다.

논현동 해오름공원을 비롯해 총 15개 구간, 2.5Km 규모의 맨발산책로를 조성하여 구민 누구나 일상속에서 자연을 느끼며 건강을 챙길 수 있는 환경을 마련했습니다.

문화·관광 분야에서도 큰 변화가 있었습니다.

남동구 가족센터 한옥건물이‘전통문화 교육관’으로  새롭게 문을 열며 어린이와 청소년이 전통문화를 체험하며 우리 고유의 예절과 문화를 자연스럽게 접할 수 있는 공간으로 자리 잡았습니다.

한편, 리모델링을 마친 소래역사관은 과거의 협궤열차 체험 공간과 옛 어시장의 모습을 담아 소래의 과거와 현재를 이어주는 공간이 되어 전년 대비 41.5% 더 많은 관람객을 맞이하며 남동구의 문화 중심지로 거듭났습니다.

여기에 더해, k-컬처 열풍에 발맞춰 인천공항공사와 함께 시작한 외국인 환승관광객 투어는 소래포구축제 및 소래역사관과 구월전통시장을 세계에 알리는 기회가 되었고, 남동구가 글로벌 문화관광도시로 도약하는 발판이 되었습니다.

한편 생활 인프라 개선도 꾸준히 이어졌습니다.

특히, 88올림픽기념 국민생활관 주변은 게이트볼장, 어린이공원, 체육시설을 연결하는 공간으로 재정비되어 세대와 세대가 함께 즐기고 어울릴 수 있는 건강한 생활문화 중심 공간으로 재탄생했습니다.

또한 구민여러분의 주차 생활불편을 해소하기 위해 간석자유시장 공영주차장 등 11개소, 600면을 새롭게 조성하거나 확충하였습니다.

더불어 학교, 교회, 상가 등 지역사회의 이해와 협조를 이끌어 내어 9개소, 160면의 부설주차장을 추가 개방하는 등 신뢰와 협력에 기반한 행정을 실천해 나가고 있습니다.

남동·구월·늘솔길 근린공원에도 주차장을 새로 마련하거나 확장하여 총 601면 규모의 주차공간 조성 사업이 현재 마무리 단계에 있습니다.

재난·안전 분야에서도 성과가 있었습니다.

2025년 기록적인 폭우 속에서도 단 한 건의 침수 피해도 발생하지 않을 만큼 구월3동과 간석지구 제2 우수저류시설이 제 역할을 다했습니다.

이는 재난 예방 중심 행정이 실질적 효과를 낳은 사례입니다.

붕괴·화재·범죄 등 재난 위험이 있는 장기간 방치된 빈집 또한 정비하여 위기 상황에 처한 주민 임시거처, 어르신 쉼터, 자율방범대 초소 등으로 활용했습니다.

주차장이 부족한 지역에는 빈집 철거 후 개방주차장으로 조성하여 주민들께 주차편의를 제공하며 전과 생활 편의성을 모두 높였습니다.

세대별 복지정책에 있어서는 고령화와 저출산이라는 시대적 과제에 선제적으로 대응했습니다.

만 65세이상 모든 어르신들께 대상포진 무료 예방접종을 실시하여 2만3천여명의 어르신들께 지원했습니다.

그리고 407 출산가정에 산후조리비를 인천 최초로 지원했으며 난임부부 시술비를 6천3백여 가정에 확대 지원했습니다.

이렇듯, 건강한 생활을 위한 자연 친화적인 도시환경, 문화·관광·주차장·공원 등 생활인프라 개선, 복지·안전 기반 구축 등 상호 조화를 토대로 구민 삶의 질 향상을 위한 실질적인 변화를 이루고자 노력했습니다.

이 모든 성과는 구민 여러분의 참여와 관심, 그리고 공직자 여러분의 땀과 헌신이 있었기에 가능했습니다.

2026년 남동구는 이러한 성과를 디딤돌 삼아 새로운 미래를 준비하고자 합니다.

첫째, 녹색 남동의 가치를 높이고, 주거환경 개선과  교통망 확충으로 더 쾌적하고 살기좋은 지속가능한 도시를 만들어가겠습니다.

그 시작은 만수천 복원에 있습니다.

도심을 가로지르는 생태공간이 조성되어 산책·휴식·여가가 어우러진 남동의 새로운 생태축이 완성될 것입니다.

지난해 소하천 지정과 중앙투자심사가 통과되었으며, 현재 인천시와 행정·재정적 지원 협의를 진행하고 있습니다.

도림동 소곡천, 운연동 음실천 등 소하천 정비도 함께 추진해 남동구 전역에‘친수공간과 녹지’가 살아나는 도시공간을 만들겠습니다.

이와 더불어, 남동구의 지속가능한 미래를 위해 원도심 재개발·재건축과 주거환경 개선 역시도 중요한 과제입니다.

남촌동 저층주거지 재생사업은 마무리 단계에 이르렀으며, 만수4동은 올해 완공을 목표로 진행중에 있습니다.

간석3동 뉴빌리지 사업, 구월2·3동, 간석1·3동의 행복마을가꿈 사업역시 차질 없이 진행하고 있습니다.

아울러, 간석1동 성락아파트구역 재개발사업이 마무리되어 469세대가 입주중에 있으며, 상인천초교 일대 재개발사업 역시 2,568세대가 분양중에 있습니다.

구월 349지역, 만수2구역 등 원도심 주택정비사업도 내실있게 추진하여 원도심의 주거환경을 개선해 나가도록 하겠습니다.

서울과 수도권으로의 자유로운 연결은 남동구민 여러분의 오랜 바람이자 소망입니다.

KTX 논현역 정차, GTX-B 노선 조기개통, 제2경인선, 경인전철 지하화 건설을 위해 정부와 인천시, 관계기관과 끊임없이 협력하며 총력을 기울이겠습니다.

둘째, 누구도 소외되지 않는 행복하고 안전한 남동을 위해서  복지와 안전분야에 더욱 관심을 기울이겠습니다.

올해 3월부터 시행되는 돌봄통합지원법을 기반으로 남동형 통합돌봄 모델을 구축하겠습니다.

의료·돌봄·요양·주거를 연계한 서비스 체계를 만들고 돌봄이 필요한 분들이 살던 곳에서 존엄하게 살아갈 수 있는 환경을 조성하겠습니다.

또한 65세이상 어르신들께 양질의 일자리 약 7,800개를 창출하여 어르신들이 자긍심과 삶의 활력을 찾도록 하겠습니다.

구민의 안전에 있어서는 사고의 사후 대처가 아닌 사전에 예방할 수 있는 인프라를 구축하는데 집중할 것입니다.

재난·안전 영상과 셉테드(CPTED) 기반의 방범용 CCTV를 30개소에 90대 추가 설치하고 스마트 관제시스템 100대를 고도화하여 안전을 지속적으로 강화하겠습니다.

그리고, 365일 24시간 운영되는 재난 상황실을 고도화하고 재난 예·경보시스템 강화, 폭염 예방활동 지원까지 선제적 재난 예방·대응·복구로 구민의 평온한 삶을 지켜나가겠습니다.

셋째, 지역경제의 핵심인 중소기업과 소상공인들을 지원하여 지역경제에 활력을 불어넣도록 하겠습니다.

인천시의 바이오 특화단지 공모 선정사업과 연계하여 남촌동 일원에 남동 도시첨단산업단지를 구역별로 분양중에 있습니다.

이 단지는 약 1,300여개의 첨단제조업, 지식정보산업 업체가 입주 가능한 곳입니다. 

국토부에 행정절차를 진행중인 남촌 일반산단 조성과도 연계하여 청년 일자리·기업 유치·기술 혁신이 함께하는 산업 생태계를 구축하겠습니다.

대규모 산업과 첨단산업이 도시의 미래 성장동력이라면, 골목상권과 전통시장은 구민의 일상과 가장 가까운 곳에서 삶을 지탱하는 지역경제의 기반입니다.

급변하는 경제 환경과 소비 형태의 변화 속에서도 골목상권과 전통시장이 경쟁력을 잃지 않도록 하겠습니다.

Today, as we begin a new year, I would like to look back on the footsteps of the 8th elected Namdong-gu and share with our residents the journey of change and advancement we will create in 2026.

With the vision of caring and participatory welfare, a nature-friendly green city, a dynamic local economy, and exemplary and communicative administration, the 8th elected Namdong-gu has dedicated itself to

creating a "sustainable city where nature flows through the city center, children's laughter resonates, and the wisdom of the elderly is respected."

We have always strived to place the "daily lives of our residents" at the center of our district administration.

We have worked hard year after year, striving to create a city that embraces the marginalized, where all generations can live harmoniously and enjoy their daily lives, and where everyone can enjoy a safe, comfortable, and healthy life.

As a result, Namdong-gu has achieved remarkable results in a variety of areas.

We also became the first in Incheon to provide postpartum care to 407 families with newborns, and expanded infertility treatment costs to approximately 6,300 families.

In conjunction with Incheon City's Bio-Specialized Complex public offering, we are currently selling units by district in the Namdong Urban High-Tech Industrial Complex in Namchon-dong.

This complex will accommodate approximately 1,300 advanced manufacturing and knowledge information companies.

We will also build an industrial ecosystem that fosters youth employment, attracts businesses, and fosters technological innovation, in conjunction with the Namchon General Industrial Complex project, which is currently undergoing administrative procedures with the Ministry of Land, Infrastructure and Transport.

We will also improve facilities, such as the construction and renovation of traditional market arcades and the establishment of new customer support centers. We will also improve parking and pedestrian routes to enhance user convenience.

Finally, we will strive to promote culture, sports, and tourism, which enhance the beauty of everyday life.

We will also work together to systematically develop Sorae Wetland Ecological Park, a valuable natural asset in Namdong-gu, into a national urban park that harmoniously combines ecological conservation, relaxation, education, and experience.

We will also continue to improve the "Namdong Animal Light Playground," a beloved space for residents, to ensure that it can be used regardless of the season, offering a variety of programs year-round.
