2026, 변화의 문턱에서 서구의 새로운 내일을 준비하다

사랑하고 존경하는 65만 구민 여러분!

2026년 병오년(丙午年) 새해가 밝았습니다. 

말의 해가 상징하는 기동력과 활력처럼, 새해에는 구민 여러분의 가정마다 건강과 평안, 희망찬 기운이 가득하시기를 기원합니다.

민선8기 동안 서구는 복합적인 국내외 환경 변화 속에서도 균형 있고 지속 가능한 지역 기반을 차분히 다져왔습니다. 

그리고 오는 2026년 7월 1일, 행정체제 개편에 따라 서구는 ‘서해구’라는 새 이름으로, 검단 지역은 ‘검단구’로 각각 새로운 행정 체계를 갖추게 됩니다. 

이는 늘어나는 인구와 다양해지는 행정 수요에 보다 체계적으로 대응하기 위한 것입니다.

올해는 이러한 변화가 구민 여러분의 일상 속 편리함으로 이어질 수 있도록 남은 과제를 차질없이 완결하는 한 해가 될 것입니다.

지난해 서구는 전국 기초지자체 중 가장 많은 인구가 거주하는 도시로 성장했으며, 그동안의 구정 운영 과정에서 행정 전반의 안정성을 바탕으로 성과를 이어 왔습니다. 

지방자치 경쟁력과 일자리, 사회적경제, 재난 대응 등 다양한 분야에서 꾸준히 좋은 평가를 받았으며, 행정의 내실과 현장 중심 정책의 성과를 확인할 수 있었습니다. 

특히 교통, 건강, 안전 등 구민의 일상과 맞닿은 영역에서 의미 있는 변화가 축적되었습니다.

이는 구민 여러분의 참여와 전 공직자의 헌신이 함께 만들어낸 결과입니다.

먼저, 민선8기 지난 3년 반 동안 서구는 큰 변화를 이뤄냈습니다.

서구는 안전·교통·도시·복지·경제·문화·행정 전 분야에서 미래 기반을 다지며, 원도심과 신도시가 함께 성장하는 균형 도시, 전 세대가 안심하는 복지 도시, 일자리와 기업이 상생하는 경제 도시를 향해 현장 중심의 정책과 인프라를 꾸준히 구축해 왔습니다.

서구는 그동안 변화하는 행정환경과 지역의 미래를 대비하기 위해 6대 분야에서 중요한 성과를 이루어왔습니다. 

이제 그동안 추진해 온 주요 흐름과 성과를 돌아보며, 각 분야에서 만들어 온 변화의 발자취를 함께 살펴보고자 합니다.

1. 안전한 서구 – ‘일상이 안전한, 모두의 삶을 지키는 도시’

서구는 재난·재해는 물론 범죄·폭력 등 다양한 사회적 위험으로부터 주민의 일상을 지키기 위해 안전한 도시 기반을 꾸준히 강화해 왔습니다. 

태풍과 집중호우에 대비한 재난 대응 체계를 고도화하고, 지하차도·하천변 자동 차단시설 설치, 침수 취약지역 정비, 노후 하수관로 개선, 재난 예·경보 인프라 확충 등을 통해 대응 역량을 체계적으로 높였습니다.

또한 공원과 통학로, 주거지 주변에 스마트 보안등·비상벨·CCTV를 확충해 생활 안전망을 촘촘히 구축했으며, 2024년 전기차 화재 대응 과정을 담은 「청라아파트 전기차 화재 백서」를 발간해 향후 유사 재난에 대비한 실질적인 기준을 마련했습니다.

서구는 앞으로도 모든 세대와 공간에서 안전이 일상이 되는 도시를 지속적으로 만들어 가겠습니다.

2. 교통 혁신 – ‘원활한 이동, 활력 있는 교통 도시’

서구는 지난 몇 해 동안 교통 여건 개선을 핵심 과제로 삼고, 도시 전반의 이동성을 높이기 위한 정책을 꾸준히 추진해 왔습니다. 

인천1호선 검단 연장선 개통으로 검단의 교통 불편이 해소되고, 인천 주요 거점이 하나의 이동축으로 연결되면서 출퇴근 여건과 지역 상권 등 전반적인 교통 환경이 개선되었으며, 지역 활력을 높였습니다.

또한 서울7호선 청라 연장선 사업이 승인되면서 청라에 스타필드역이 추가되었고, 2027년 선개통을 거쳐 2029년 전 구간 개통을 목표로 사업이 추진중입니다. 

노선이 완공되면 청라와 서구의 이동 편의성이 높아지고, 지역중심 기능과 상업․여가 인프라도 한층 강화될 것으로 기대됩니다.

아울러 서부권광역급행철도는 예비타당성조사를 통과하며 수도권 서부권 광역 교통의 핵심 축으로 자리매김할 기반을 마련했습니다. 

향후 사업이 본격화되면 서울 접근성이 개선되고, 광역 이동 시간 단축을 통해 지역 경쟁력도 함께 높아질 것입니다.

청라하늘대교(제3연륙교)는 2026년 1월 5일 개통을 기점으로 청라와 영종을 직접 잇는 새로운 교통축으로 자리 잡게 되었습니다.

이를 통해 서구의 교통 접근성이 개선되고, 서부권 전반의 생활·경제·관광 연계가 확대되는 기반이 마련되었습니다.

3. 도시 성장 – ‘균형 속에서 함께 커가는 도시’

서구는 도시를 단순히 확장하는 데 그치지 않고, 원도심과 신도시가 함께 성장하는 균형 도시를 목표로 도시 재생과 발전 정책을 꾸준히 추진해 왔습니다. 

가정동 일원 자연경관지구 해제를 통해 재생의 기반을 마련하고, 가좌 ‘회복의 숲’을 환경 회복과 도시 재생을 아우르는 상징적 거점으로 조성했습니다.

아울러 석남3동 행복마을 가꿈 사업, 가좌3구역 저층 주거지 재생, 상생마을 기반시설 확충, 신현원마을 가로환경 정비, 가재울숲문화마을 조성 등을 통해 원도심의 생활환경을 체계적으로 개선하고, 공영주차장 확충 등 생활 기반 정비도 함께 추진했습니다.

청라·루원·검단 등 신도시에서는 공원, 복합청사, 생활SOC, 국민체육센터, 권역별 문화·체육·복지 시설을 확충해 생활 인프라의 질과 접근성을 높이고 있으며, 주요 앵커시설을 중심으로 도시 기능을 단계적으로 강화하고 있습니다.

이를 통해 서구는 원도심과 신도시가 따로 성장하는 구조를 넘어, 서로의 기능과 역할을 보완하며 함께 발전하는 균형 도시로 확실히 방향을 잡아가고 있습니다.

4. 삶의 질 고도화 – ‘복지와 환경이 일상에 스며드는 도시’

서구는 복지와 생활환경을 체계적으로 개선하며, 구민이 일상에서 변화를 체감하는 삶의 질 중심 도시로 나아가고 있습니다. 

맞춤형 복지와 쾌적한 생활환경 조성을 통해 전 세대 삶의 품격을 높이는 데 집중해 왔습니다.

복지재단 설립으로 ‘찾아가는 복지’를 본격화하고, 위기가정 지원과 복지사각지대 발굴 체계를 강화했습니다. 

특히 고립 청년과 고독 중년, 고독사 위험 세대를 대상으로 한 집중 지원과 함께, ‘브릿지 어게인 행복캠프’ 등 청년 고립 해소 프로그램과 자립준비청년 맞춤형 지원을 통해 안정적인 사회 정착을 돕고 있습니다.

아이 키우기 좋은 환경 조성을 위해 친출산 정책을 강화하고, 공공보육 인프라도 지속적으로 확충했습니다. 

국공립어린이집과 공동육아나눔터, 다함께돌봄센터 확대를 통해 양육 부담을 완화하며, 출산율이 인천 군·구 중 높은 수준을 기록하는 성과로 이어졌습니다.

고령사회에 대비해 2024년 착공한 서구치매안심누리는 치매전담형 종합요양시설로, 예방부터 돌봄까지 연계한 ‘인천 서구형 노인 돌봄 모델’을 제시하고 있습니다.

이와 함께 검단17호공원 조성과 정원도시 시범사업을 통해 생활 속 녹지 공간을 확충하고, 기후 대응과 균형 발전을 아우르는 초록 도시로의 전환을 추진하고 있습니다.

지역 경제 활성화를 위해 전통시장 현대화와 골목형 상점가 육성, 특례보증 지원 등을 통해 소상공인과 상권의 기반을 다졌으며, 해외무역사절단 파견과 산업단지 무료 통근버스 운영으로 기업 경쟁력 제고와 근로환경 개선을 함께 도모했습니다.

일자리 분야에서는 경력단절여성, 장애인, 청년을 포용하는 일자리 정책을 추진하며 경제적 자립 기반을 넓혀 왔습니다. 

특히 중소기업 재직청년 복지공유제와 청년 인턴·창업 프로그램을 통해 청년과 지역경제가 함께 성장하는 환경을 조성했습니다.

교육과 문화 분야에서도 서구는 생활 가까이에서 변화를 만들어 왔습니다.

서구는 도서관을 지속적으로 확충하며, 지식의 보존을 넘어 사람과 배움, 소통이 어우러지는 미래도시형 융합 공간으로 그 역할을 넓혀 왔습니다. 

권역별 공공도서관 확충과 단봉늘봄도서관 개관을 통해 교육·문화 접근성을 높였고, 현재는 검단 생활SOC 복합청사 내 공공도서관 개관을 준비하고 있습니다. 

서구의 도서관은 학습과 문화, 커뮤니티가 만나는 일상 속 열린 공간으로 자리 잡고 있습니다.

검단구 임시청사 확보와 분구추진단 운영을 통해 조직·인력·재정·전산 전반을 체계적으로 준비하고, 행정안전부와의 협의를 거쳐 생활행정 중심의 조직 모델을 마련함으로써 분구 첫날부터 행정 공백 없는 서비스를 제공할 수 있는 기반을 갖추었습니다.

2026년, 민선8기 마지막 6개월은 그간의 성과를 마무리하고 분구 이후 서해구와 검단구의 미래를 준비하는 중요한 시기입니다. 

서구는 다음의 여섯가지 중점 과제를 중심으로, 변화의 마무리와 미래준비를 동시에 완성해 나가겠습니다. 

첫째, 분구의 안정적 출범과 행정 공백 ‘최소화’

서구는 행정 공백 ‘최소’를 목표로 서해구와 검단구 출범이 안정적으로 이루어지도록 전 분야의 마무리 준비를 철저히 추진하겠습니다. 

2026년 5월 임시청사 입주를 시작으로 분구 첫날부터 모든 행정서비스가 중단 없이 제공될 수 있도록 기반을 완성하겠습니다. 

이를 통해 두 개 구가 독립적이고 자율적인 발전을 이뤄 구민 여러분께 더 나은 행정서비스를 제공하겠습니다.

둘째, 광역·생활교통 체계 완성도 제고

서구는 인천1호선 검단 연장 개통 효과를 극대화하고, 청라하늘대교(제3연륙교)를 비롯한 주요 교통사업을 통해 서울 접근성과 구민 이동 편의를 높이겠습니다.

3. Urban Growth – "A City Growing Together in Balance"

Seo-gu has consistently pursued urban regeneration and development policies, aiming for a balanced city where the old city center and new towns grow together, rather than simply expanding.

The lifting of the natural landscape designation in Gajeong-dong laid the foundation for regeneration, and the Gajwa "Recovery Forest" was established as a symbolic hub for environmental restoration and urban regeneration.

Furthermore, the living environment in the old downtown area has been systematically improved through the Seoknam 3-dong Happy Village Dream Project, the regeneration of low-rise residential areas in Gajwa District 3, the expansion of Sangsaeng Village infrastructure, the improvement of the streetscape in Sinhyeonwon Village, and the creation of the Gajaeul Forest Cultural Village. We have also implemented improvements to the basic living environment, such as the expansion of public parking lots.

In new towns such as Cheongna, Ruwon, and Geomdan, we are enhancing the quality and accessibility of living infrastructure by expanding parks, multi-purpose government buildings, social overhead capital (SOC), national sports centers, and regional cultural, sports, and welfare facilities. Urban functions are also being gradually strengthened, focusing on key anchor facilities.

Through these efforts, Seo-gu is moving beyond a structure where the old downtown and new towns grow separately, firmly establishing a balanced city where their functions and roles complement each other and develop together.

4. Improving Quality of Life – “A City Where Welfare and the Environment Permeate Everyday Life”

Seo-gu is systematically improving welfare and the living environment, and is moving toward becoming a city centered on quality of life where residents experience tangible changes in their daily lives.

We have focused on enhancing the quality of life for all generations through customized welfare and a pleasant living environment.

With the establishment of the Welfare Foundation, we have launched "on-site welfare" initiatives and strengthened systems to support families in crisis and identify blind spots in welfare.

In particular, we provide focused support for isolated young adults, lonely middle-aged adults, and those at risk of dying alone. We also support stable social integration through programs like the "Bridge Again Happiness Camp" to alleviate youth isolation and tailored support for young adults preparing for independence.

To foster a conducive environment for raising children, we have strengthened pro-childbirth policies and continuously expanded public childcare infrastructure.

By expanding national and public daycare centers, shared parenting centers, and community care centers, we have alleviated the burden of childcare, leading to a birth rate that ranks among the highest among Incheon counties and districts.

In preparation for an aging society, the Seogu Dementia Ansim Nuri, a comprehensive dementia care facility scheduled to begin construction in 2024, presents a "Seogu, Incheon-style senior care model" that integrates prevention and care.

Furthermore, through the creation of Geomdan Park No. 17 and the Garden City pilot project, we are expanding green spaces within our daily lives and promoting a transition to a green city that embraces climate change response and balanced development.

Seo-gu will continue to build a quality-of-life-centered city where nature and care permeate everyday life through policies that organically connect welfare, the environment, and living spaces.

5. Economic and Cultural Inclusive Growth – “A City Where Economy, Education, and Culture Take a Leap Forward Together”

Seo-gu has consistently pursued policies that foster a virtuous cycle of economy, education, and culture, aiming for sustainable, inclusive growth.

To revitalize the local economy, we have laid the foundation for small businesses and commercial districts by modernizing traditional markets, fostering alley-style shopping districts, and providing special guarantee support. We have also promoted the dispatch of overseas trade missions and the operation of free commuter buses to industrial complexes, thereby enhancing corporate competitiveness and improving working conditions.

In the area of ​​employment, we have broadened the foundation for economic independence by implementing employment policies that embrace women on career breaks, people with disabilities, and young people.

In particular, the district has fostered an environment where young people and the local economy thrive together through the Welfare Sharing Program for Young Employees at SMEs and the Youth Internship and Startup Program.

Seo-gu has also been making changes in the areas of education and culture, particularly those close to everyday life.

Seo-gu has continuously expanded its libraries, expanding their role beyond the preservation of knowledge to become future-oriented, integrated spaces where people, learning, and communication flourish.

Access to education and culture has been enhanced through the expansion of public libraries in each region and the opening of the Danbong Neulbom Library. Currently, preparations are underway for the opening of a public library within the Geomdan Living SOC Complex.

6. Administrative Leap Forward – "Responsible Administration Preparing for the Future"

In preparation for the administrative system reform, Seo-gu has been pursuing a planning and preparation-centered administration, striving to improve administrative efficiency and resident convenience.

By securing a temporary office building for Geomdan-gu and operating a division promotion team, we have systematically prepared the overall organization, personnel, finances, and IT systems. In consultation with the Ministry of the Interior and Safety, we have established an organizational model centered on daily life administration, laying the foundation for providing seamless administrative services from day one.

The division of Ara-dong was a proactive measure to address the rapidly growing population and administrative demands, providing residents with access to customized administrative services more quickly and conveniently.

Furthermore, we have established an administrative system that reflects resident opinions in policy by establishing a data base across all areas of district administration and strengthening communication through policy satisfaction surveys.

Seo-gu will continue to move beyond mere delivery-oriented administration to proactively prepare for the future and plan together with residents, thereby delivering more trustworthy administrative services.

2026, the final six months of the 8th elected government, will be a crucial period for concluding the achievements of the past and preparing for the future of Seohae-gu and Geomdan-gu after their division.

Seo-gu will simultaneously complete the transformation and prepare for the future, focusing on the following six key tasks:

First, Stable Launch of the Division and Minimizing Administrative Void

Seo-gu will thoroughly pursue final preparations in all areas to ensure the smooth launch of Seohae-gu and Geomdan-gu, with the goal of minimizing administrative voids.

Starting with the move into the temporary office building in May 2026, we will establish the foundation to ensure uninterrupted provision of all administrative services from the first day of division.

Through this, the two districts will achieve independent and autonomous development, providing better administrative services to their residents.

Second, improving the metropolitan and residential transportation systems.

Seo-gu will maximize the benefits of the opening of the Incheon Line 1 extension to Geomdan and enhance accessibility to Seoul and convenience for residents through major transportation projects, including the Cheongna Sky Bridge (Third Bridge).

We will accelerate the progress of the Seoul Subway Line 5 extension to Geomdan and Gimpo by closely consulting with relevant agencies and carefully reviewing future procedures.

Furthermore, we will create tangible changes in transportation for residents by improving residential transportation, including improving congested areas, expanding parking infrastructure, and improving school routes.

Third, accelerating the creation of a green city coexisting with nature and improving the living environment.

Seo-gu is creating an eco-friendly green city where nature and the city coexist through the Ara Waterside, Jeongseojin, and Garden City projects, and is steadily pursuing the goal of "5 Minutes of Nature in Everyday Life." To bridge the gap in parks and green space between the old city center and the new city, we will pursue quantitative and qualitative expansion of gardens, with garden creation slated for 2026 and 2027.

Furthermore, we will strive to achieve balanced green space expansion, forest disaster prevention, and resident safety through the development of Gajwa Park, the acquisition of parks and green space in Geomdan New City, and erosion control projects.

Fourth, Sustainable Urban Development through Expansion of Cultural and Tourism Infrastructure

Seo-gu is fostering the growth of local businesses and the tourism industry by developing cultural and tourism hubs centered around the Incheon Asiad Main Stadium.

Building on this foundation, Seo-gu will develop strategies to become a prestigious tourist city. Starting in 2026, we will reorganize our organizations to efficiently carry out tourism-related tasks and establish a systematic cultural and tourism infrastructure.

We will enhance the quality of life for residents and further enhance the city's appeal by deeply integrating art and culture into their daily lives.

Fifth, Strengthening the Welfare and Care Safety Net and Expanding Field-Centered Administration

Since its launch, the Seogu Welfare Foundation has established a stable operational foundation and improved the quality of welfare services. Going forward, we will strengthen the capabilities of social workers, expand customized youth programs, and establish a robust welfare linkage system to quickly identify blind spots in welfare services, strengthening our role as a regional welfare platform.

In response to the increasing number of elderly and single-person households and the weakening of family care, we will focus on community-based integrated care support projects, linking medical, nursing, care, and housing services. We will also continue to expand customized integrated care in collaboration with local resources, centered around the Jangsu Nuri Center.

Furthermore, the Geomdan Living SOC Complex will sequentially house the Ara 1-dong Administrative Welfare Center, followed by a public library, the Ara Healthy Living Support Center, and the Ai Sarang Dream Center. We will thoroughly prepare to establish the foundation as a living-centered welfare and cultural space where residents can conveniently access administrative, cultural, health, and care services in one place.

Sixth, Establishing and Supporting Key Anchor Facilities to Enhance Future Competitiveness

Seo-gu will focus its administrative capabilities on ensuring the stable establishment of key anchor facilities that will drive the city's future competitiveness.

Starfield Cheongna and its dome stadium, scheduled to open in 2027, will serve as symbolic hubs, not only contributing to the local economy and job creation, but also elevating cultural and tourism infrastructure.

Following this, medical facilities such as Seoul Asan Medical Center will be established in 2029, and Cheongna International City is expected to grow into a hub for high-value-added industries converging medical, cultural, and content industries.

In the Geomdan area, key facilities such as the Geomdan Museum and Library complex cultural facility, the Northern Branch of the Incheon District Court (Prosecutors' Office), and the Geomdan Police Station will proceed smoothly, strengthening the cultural, educational, judicial, and public safety infrastructure.

Seo-gu will cooperate with relevant organizations and responsibly manage and support these anchor facilities to ensure they serve as engines of growth for the entire region.
