(브레이크뉴스인천 박상도 기자) 인천시가 2일 삼산월드컨벤션에서 ‘노후계획도시정비 기본계획(안)’ 주민설명회를 열고, 2035년을 목표로 한 인천 노후계획도시 정비의 미래 비전과 지구별 전략을 공개했다.

인천시에 따르면, 이날 설명회에는 5개 대상지 주민과 시민, 시·구의원, 유관 기관 관계자 등 약 400여 명이 참석하며 인천의 미래도시 방향에 높은 관심을 보였다. 

주민설명회에 앞서 유정복 시장은 부평구 인근 노후 아파트 단지를 찾아 현장 상황을 직접 확인하고, 주민들로부터 정비 필요성과 생활 불편 사항을 청취하는 시간을 가졌다.

유정복 시장은 발표에서 “도심르네상스를 통한 글로벌 미래도시 인천”을 비전으로 제시하며, 단순한 주거정비를 넘어 4차 산업혁명 시대의 새로운 도시 구조로의 전환이 필요하다고 강조했다. 또한 생활 사회간접자본(SOC) 부족, 주차난, 누수 등 기반시설 노후화가 심화되고 있어 이를 해결하기 위한 광역적이고 선제적 대응의 중요성을 언급했다.

이번 기본계획(안)은 장소혁신, 미래형 정주환경, 신산업 4.0,  2045 탄소중립 등 4대 전략을 중심으로 구성됐으며, 역세권 복합거점, 생활 사회간접자본(SOC) 개선, 인공지능 로봇기반 정주환경(AI-Robot)·도심항공교통(UAM) 기반 미래교통체계 도입, 헬스케어 산업 생태계 조성 등 미래도시 전환을 위한 핵심 과제들이 담겼다.

인천시는 지구별 여건을 반영한 정비 방향도 제시했다.

연수·선학지구는 로봇 기반의 ‘미래형 글로벌 R 정주환경 4.0’, 구월지구는 예술과 문화로 활성화되는 ‘SOHO 문화예술도시’, 계산지구는 사람·산업·생태가 연결되는 ‘스마트 연결도시(Smart Connect City)’, 갈산·부평·부개지구는 굴포천과 역세권을 연계한 ‘수변 네이처 커뮤니티’, 만수1·2·3지구는 탄소중립 기반의 ‘세대통합 커뮤니티’를 목표로 한다. 

또한 인천시는 총 39개의 특별정비예정구역(주택정비형, 중심지구정비형, 이주대책지원형)을 제시하고, 기준용적률 설정 원칙, 공공기여 재투자 방향, 기반 시설 확충 계획 등을 상세히 설명했다.

인천시는 이번 통합 설명회를 시작으로 권역별 주민설명회를 개최해 시민 의견을 수렴하고, 12월 15일부터 선도지구 공모를 실시할 예정이다. 

이후 시의회 의견청취, 지방위원회 심의, 국토교통부 승인 절차를 거쳐 2026년 상반기 ‘노후계획도시정비 기본계획’을 최종 확정·고시할 계획이다.

아울러 원도심의 재개발·재건축 활성화를 위해 정비계획 수립 동의율 완화, 기준용적률 적용의 탄력성 확보, 지역건설업체 참여 인센티브 강화 등 제도 개선도 병행할 예정이다. 

소규모주택정비사업에 대해서는 종합관리계획과 가이드라인을 연내 마련하고, 관리지역 공모제를 도입해 자발적 참여를 확대하며 기반시설 지원을 강화할 방침이다.
