(브레이크뉴스인천 박상도 기자) 인천시가 3일, 대한민국시도지사협의회와 협력해 오는 9월 ‘2025 한중지사 성장회의’와 11월 ‘2025 한일지사회의’에 핵심 도시로 참여함으로써 지방정부 차원의 외교무대에서 인천의 국제도시 위상을 한층 더 높일 계획이라고 밝혔다.

인천시에 따르면, 2025년은 한·중 수교 33주년이자 한·중 자유무역협정(FTA) 체결 10주년이 되는 해로, 양국 간 경제·문화 협력에 있어 중요한 전환점이 될 전망이다. 

특히, 인천시와 중국 산둥성 웨이하이시는 한중 FTA 시범도시로 지정돼, 양국 지방 간 경제협력의 대표적 모범 사례로 주목받고 있다.

제3회 한·중 지사성장회의는 오는 9월 8일부터 10일까지 서울에서 개최된다. 

한국과 중국의 지방정부 수장들이 참석해 경제, 통상, 문화, 인적 교류 확대 방안을 논의하는 고위급 지방외교 플랫폼이다.

특히, 이번 회의는 대한민국시도지사협의회장직을 겸하고 있는 유정복 인천시장이 협의회를 대표해 전체 회의를 주도할 예정이다.

인천시는 이번 회의에서 산업·경제 분야 협력과 기후 위기 대응을 주제로, FTA 시범도시로서의 협력 성과를 소개하고, 탄소중립 도시모델을 공유해 중국 도시들과 실질적이고 지속 가능한 협력 기반을 확대할 계획이다.

제8회 한·일 지사회의는 11월 11일부터 11월 13일까지 인천에서 개최되며, 한국과 일본 양국 광역단체장이 참여하는 최고 수준의 지방정부 협력 회의체다. 

올해는 한·일 국교정상화 60주년을 맞는 의미 있는 해로, 이번 회의가 인천에서 개최되는 것은 인천이 대외 협력의 중심도시로 자리매김하고 있음을 보여주는 계기가 될 것으로 기대된다.

이번 회의는 산업·경제 협력 사례와 인구 감소 및 지방 소멸 대응 방안 등을 주제로 심도 있는 논의가 진행될 예정으로, 인천시는 시티투어, 기업 현장방문, 문화공연 등을 통해 도시의 경쟁력과 매력을 적극적으로 홍보할 계획이다.

또한, 인천시가 지난 3월 법무부가 추진하는 ‘광역형 비자 시범사업’ 공모에 선정됨에 따라, 해외 우수 인재 유치를 통한 글로벌 도시로의 도약을 본격화한다고 밝혔다.

인천시에 따르면, ‘광역형 비자 시범사업’은 지역별 특성을 반영해 광역자치단체가 비자 요건을 설계하고 대상자를 추천하면, 법무부가 비자를 심사‧발급하는 제도다.

인천시는 올해 하반기부터 내년까지 2년간 송도국제도시 인천글로벌캠퍼스에 입주한 외국대학교 국내 캠퍼스의 유학생 비자(D-2) 제도를 개선할 계획이다.

대상은 한국뉴욕주립대에 스토니브룩대학과 패션기술대학(FIT), 한국조지메이슨대, 겐트대학교 글로벌캠퍼스, 유타대학교 아시아캠퍼스 등 5개교이며, 60명의 유학생을 목표로 한다.

주요 개선 내용으로는 유학생 비자의 체류기간 상한을 기존 1년에서 2년으로 연장하고, 한국어 능력이나 성적 등 일정 요건을 충족한 경우 학기 중에도 전문 분야 인턴 활동이 가능하도록 허용한다.

현재 유학생의 체류기간 상한은 국내 인증대학의 경우 2년이지만, 그 외의 경우에는 1년에 불과하다. 

이로 인해 송도글로벌캠퍼스에 입주한 외국대학교의 유학생들은 매년 비자를 갱신해야 하는 불편함이 있었다. 

그러나 이번 사업을 통해 체류기간이 연장됨에 따라, 해외 우수 유학생 유치가 보다 활발해질 것으로 기대된다.

또, 기존에는 방학 기간에만 허용되던 전문분야 인턴활동 요건이 이번 시범사업을 통해 완화됐다. 

사회통합프로그램 4단계 이상이거나 한국어능력시험(TOPIK) 4급 이상인 경우에 한해 신청일 기준 직전 학기 평균성적 B학점 이상인 경우 전문학사는 3학기 이상, 학사는 3학년 이상 수료 후에 가능하며, 석·박사는 제한이 없다.

이번 광역형 비자 시범사업은 법무부가 매년 평가를 실시하며, 그 결과는 다음연도 사업 계획에 반영된다. 

쿼터 충원율과 불법 체류율 등을 중심으로 성과를 분석해 비자 쿼터의 조정은 물론, 사업 지속 여부도 결정될 예정이다.

인천시는 법무부의 광역형 비자 시범사업 지침에 따라 7월부터 본격적인 사업을 추진할 계획이며, 시범사업 종료 이후에도 정식사업으로의 전환을 목표로 유관기관과의 협의를 지속해 나갈 방침이다.

According to Incheon City, 2025 will be the 33rd anniversary of the establishment of diplomatic relations between Korea and China and the 10th anniversary of the conclusion of the Korea-China Free Trade Agreement (FTA), and is expected to be an important turning point in economic and cultural cooperation between the two countries.

In particular, Incheon City and Weihai City in Shandong Province, China have been designated as pilot cities for the Korea-China FTA, and are drawing attention as representative examples of economic cooperation between the two countries.

Currently, the maximum stay period for international students is 2 years for domestically accredited universities, but only 1 year for other universities.

As a result, international students at foreign universities located in Songdo Global Campus had to renew their visas every year, which was inconvenient.
