(브레이크뉴스인천 박상도 기자) 박종효 인천 남동구청장이 취임 3주년을 맞아 그동안의 성과와 함께 ‘인구 55만 자족도시 남동’을 위한 새로운 비전을 밝혔다.

박 구청장은 3일 구청 소강당에서 열린 기자간담회에서 “지난 3년간 구민이 체감하는 변화를 최우선 가치로, 남동구의 지속 가능한 발전을 위한 기반을 다지는 데 주력했다”고 말했다.

민선 8기 남동구는 지역 숙원 사업 해결과 함께 전 세대를 아우르는 맞춤형 정책을 통해 구민들의 실질적인 삶의 질을 높이는 데 집중해 왔다.

특히, 복지 사각지대 해소와 정주 여건 개선, 지역 경제 활성화 등에서 의미 있는 성과를 거두며 ‘살기 좋은 남동’으로의 도약을 이끌었다는 평가이다.

박 구청장은 취임 후 주민등록 특별 사실조사와 1인 가구 전수조사를 통해 복지 사각지대에 놓인 주민을 발굴하고 맞춤형 지원을 위한 기반을 마련했다.

저출산·고령화 대응을 위해선 어르신 대상포진 무료 예방접종 시행·확대, 인천 최초 취약계층 산후 조리비 지원, 난임부부 시술비 지원, AI-IOT 기반 어르신 건강관리사업, 건강 취약계층 방문 관리 등을 추진했다. 

CCTV 확충과 안심 귀갓길 조성, 안심 장비 지원 등 다양한 분야의 안전 인프라를 확충하며, 주민들의 안전 체감 수준을 높이는 데도 주력했다.

또한, 남동초교 앞 30년간 불법 점유 노점 철거, 구월초 통학로 전신주 이설, 장승백이시장 노점상 이전‧재배치, 병원 장례식장 증축 철회 등 장기간 갈등을 빚어온 지역 현안을 소통과 대안 제시를 통해 원만히 해결하는 성과도 거뒀다.

원도심 소규모 정원 조성을 비롯해 유휴부지를 활용한 도심 속 녹지 조성으로 ‘공간 복지’를 완성하고, 구민과 함께하는 환경정비를 지속적으로 진행해 깨끗하고 살기 좋은 주거 환경을 조성했다. 

도심 속 장기간 방치돼 온 빈집을 정비해 개방주차장, 위기 가구를 위한 긴급 임시주택, 주민 쉼터 및 자율방범대 초소 등에 활용한 점도 눈에 띈다.

여기에 제2경인선, 인천2호선 연장 등 지역 내 교통망 확충을 위해 정부, 인천시, 관계기관과 협력하고, 남동국가산업단지의 근로환경 개선과 양질의 일자리 창출에 집중해 의미 있는 성과를 거두고 있다.

7월 개장하는 인천 공공기관 최초의 대규모 야외 물놀이장 ‘남동물빛놀이터’와 함께 전통문화교육관 개관, 소래역사관 리모델링, 88올림픽 국민생활관 리모델링 등 문화·관광·체육 인프라도 지속적으로 확충하고 있다.

박 구청장은 남은 임기 동안 구민과의 현장 소통을 더욱 강화하며 도룡뇽 무장애나눔길 조성사업, 구월체육시설 맨발 산책로 조성, 간석3동 뉴빌리지 사업, 원도심 저층 주거지 도시재생(만수4동‧남촌도림동), 공영주차장(구월근린공원 등 11개소) 조성 등 주요 역점 사업들을 성공적으로 마무리할 계획이다.

남동구는 과거 인구 54만 명에 달했으나, 전국적인 저출생 흐름에 도시 개발과 대규모 주택 공급이 줄어들며 최근 몇 년간 인구가 지속적으로 감소하는 상황이다. 

이에 박 구청장은 저출생·고령화 위기 대응과 대규모 도시 개발, 정주 여건 개선 등을 통해 인구 감소 추세를 반전시키고, 미래 경쟁력을 확보하는 데 주력할 방침이다.

○ 생태도시- 만수천 복원, 도심 속에 자연을 품은 녹색 남동

남동구는 쾌적하고 안정적인 주거 환경 조성을 인구 유입의 핵심 과제로 삼고 있으며, 만수천 복원이 대표적이다.

민선 8기 핵심 공약인 만수천 복원은 과거 콘크리트로 덮였던 하천을 생명이 살아 숨 쉬는 친수 공간으로 복원해 구민의 휴식·여가 공간으로 돌려놓는 사업이다.

남동구는 그동안 만수천 복원의 당위성을 알리고 공감대를 형성하는 데 집중했으며, 내후년 착공을 목표로 본격적인 사업 추진을 위한 절차를 진행 중이다.

특히, 소하천 지정이 당초 예상보다 빠른 7월 초 완료 예정으로, 사업예산 확보 및 관련 용역 추진에 탄력을 받게 됐다.

남동구는 인천시, 지역 정치권과 긴밀한 협의를 통해 올해 예정된 중앙투자심사를 철저히 준비해 원만한 사업 추진의 기반을 마련할 계획이다.

만수천 복원사업은 단순한 하천 정비를 넘어 주민들에게 쾌적한 친수 공간을 제공하고, 생태계 복원을 통해 환경 가치를 높이는 데 기여할 것으로 기대된다. 

박 구청장은 만수천이 남동구의 랜드마크이자 인접 지역 재개발사업의 마중물이 될 수 있도록 끝까지 성공적으로 마무리하겠다는 의지를 밝혔다.

○ 상생도시 - 저출생·고령화 대응, 전 세대를 아우르는 남동

박 구청장은 지난 3년간 인구 구조 변화에 대응하는 맞춤형 정책에 공을 들여왔으며, 앞으로도 더욱 확대·추진할 예정이다.

우선 아이 키우기 좋은 환경을 위해 생애 초기 건강관리사업을 비롯해 산후조리비 지원, 안전한 통학로 조성, CCTV 확충 등을 지속적으로 추진한다.

어린이집 보육 교직원 처우개선을 위한 육아휴직 퇴직적립금과 대체조리원 지원 등 안심 보육환경 조성도 그중 하나이다.

동시에 ‘행복한 노년’을 목표로 맞춤형 일자리를 확대하고, 문화·여가 프로그램을 다양화하는 등 고령자 친화적 환경에도 관심을 기울일 계획이다.

특히, 의료비 부담을 겪는 어르신을 위해 올해 대상포진 무료 예방접종 대상을 65세 이상으로 대폭 확대했으며, 방문 건강관리를 통해 ‘제때 제대로’ 치료할 수 있도록 세심한 행정을 펼친다.

○ 성장도시 – 대규모 주택 공급, 미래 먹거리 확보

남동구는 본격적인 시행을 앞둔 구월2 공공주택지구 개발사업이 지역의 새로운 성장 동력이 될 것으로 보고 있다.

약 1만 6천 호의 주택이 공급될 이곳은 단순한 베드타운이 아닌 직장과 주거, 상업·문화 기능이 융합된 ‘자족도시’로 개발될 것으로 기대된다.
