(브레이크뉴스인천 박상도 기자) 인천 부평구의회가 지난 6월 20일 제269회 정례회 제2차 본회의를 끝으로 19일간의 회기일정을 마무리했다고 밝혔다.

부평구의회에 따르면, 이번 정례회에서는 2025년도 하반기 주요업무보고를 실시했고, 2024회계연도 결산 승인의 건, 제1회 추가경정예산안 및 기금운용계획변경안과 조례안을 비롯한 각종 안건 심의 등 다양하고 활발한 의정활동이 이뤄졌다.

정례회 기간 중 위원회별 주요 안건처리 현황을 살펴보면 의회운영위원회에서는 ‘인천광역시부평구의회 위원회 조례 일부개정조례안’ 등 4건의 안건을 위원회안으로 채택하여 제안했다.

행정복지위원회에서는 유정옥 의원이 발의한 ‘인천광역시부평구 조례 입법평가 조례안’과 부평구청장이 제출한 ‘인천광역시부평구 행정기구 설치 조례 일부개정조례안’ 등 8건의 안건은 원안 가결했다.

도시환경위원회에서는 윤구영 의원이 발의한 ‘인천광역시부평구 가스타이머 콕 보급 지원 조례안’, 김숙희 의원이 발의한 ‘인천광역시부평구 예방접종 지원에 관한 조례안’, 허정미 의원이 대표발의했다.

또, 윤구영 의원이 공동발의 한 ‘인천광역시부평구 개발산업 등 지원 및 운영에 관한 조례안’, 윤태웅 의원이 발의한 ‘인천광역시부평구 종이 사용 줄이기 지원 조례안’ 및 ‘인천광역시부평구 화재안전취약주택 피난구조설비 설치 지원 조례안’, 손대중 의원이 발의한 ‘인천광역시부평구 제1형 당뇨병 환자 지원에 관한 조례안’과 부평구청장이 제출한 ‘청년공간 유유기지 부평 민간위탁 동의안’ 등 3건의 안건은 원안 가결했다.

또 예산결산특별위원회는 결산 및 예비비 지출 승인의 건과 추가경정예산안 등에 대한 심도 있는 심사를 진행하였으며, ‘인천광역시부평구2024회계연도 세입․세출 결산 승인의 건’ 등 4건의 안건을 원안 가결했다. 

회기 마지막 날인 6월 20일에 개최된 제2차 본회의에서는 각 위원회에서 심사제안한 안건 27건과 ‘예산결산특별위원회 위원 선임’, ‘윤리특별위원회 위원 선임’,‘부평구 각종 위원회 위원 추천의 건’ 등을 심의․의결하였고, 허정미 의원이 대표발의하고 손대중 의원이 공동발의한 ‘한국지엠 지속가능성 강화 촉구 결의안’을 원안 가결했다.

19일간의 회기를 마치면서 안애경 의장은 “금번 정례회 기간 동안 활발한 의정활동을 펼쳐준 의원들의 노고에 감사하다”며 “집행부에서는 금번 회기 중 실시된 하반기 주요업무보고와 결산 승인, 추경예산안 심사 등을 통하여 제안하신 사항들에 대해 적극 검토하여 정책 수립 시 반영해 줄 것”을 당부했다.

또한, 부평구의회  의원연구단체인 ‘굴포천 생태하천 활성화 및 관리 방안 연구회’가  지난 20일, 부평구의회 2층 회의실에서 굴포천 생태하천 활성화 및 관리 방안을 과업으로 하는 연구용역 착수보고회를 개최했다.

부평구의회에 따르면, 이날 보고회에는 해당 의원연구단체 소속의 대표의원인 정유정 의원(부평3, 산곡3‧4, 십정1‧2)과 참여의원인 김숙희, 윤태웅, 정예지, 정한솔 의원을 비롯하여 용역수행 관계자 등이 참석해 심도 있게 진행했다.

이번 연구 용역의 목적은 ‘굴포천 생태하천 복원 사업’이 연내 준공 예정됨에 따라 사업 종료 이후에도, 굴포천의 생태계를 보전하고 오염을 최소화하기 위한 장기적인 관리 방안과 지속적인 시민친화적 활성화 방안을 연구하기 위함이다. 

오는 10월까지 진행될 이번 연구용역은 우수 생태하천 관리 사례를 연구하고 비교 분석하여 굴포천의 특성에 맞는 장기적 관리 방안과 활성화 정책 대안을 제시할 계획이다. 

해당 의원연구단체 대표의원인 정유정 의원은 “오랜 숙원사업이었던 굴포천 생태하천 복원 사업이 마무리 단계에 들어감에 따라, 주민들은 기대와 함께 재오염에 대해서도 상당히 우려하고 있는 실정이다.”며, ”이번 의원연구단체 활동과 연구 용역으로 굴포천 생태하천 복원 사업의 효과가 지속되어 지역 주민의 재충전을 위한 친수공간으로 활용할 수 있는 정책 대안을 제시할 수 있도록 최선을 다하겠다.”고 덧붙였다.

Incheon Bupyeong-gu Council announced that it concluded its 19-day session schedule with the 2nd plenary session of the 269th regular session on June 20.

According to Bupyeong-gu Council, this regular session included a report on the main tasks for the second half of 2025, approval of the 2024 fiscal year settlement, deliberation on various agenda items including the 1st supplementary budget and fund management plan amendment, and ordinance bills, and various active legislative activities were carried out.

Looking at the status of major agenda items handled by each committee during the regular session, the Parliamentary Operations Committee proposed four agenda items, including the ‘Incheon Metropolitan City Bupyeong-gu Council Committee Ordinance Partial Revision Ordinance’, as committee bills.
