(브레이크뉴스인천 박상도 기자) 인천시교육청이 지난 18일, 도성훈 인천교육감이 정근식 서울특별시교육감, 임태희 경기도교육감과 함께 인천 송도 경원재 호텔에서 수도권교육감 간담회를 열고, 공교육의 신뢰 회복과 학교 현장 지원 강화를 위한 공동 대응 방안을 논의했다고 밝혔다.

인천시교육청에 따르면, 이날 간담회에서는 수도권 교육감들은 지속가능한 지방교육재정 확보 방안 등 5가지 주요 안건에 대해 협의하고, 다음 사안에 대해 합의를 도출했다.

주 내용은 첫째, 지속가능한 지방교육재정 확보를 위해 다음과 같이 제안한다.

1. 고등·평생교육 재정 지원을 위한 별도의 교육재정 교부금 신설이 필요하다. 

2. 고등학교 무상교육의 국가책임을 명확히 하고, 경비 부담에 관한 특례조항의 복원을 추진해야 한다.

3. 대통령 공약사업 등 국가주도 사업에 대해서는 국고보조 지원을 의무화할 것을 제안한다. 

4. 국유지에 설립된 공립학교에 부과된 변상금 및 사용료는 전면 취소하고, 국유재산의 무상사용·무상양여·매입에 관한 관련 법률의 개정을 요청한다.

둘째, 관계회복 중심의 학교폭력 대응체계 전환을 위해 관련 법령 개정을 제안한다. 

단기적으로는 관계회복 숙려제의 적용 및 확대를 위한 학교폭력예방법 개정을 추진하고, 중장기적으로는 제정 후 20년이 경과한 학교폭력예방법의 전면 개정을 목표로 수도권 교육청 간 협의체를 구성·운영한다.

셋째, 피해 교원의 권리 보호와 교육환경 안정화를 위해 ‘교원지위법’ 및 동법 시행령에 중대사안 발생 시 심의위원회 개최 전까지 피해 교원과 침해 학생을 분리할 수 있는 법적 근거 규정을 마련한다. 

또한, 법령 개정 이전이라도 관련 내용을 반영한 교육활동 보호 매뉴얼의 조속한 개정을 교육부에 요청한다.

이를 통해 교원의 교육권 보호, 2차 피해 방지, 공정한 심의 절차 확보를 위한 제도적 기반을 마련한다.

수도권 교육감들은 이번 간담회에서 논의된 사항을 오는 경북 안동에서 7월에 열리는 전국시도교육감협의회에 제안해 전국적 사안으로 논의갈 계획이다.

도성훈 교육감은 “수도권 지역의 특수한 상황을 반영한 실효성 있는 정책 추진을 위해 앞으로도 서울·경기교육감과 긴밀히 협력해 나가겠다”고 말했다.
