(브레이크뉴스인천 박상도 기자) 인천세종병원(병원장 오병희)이 개원 8주년을 맞았다.

인천세종병원 임직원들은 최근 병원 지하1층 비전홀에서 기념행사를 갖고 질 높은 의료서비스 제공과 함께 지역 사회공헌 의지를 다시 한번 다졌다.

인천세종병원은 ‘지역책임의료기관’이자 ‘지역심뇌혈관질환센터’다. 지역 필수 의료는 물론 중증·응급 의료에서 구심점 역할을 하고 있다.

특히 ‘심장병 없는 세상을 위하여’라는 병원 설립이념 아래 중증 심장질환 환자를 위한 심장이식센터를 운영하는가 하면 척추관절·소화기·소아청소년·심혈관·뇌혈관 등 5대 특성화센터를 필두로 보다 전문적이고 체계적인 의료서비스를 제공하고 있다.

오병희 인천세종병원장은 “지역책임의료기관이자 지역심뇌혈관질환센터로서 막중한 책임감을 느낀다”며 “앞으로도 관련 기관과 협력 체계를 공고히 해 국민의 생명, 건강과 직결되는 필수 의료의 책임성을 강화하고, 효율적이면서도 질 높은 의료서비스를 제공하도록 최선을 다하겠다”고 말했다.

○ 지역책임의료기관

10일 인천세종병원에 따르면 지난해 4월 보건복지부로부터 지역책임의료기관으로 지정됐다. 

책임 지역은 인천 동북권(계양·부평구)이다. 

올해 기준 인구로만 보면 80여만 명에 달한다.

책임의료기관은 수익성이 낮은 필수보건 의료분야 공급부족, 지역서비스 연계 미흡, 의료공공성 저하 등 문제를 개선하기 위해 정부가 내놓은 모델이다.

‘공공보건의료에 관한 법률’에 따라 지역별로 보건복지부, 시·도, 국립중앙의료원, 책임의료기관 등이 공공보건의료 협력 체계를 구축하는 게 핵심이다.

책임의료기관은 세부적으로 ‘권역’과 ‘지역’으로 나뉜다.

권역책임의료기관은 시·도(17개) 단위에서 고난도 필수 의료를 제공하며, 지역 의료 역량 강화를 위한 권역 내 협력체계 기획·조정 및 교육 파견 등의 역할을 수행한다.

지역책임의료기관은 진료권(70개) 단위에서 양질의 필수 의료를 제공하면서, 지역별 필수 의료 문제 해결을 위해 지역 보건의료기관 등과 연계·조정 등 허브 역할을 수행한다.

인천세종병원은 지역책임의료기관 지정에 따라 원내·외에 다양한 변화를 이뤘다.

먼저 병원장 직속 기관으로 공공의료본부(본부장 홍경섭 진료부원장)를 신설했다. 의사 2명, 간호사 4명, 연구원 1명, 사회복지사 1명으로 구성돼 있으며, 산하에 공공의료협력실과 지역응급센터를 뒀다.

공공의료본부는 대표적으로 퇴원환자 지역사회 연계, 중증·응급환자 이송·전원 및 진료 협력, 감염관리 및 환자 안전관리, 재활 의료 및 지속 관리 협력, 산모·신생아 어린이 협력 등 사업을 수행하고 있다.

인천세종병원은 또 진료부, 공공의료본부, 간호부, 기타협력부서를 묶어 원내 협의체를 구성해 부서 간 협력을 강화했다.

이와 함께 공공보건의료 협력 체계의 꽃 ‘원외 대표협의체’도 구축했다. 협의체 위원장은 오병희 병원장이 맡았으며, 구성 기관은 책임 지역 지자체를 포함해 정부 지정센터, 보건소, 소방서, 병·의원, 지역 의사회, 복지기관 등을 총망라한다.

 ○ 지역심뇌혈관질환센터

인천세종병원은 올 초 ‘보건복지부 2025년 제1차 심뇌혈관질환관리위원회(위원회)’에서 지역심뇌혈관질환센터로 지정됐다.

지역심뇌혈관질환센터는 기초 지역사회 내 심뇌혈관질환 환자의 급성기 최종 치료를 24시간 제공하고, 퇴원환자 관리 및 지역 내 교육·홍보 등을 담당한다.

아울러 심뇌혈관질환 연구와 정책 개발 등을 담당하는 중앙센터(서울대병원)와 시·도 단위 권역센터와 협력하며 보다 작은 단위의 지역사회 수요에 대응하고, 기술 지원 등을 받으며 필요시 권역센터와 협조해 환자를 이송하는 등 역할을 수행한다.

인천세종병원은 대한민국 유일 심장전문병원을 보유한 혜원의료재단 소속으로, 필수 의료서비스 제공은 물론 중증·응급 심장질환 환자 치료, 심장이식 등을 활발히 펼치고 있다.

이와 함께 중환자실에 준한 24시간 환자모니터링 설비를 갖추고 전문 의료진이 상주하는 뇌졸중 집중치료실을 운영하는 등 뇌혈관질환 환자에 대한 탄탄한 의료 대응 역량도 갖추고 있다.

○ 심장이식센터

인천세종병원은 지난 2017년 개원 이후 1천500례가 넘는 심장수술(개심술·비개심술)을 성공적으로 시행했다. 

지난해만 심장 수술 425례, 심장이식 15례를 시행했다. 

이 기간 심장이식과 좌심실보조장치(L-VAD) 삽입술 성공률과 유지율은 모두 100%다.

무엇보다 중증 심장질환 환자의 심장이식 등 치료 전 과정에서 심장이식센터(센터장 김경희)의 역할이 주목받고 있다.

심장이식은 뇌사 심장 공여자가 있어야만 가능하며, 4시간 이내에 심장을 이어야 하는 등 신속함이 생명이다.

수술 자체는 물론 수술 전 이식 대기기간, 수술 후 회복 관리를 위해 심장내과, 심장혈관흉부외과, 중환자의학과, 감염내과, 정신건강의학과, 재활의학과, 진단검사의학과, 영양과, 약제과, 호흡기내과, 간호코디네이터 등 수많은 진료과와 협업 역시 필수적이다.

인천세종병원 심장이식센터는 이와 같은 신속함과 협업은 물론, 여타 병원에서는 보기 드문 24시간 전문의 상주 시스템을 갖췄다.

인천세종병원 김경희 심장이식센터장(심장내과)은 “심장이식은 각 진료과의 신속하고도 유기적인 협업체계가 필수적이다. 이른바 병원 전체가 움직여야 가능하다”며 “앞으로도 심장이식은 물론, 모든 심장질환 치료 전·후 환자 관리에 최선을 다해 임하겠다”고 말했다.

○ 척추관절센터

인천세종병원 척추관절센터(센터장 오원석)는 척추·관절 질환에 대해 더 전문적이고 체계화된 진료를 제공하기 위한 특성화 부서다. 

지난해만 이곳에서 시행한 수술 및 시술은 1천300례에 이른다.

척추관절센터는 정형외과, 신경외과, 재활의학과, 영상의학과 등 4개 진료과의 협진을 통해 고위험 수술부터 미세침습수술, 척추 시술, 재활치료에 이르는 환자 맞춤형 통합 치료를 제공하고 있다.

무엇보다 세종병원의 오랜 심장치료 노하우를 바탕으로 심장내과·심장혈관흉부외과 등 진료과와도 유기적인 협진을 진행, 다른 기저질환이 있는 고령의 척추질환 환자들의 치료 안전성을 높이고 있다.

특히 인천세종병원은 척추내시경수술 교육 인증센터로서 다양한 척추질환을 치료하는데 있어 보다 전문적인 척추 내시경 수술을 시행하고 있다. 

무조건적인 수술보다는 가급적 환자의 허리를 살리면서 증상 완화를 도모해 조속한 일상생활로의 복귀를 목표로 한다.

아울러 수년간 축적된 임상 경험을 바탕으로 수술 후 회복 시기별, 환자 맞춤형 등 최적의 재활 프로그램을 운영하고 있다.
