(브레이크뉴스인천 박상도 기자) 인천시의회가 17일, 이단비 의원(국·부평구3)이 최근 정부의 고교 무상교육 예산의 지방 정부 이관 분위기 속에 인천에서는 선제적으로 대비 체제를 강화해 고등학생들의 교육 전선에 이상이 없도록 주문했다고 밝혔다.

인천시의회에 따르면, 이단비 의원은 지난 15일 인천시 교육협력담당관실, 16일 인천시교육청 정책기획조정관실 등의 관계자들과 차례로 만나 지난해 12월 말 만료된 지방교육재정교부금법 유효기간에 맞춰 올해 인천시 재정 부담 계획을 논의하는 등 인천시 고교 무상교육이 차질 없이 이행될 수 있도록 요청했다.

이번 자리는 최근 정부가 고교 무상교육 예산을 정부와 지자체가 분담하는 한시 규정 기한을 3년 연장하는 지방교육재정교부금법 개정안을 반대하면서 인천 고교 학부모들의 올해 재원 부담 여부를 확인하고, 차질 없는 재정 마련을 촉구하기 위해서 마련됐다.

이단비 의원은 "2025년도 예산을 편성하지 않은 타 광역시(서울·부산·대구·울산·광주 등)와 달리 인천시는 고교 무상교육의 이행에 차질 없도록 이미 본예산(2689백만 원)을 편성했다”고 설명했다. 

이어 “법안 개정에 따른 중앙정부와 국회의 대립과 무관하게 올해 인천시 고교 무상교육은 별다른 문제가 없을 것으로 예상된다”고 덧붙였다.

또한 이 의원은 “교육의 공공성 강화 및 교육비 부담 경감을 통한 사회적 형평성을 높이기 위해 고등학교까지 무상교육을 실시하는 것은 중앙정부의 의무”라며 “과도한 포퓰리즘 예산 편성에 반대하지만, 대한민국 평균 학력을 고려할 때 고교 무상교육을 단순히 포퓰리즘 차원에서 바라볼 수는 없는 문제”라고 꼬집었다.

한편, 인천시교육청은 현행 법률에 따라 고교 무상교육 사업을 정상적으로 추진하면서 추후 법 개정(공포) 이후 추진 및 분담 근거 기준이 합법적으로 마련된 후 인천시에 법정 전입금 분담 요청을 할 예정이다.
