(브레이크뉴스인천 박상도 기자) 인천시가 6일 올해 보통교부세 1조 32억 원을 포함해 총 6조 8,729억 원의 국비를 확보했다고 밝혔다.

인천시에 따르면, 이는 지난해 6조 4,377억 원에서 4,352억 원(6.8%) 증가한 규모로, 역대 최대치를 기록하며 국비 7조 원 시대에 성큼 다가선 것으로 이는 역대급 정부의 세수 결손과 긴축재정 기조 등 어려운 여건 속에서도 당초 목표액인 6조 1,900억 원 대비 6,829억 원(11.0%)을 초과 달성해 값진 성과로 평가된다.

○ 보통교부세 1조 원 달성, 전년도 9,526억 원 대비 506억 원 증가 

올해 인천시는 보통교부세 1조 32억 원을 확보하며 전년도 당초 교부액 9,526억 원보다 506억 원(5.3%) 증가했다. 

이는 보통교부세 총 재원이 전년 대비 0.9% 증가한 것에 비해 높은 증가율로, 주목할 만한 성과다. 

보통교부세는 정부가 내국세의 일정 비율(19.24%의 97%)을 지방자치단체에 교부하는 재원으로, 지자체가 지방세와 같이 용도의 제한 없이 자유롭게 활용할 수 있는 매우 중요한 자주재원이다. 

유정복 시장은 심각한 국가적 문제로 대두되고 있는 초저출산 문제에 대응하기 위해 지방자치단체가 출산·양육 관련 정책을 적극적으로 추진할 수 있도록 실질적인 지원이 필요함을 강조했다. 

또한, 최근 안보 위협이 고조되고 있는 접경지역의 보전 확대가 시급하다는 점을 정부와 관계 공무원들에게 지속적으로 건의하고 설득해 왔다. 

이러한 건의 사항은 2024년 12월 30일 개정된 ‘지방교부세법 시행규칙’에 반영돼 보통교부세 수요액 산정에 포함됐다. 

주요 내용은 저출생·육아지원 확대(아동인구 비율 30%→33%), 접경지역 지원 수요 확대(40%→50%), 일자리 창출 수요 일몰 기한 3년 연장 등이다.

인천시는 또한 보통교부세 산정을 위한 통계관리와 세입 확충, 세출 효율화를 위해 전담팀(T/F)을 운영하고 타 지자체와의 협력을 강화하는 등 전략적인 노력을 펼쳤으며 이러한 노력은 이번 성과로 이어졌다.

○ 역대 최대 국고보조금, 3년 연속 국비 6조 시대 견인

한편, 인천시는 역대 최대 국고보조금인 5조 8,697억 원도 확보해 이는 전년도 대비 3,846억 원(7.0%) 증가한 규모로, 정부 총지출 증가율(3.2%)을 크게 웃도는 기록적인 성과다. 

특히, 정부의 건전재정 기조 속에서 국회 예산안이 증액 없이 감액만 반영된 상황에서 이룬 결과로 큰 의미를 지닌다.

유정복 시장은 튼튼한 재정 기반을 마련하는 것이 인천을 글로벌 톱텐(TOP 10) 도시로 성장시키고 시민 삶의 질을 향상하는 데 필수적이라고 강조했다.

이번 국비 확보에는 수도권광역급행철도(GTX-B) 3,630억 원, 서울도시철도 7호선 청라 연장 793억 원, 인천발 KTX 350억 원, 스마트빌리지 보급 및 확산 232억 원, 노인 일자리 지원 1,204억 원 등이 포함돼 이들 사업은 인천의 미래 성장과 시민들의 삶의 질 향상에 크게 기여할 것으로 기대된다.

유정복 시장은 “최근 국·내외적으로 어려운 시기에 3년 연속 국비 6조 원을 확보한 것은 인천시의 적극행정과 중앙정부 및 국회와 긴밀한 협력 결과”라며 “특히 보통교부세 1조 원 달성으로 확보된 추가 예산 1,132억 원은 시민들의 행복 체감을 높이고 인천의 미래를 위한 주요 사업에 소중한 재원으로 활용할 계획”이라고 밝혔다.
