사랑하는 계양구민 여러분!

2025년 을사년, 희망찬 새해가 밝았습니다.

모든 분들의 가정에 건강과 행복이 가득하시길 기원합니다.

지난해, 우리 구는 혁신적인 변화와 도전을 통해, 다양한 분야에서 큰 성과를 만든 한 해였습니다.

특히, 계양아라온은 불과 1년 만에 수도권 최고의 관광지로 자리 잡았고, 계양테크노밸리는, 첨단 산업단지로 확정되며, 계양의 미래 성장 기반을 마련했습니다.

또한, 교통안전지수 전국 1위, 노인일자리 시범사업 전국 최우수기관에 선정되었고,인천에서 살기 좋은 도시 평가에서 지난해 7위에서 3위로 상승하는 등

대내외적으로도 크게 인정받은 한 해였습니다.

이러한 성과는 구민 여러분의 적극적인 참여와 협조가 있었기에 가능했습니다. 

구민 여러분께, 깊은 감사를 드립니다.

2025년은, 국내외 많은 어려움으로 더 큰 노력이 필요한 때가 될 것 같습니다.

구청장과 모든 직원은 우리 계양이 지속적인 발전을 할 수 있도록 최선을 다하겠다는 각오를 마음에 새기며, 새해, 우리 구가 역점적으로 추진할 구정운영 방향을 말씀드리겠습니다.

미래지향적 교통 인프라 구축을 선도해 나가겠습니다.

지난해, 우리의 강력한 요구 끝에 관철된 계양-강화 고속도로, 양방향 이화IC 설치로 계양의 미래 가치를 더욱 높였습니다.

또한, 작전역세권 도시재생 혁신지구 후보지 선정으로 계양은 교통의 요충지, 청년혁신도시로 도약할 수 있는 기반이 마련되었습니다.

특히, 3기 신도시, 철도망 구축안은 계양테크노밸리까지 연결이 가시화되었으며, 박촌역까지의 연장도, 긍정적으로 검토되고 있습니다.

이와 더불어, 서운, 작전, 효성으로 연결되는 서울지하철 2호선 연장안까지 올해, 5차 국가철도망 구축계획에 반드시 반영시켜

3기 신도시는 물론, 계양구 원도심까지 이어지는 혁신적인 지하철 계양시대 기반을 마련해 나가겠습니다.

아울러, 주민들의 숙원사업인, 효성동, 병방동, 둑실동, 상야동 등 도로개설을 완료하여 한층 더 촘촘한 교통인프라를 구축하겠습니다.

다음으로, 최고 수준의 문화·관광 인프라를 만들어 내겠습니다. 

그동안, 문화 관광 인프라가 부족했던, 우리 구는 이제, 계양아라온을 중심으로 인천 9경과 강소형 잠재관광지로 선정되는 등 하루 1만 명이 찾는 관광명소로 비상하고 있습니다.

올해는 문화광장과 빛의거리 3단계 조성을 비롯해 청보리 축제, 워터축제, 가을꽃 전시 등 4계절 축제를 개최하여 계양아라온이 국제적인 관광지로 

도약할 수 있도록 철저히 준비해 나가겠습니다. 

또한, 3년 연속, 인천시 공모사업에 선정되어 추진한 계양 빛 축제는, 올해에도 공모에 선정될 수 있도록 만전을 기하고,차 없는 문화거리 행사와 연계하여 지역상권 및 원도심 활성화로 이어질 수 있도록, 문화, 관광인프라 구축에 최선을 다하겠습니다.

모든 구민이, 건강하고 활기차게 살 수 있는 스포츠·레저 인프라를 만들겠습니다.

지난해 7월, 계양구 최초, 오조산공원 어린이물놀이장을 개장하여 도심 속 워터파크로 자리 잡는 성과를 거두었습니다.

앞으로 물놀이장을 확대 추진하여,어린이뿐 아니라 모든 구민이 즐길 수 있는 물놀이 공간으로 발전시키겠습니다.

또한, 현재 건립 중인 계양3동 실내체육시설을 올해 말 준공하여, 권역별 균형 있는 체육 인프라를 구축하겠습니다.

특히, 스포츠·레저 복합타운으로 조성될계양 꽃마루 부지는, 올해 안으로 모든 행정절차를 마무리하고, 2026년도에는 준공하여 남녀노소, 온 가족이 함께 운동과 휴식을 즐길 수 있는 공간으로, 만들어 내겠습니다.

양질의 일자리와, 안정적인 생활을 할 수 있는 경제 자족도시 기반을 만들겠습니다.

양질의 일자리, 청년의 일자리가 만들어져야 계양의 변화와 지속적인 발전을 만들어 낼 수 있습니다.

지난해 10월 확정된, 계양테크노밸리 첨단산업단지 결정으로 경제자족도시로의 미래성장 동력을 확보하게 되었습니다.

앞으로, 교통인프라 구축 및 행정적 지원을 통해 첨단 앵커기업을 유치하고 계양산업단지와 연계하여 10만개 이상 양질의 일자리를 창출하겠습니다.

또한 소상공인, 골목상권, 전통시장 등 생활밀착형 지역 경제에 대해서는 특성별 맞춤형 지원을 강화하여 서민경제의 기반을 든든히 마련하겠습니다.

원도심과 상생하는 안전하고 살기 좋은 환경도시를 만들어 내겠습니다.

지난해, 우리 구는 재해예방 및 치안을 평가하는 생활안전지수 평가에서, 수도권 62개 도시 중 7위 교통안전지수는 전국 지자체에서 1위에 선정되는

쾌거를 달성했습니다.

이는, 구민의 생명과 재산을 지키는 안전한 생활기반 조성에 최선을 다한 결과입니다.

앞으로도, 구민이  안전하고 살기 좋은 1위 도시로 도약할 수 있도록 최선을 다하겠습니다.

아울러, 올해 안으로 계양문화회관, 서운근린공원 인근 등 주차난이 심각한 다가구 밀집지역에 공영주차장을 조성하여 구민들의 편의를 도모하겠습니다.

특히, 계산동, 계양동 일원 원도심 스마트타운 조성사업을 통해 원도심과 신도시가 균형 발전을 이룰 수 있도록 도시환경 정비에도 최선을 다하겠습니다.

희망과 행복이 있는 복지도시, 구민 중심의 소통도시를 만들겠습니다.

민선8기 들어 보육 통합지원서비스 확대, 아이돌봄 시설 확충, 노인일자리 확대 및 여가생활 지원 등 계층별 맞춤형 복지를 촘촘하게 지원해 왔습니다.

또한, 구립은행나무어린이집 리모델링과 장기동 스마트 도서관 개관 서운도서관 건립에 만전을 기해 교육환경 개선에도 최선을 다하겠습니다.

특히, 계양테크노밸리 내에 추진 중인 계양구립종합누리센터 건립을 올해 안으로 착공하여 2026년에는 어르신들을 위한 여가공간은 물론 장애인들이 마음껏 어울리고, 교육받을 수 있는 공간으로 만들어 내겠습니다.
