다음은 강범석 인천 서구청장의  2025년도 을사년(乙巳年) 신년사 전문이다.

사랑하고 존경하는 63만 서구민 여러분!

‘푸른 뱀의 해’ 을사년(乙巳年) 새해가 밝았습니다.

2025년에도 지혜와 혁신의 상징인 푸른 뱀의 기운을 받아 복이 넘치는 풍요로운 한 해가 되시길 기원합니다. 

예측 불허의 시대에 ‘뱀(Snake)’처럼 섬세한 (Sense) 감각이 필요하다는 뜻에서 트렌드 코리아 2025에서는 올해의 영문 키워드를 ‘SNAKE SENSE’로 정했습니다. 뱀처럼 날카로운 감각으로 새로운 기회를 포착하자는 것입니다. 

일반적으로 뱀은 호불호가 많은 생물입니다. 그러나 전통적으로는 뱀은 불사, 재생, 영생의 상징이며, 다산과 풍요, 재물, 지혜 등 긍정적인 이미지가 많습니다. 

지난해 여름 서구에서는 유래를 찾아볼 수 없을 정도로 규모가 큰 전기차 화재 사고가 발생했습니다. 전국 각지에서 성금과 후원 물품을 보내주셨고, 소방공무원과 경찰공무원 분들은 화재 진압과 사태 수습에 최선을 다해주셨습니다. 지역주민의 재난을 내 가족 일처럼 여겨 긴급 복구에 최선을 다한 서구 전 공직자들은 물론 구민의 따뜻한 도움의 손길까지 더해져 어려운 재난 상황을 신속하게 이겨낼 수 있었습니다.

올해는 불확실한 경제침체로 대한민국 정부의 살림도 어렵고, 우리 서구의 살림도 어려운 상황입니다. 저와 서구 전 공직자는 ‘더 살기 좋은 서구, 더 풍요로운 서구’를 목표로 더 겸손하고 더 낮은 자세로 구민 한 분 한 분의 목소리에 귀 기울이겠습니다. 서구의 주인이신 구민 여러분과 함께 이 어려운 상황을 헤쳐 나가겠습니다. 구민의 일상이 흔들리지 않도록 구정 운영에 최선을 다하겠습니다.

지난해 서구는 한국지방자치 경쟁력 평가 전국 1위, 전국 지방자치단체 일자리 평가 최우수상, 사회적경제 가치대상 5년 연속 우수상 , 아이돌봄서비스 제공기관 우수기관, 노인 일자리 및 사회활동 지원사업 평가 우수기관 선정 등 각종 부문에서 탁월한 성과를 거뒀습니다. 이 모든 것은 서구 구정에 대한 구민의 뜨거운 관심과 참여, 그리고 서구 공직자들의 열정으로 이룬 성과입니다.

민선 8기 서구가 힘찬 발걸음을 내디딘 지도 어느덧 3년 차가 되었습니다.

올해는 1,400여 서구 공직자와 함께 ‘균형과 화합’위에, 구민에게 약속드린 공약사항이 완성될 수 있도록, 구정 운영 성과를 최대로 끌어올리는데 총력을 기울이겠습니다.

첫째, 민생경제 회복과 지역경제 성장·발전을 도모하겠습니다.

경기침체로 어려움에 부닥쳐 있는 소상공인과 영세 자영업자의 민생안정 회복지원을 위해 노력하고, 중소기업 육성과 맞춤형 지원을 통해 지역 산업을 성장시키겠습니다.

일자리는 민생 현안의 최대 과제이자 개인에게는 삶의 근본입니다.

서구 일자리 주식회사 설립을 추진하여 일자리 취약계층에 안정적인 장기 일자리를 제공하고, 서구 맞춤형 일자리 창출로 지역경제를 활성화하겠습니다.

또한, 우리나라 경제활동의 근간인 청년의 자생 기반 마련과 취업·창업 경쟁력 향상을 위한 청년 지원 정책을 추진하여, 청년의 사회참여를 확대하고 지역에서 중요한 역할을 할 수 있는 사회 기반을 구축하겠습니다.

2025년 65세 노인 인구가 전체 인구의 20% 이상 차지하는 초고령사회에 진입합니다.

중장년 퇴직자에게 사회공헌 활동 기회와 전문성과 경력을 활용할 수 있는 양질의 일자리를 발굴하여, 맞춤형 구인·구직 취업지원서비스를 제공하겠습니다.

어르신들에게는 노인일자리 사업을 확대 추진하여, 생활 안정과 사회참여 기회를 제공, 노년의 삶의 질을 높이겠습니다.

둘째, 저출생 고령화 시대에 대응하고 ‘모든 세대가 행복한 복지도시’를 구현하겠습니다.

대한민국 최대 현안인 저출생 극복을 위해 ‘아이키우기 좋은 서구’를 구현하겠습니다. 이를 통해 대한민국 출생 정책을 우리 인천 서구에서 선도하겠습니다.

건강하고 행복한 임신·출산 가정환경 조성을 위한 천사지원금, 아이꿈 수당 등 인천형 출생정책 ‘I+1억dream’사업 추진에 동참하겠습니다. 아빠 육아휴직 장려금 지원, 친환경 급식 지원을 지속적으로 추진하겠습니다. 야간·휴일 소아 경증 환자의 진료 편의를 위한 ‘달빛어린이병원’을 확대 운영하고, 소아진료 협력체계를 구축, 병·의원이 협력하여 신속한 진료를 연계하겠습니다.

어르신들에게 건강한 노후생활 영위를 위한 건강관리와 노인맞춤돌봄서비스 사업을 실행하겠습니다. 지역사회 돌봄 기능을 강화하고, 건강관리서비스 이용이 어려운 취약계층의 건강증진을 위해, 방문건강관리와 AI-IoT기반 어르신건강관리 서비스를 제공하겠습니다. ‘검단 고령자 친화형 노인문화센터’ 조성, ‘구립신현원창동경로당 건립’을 통해 활기찬 노후생활을 지원하고 어르신 복지 증진을 실현하겠습니다. 

셋째, 원도심과 신도시가 모두 잘사는 균형 도시를 만들겠습니다.

가좌1동 도시재생사업, 석남3동 마가의 다락방 행복마을 가꿈사업, 가좌4동 가재울숲문화마을 주거환경 개선사업, 인천대로 주변 재생사업, 도시 및 주거환경 정비사업(재개발) 및 경서3구역 도시개발사업 등 지역 상황에 맞는 사업을 추진하겠습니다. 쾌적한 도시 및 주거환경 개선을 통해 원도심의 한계와 지역간 불균형을 해소하고, 정주하고 싶은 마을을 조성하겠습니다.

검단신도시 SOC 복합청사, 청라생활 문화센터, 가좌 국민 체육센터, 신개념 실내종합체육관, 오류왕길문화체육센터, (가칭)청라청소년센터 건립을 통해 63만 구민이 행복한 여가활동과 일상을 누릴 수 있는, 다양한 문화·체육 복지인프라를 구축하겠습니다.

넷째, 빠르고 편리한 교통망을 확충하여 서구의 미래가치를 창출하겠습니다.

사통팔달 교통중심 서구를 이루기 위해 정부, 인천시, 관계기관과 협조 체계를 공고히 하겠습니다. 안전하고 걷기 좋은 보행환경 개선 사업, 모바일 포트홀 자동탐지 시스템 시범운영, 침수 피해 예방 사업 등을 통해 촘촘하고 두터운 사회 안전망을 구축하겠습니다.

생활환경개선은 물론 범죄예방과 사회적 약자 보호 등 안전한 서구를 만드는 데도 전력을 다하겠습니다.

서구 5대 하천의 수질을 3등급 이상으로 개선하여 청정도시 기반을 마련하고, 하천주변 친수공간을 조성하여 자연 친화적인 여가 휴식 공간을 확보하겠습니다.

폭염, 미세먼지 등 이상기후 대응을 위해 정원도시 조성, 도시바람길숲 조성 등 주민생활권 주변 친환경 공원녹지를 확보하겠습니다. 건강하고 쾌적한 그린도시를 만들어 구민의 건강증진에 힘쓰겠습니다. 

여섯째, 새로운 지역복지 패러다임 창출로 사회적 약자를 지키겠습니다.

지난해 9월 인천시 자치구 최초로 ‘인천서구복지재단’이 출범했습니다.

복지재단은 63만 구민을 위한 복지 컨트롤타워로서 권역별 복지 수요를 파악하여, 지역 특성에 맞는 맞춤형 복지정책을 실현하겠습니다. 복지사각지대 취약계층을 촘촘하고 두텁게 지원하고 보호하는 사회안전망 구축을 통해 지속 가능한 지역복지 통합모델을 마련하고, 새로운 지역복지 패러다임을 창출하겠습니다.

고령화 시대 최대 이슈로 떠오른 치매 질환에 대한 조기검진, 치매예방 프로그램을 운영하겠습니다. 공립치매전담형 요양시설‘치매안심누리’건립을 통해, 촘촘한 치매환자 맞춤형 통합서비스를 제공하여, 구민의 행복한 노후에 지원하겠습니다.

마지막으로, 인천시 행정체제개편에 따라 검단구 분구 추진 및 서구 명칭 변경을 추진하겠습니다.

인천시 행정체제개편에 따라 2026년 7월1일 출범하는 검단구와 인천 서구는 경인아라뱃길을 기준으로 남쪽은 서구 북쪽은 검단구로 분구됩니다.

지난해 7월 출범한 분구추진실무준비단을 통해, 향후 1년 6개월에 걸쳐 인원 배치, 예산 분리, 기관 분리 등의 분구 행정업무를 차질 없이 준비하겠습니다. 검단지역 주민들의 접근성과 지역 여건을 고려해 임시청사 부지를 확보하고 청사구축을 위한 절차를 신속히 진행하겠습니다.
