(브레이크뉴스인천 박상도 기자) 인천 영종구가 8일, 본격적인 여름철 우기에 대비해 동강천 일대의 침수 피해를 방지하고자 사전점검과 예방 시설 구축 등 집중 정비 활동에 총력을 기울이고 있다고 밝혔다.

영종구에 따르면,이번 집중 정비는 과거 장마나 폭우 시 동강천의 수위 상승과 배수로 범람으로 인해 인근 주민들이 겪었던 고질적인 피해를 완전히 근절하겠다는 손화정 구청장의 강력한 의지가 반영된 것이다.

특히, 손화정 구청장은 지난달 23일 인수위로부터 동강천 일대 현장점검 결과 보고를 받고 “구민들의 소중한 생명을 지키는 조치에는 결코 모자람이 없어야 한다”라며 관계 부서에 만반의 대비에 나서줄 것을 특별 지시했다.

이에 영종구는 동강천의 통수(通水) 능력을 저해하는 수풀과 퇴적토 등을 제거하는 준설공사를 시행하는 한편, 이와 연결된 배수로를 집중적으로 정비하며 원활한 배수 흐름을 유도하는 작업을 추진 중이다.

또, 수해 시 안전사고를 유발할 수 있는 ‘소하천 내 불법 점용 시설물’에 대한 점검 활동도 벌이며 위험 요소를 발굴·차단할 방침이다.

아울러, 동강천의 말구(末口)에 ‘대형 수중펌프’를 선제적으로 설치·가동해 한층 더 신속하고 원활한 배수를 유도함으로써, 해당 일대의 침수 요인을 원천 차단한다는 계획이다.

이는 해수면이 가장 높은 시기인 대조기에 동강천 물이 바다로 원활히 빠져나가지 못해 야기되는 급격한 수위 상승과 소하천의 범람으로 인한 피해를 예방하기 위함이다. 

손화정 구청장은 “주민의 생명과 안전을 지키는 것은 공공의 의무”라며 “동강천 일대에 대한 철저한 정비를 통해 침수 피해를 막고, 영종구민의 생명과 재산을 보호하기 위해 총력을 다하겠다”고 밝혔다.

또한 , 영종구가 오는 7월 24일, 여름철을 맞아 어린이와 가족들이 시원하고 안전하게 물놀이를 즐길 수 있는 ‘운남근린공원 어린이 물놀이장’을  개장한다고 밝혔다.

영종구에 따르면, 운남근린공원(영종구 운남동 1551)에 위치한 어린이 물놀이장은 2017년 조성 이후 매년 여름마다 무료로 운영되며, 지역 주민들이 가까운 곳에서 무더위를 식힐 수 있는 대표적인 가족 휴식 공간으로 많은 사랑을 받고 있다.

올해 물놀이장은 7월 24일부터 8월 31일까지 운영되며, 이용 시간은 오전 10시부터 오후 5시까지이다. 

특히, 더욱 쾌적한 시설 운영과 안전사고 예방을 위해 매시간 50분 운영 후 10분간 ‘시설 점검 및 휴식 시간’을 시행하며, 정오부터 오후 1시까지는 운영을 일시 중단하며, 매주 월요일과 기상 악화 시(우천 등)에는 휴장한다.

제물포구시설관리공단은 개장에 앞서 시설물 안전 점검과 수질검사, 시운전 등 운영 준비를 모두 완료했다. 

아울러, 운영 기간에는 현장 관리원을 상시 배치해 시설 안전관리와 수질관리를 지속적으로 실시하는 등 이용객들이 안심하고 물놀이를 즐길 수 있도록 최선을 다할 계획이다.
