(브레이크뉴스인천 박상도 기자) 인천이 국제사회가 인정하는 생태환경 선도도시로 새로운 이정표를 세웠다.

오는 14일부터 15일까지 열리는 ‘EAAFP 20주년 기념행사’는 인천시가 IUCN, 람사르협약, EAAFP로부터 생물다양성 보전과 국제협력의 성과를 공식으로 인정받는 자리다. 

특히 IUCN의 생물다양성 우수 인증은 세계 최초 사례로, 지난 20여 년간 인천이 걸어온 생태보전 정책의 결실이라는 점에서 의미가 크다.

이번 EAAFP 20주년 기념행사는 단순한 국제행사가 아니다. 

생태도시를 넘어 국제환경도시로 도약한 인천의 발자취를 세계와 함께 돌아보고, 앞으로의 20년을 준비하는 출발점이다.

○ 세계 철새보전의 중심에 선 인천 

철새는 국경을 모른다. 

번식지와 중간 기착지, 월동지가 하나의 생태축으로 연결돼야 생존할 수 있다. 

어느 한 지역의 노력만으로는 철새를 지킬 수 없는 이유다.

이 같은 국제협력을 위해 출범한 EAAFP는 동아시아와 대양주를 오가는 이동성 물새와 서식지를 보전하는 협력체다. 

현재 18개 정부와 국제기구, 국제 NGO, 기업 등 42개 파트너가 참여하며 철새 이동경로 전반의 보전과 공동 대응을 이끌고 있다.

인천은 2009년 EAAFP 사무국을 송도에 유치한 이후 국제 철새보전 협력의 거점도시로 성장했다. 

사무국 운영 지원을 넘어 국제회의 개최와 철새이동경로 네트워크 확대, 연구와 교육, 시민참여 프로그램을 지속적으로 추진하며 국제협력의 중심 역할을 맡아왔다.

최근(2025년)에는 EAAFP 최고 의사결정기구인 관리위원회 상임위원으로 선임되며 국제 철새보전 정책과 운영 방향을 함께 결정하는 핵심 파트너로 자리매김했다. 

이제 인천은 사무국을 유치한 도시를 넘어 국제 환경 거버넌스를 이끄는 도시로 평가받고 있다.

○ 430마리(1995년)에서 7,081마리(2025년)까지...저어새가 써 내려간 20년의 기적

인천의 생태환경 정책을 가장 상징적으로 보여주는 존재는 단연 저어새다.

주걱모양의 부리를 가진 저어새는 세계적인 멸종위기종이다. 

1995년 전 세계 개체수는 430마리에 불과했고, IUCN은 가장 심각한 멸종위기 단계인 '위급(CR)'으로 분류했다.

하지만 국제사회와 인천의 꾸준한 보전 노력은 놀라운 변화를 만들어냈다.

2025년 현재 전 세계 저어새는 7,081마리로 약 16배가 증가했고, IUCN 적색목록 등급도 '위기(EN)'에서 '취약(VU)'으로 한 단계 개선됐다.

특히, 인천에는 현재 전 세계 저어새의 약 54%에 해당하는 3,828마리가 서식하고 있다. 

남동유수지는 2009년 첫 번식이 확인된 이후 매년 1,000마리 이상이 찾아오는 세계 최대 규모의 핵심 번식지로 자리 잡았다.

도심과 산업단지 인근에 위치한 남동유수지는 도시와 자연이 공존할 수 있음을 보여주는 대표적인 사례다. 

인천시는 인공섬 조성, 포식자 차단시설 설치, 탐조시설 개선, 가락지 부착과 이동경로 조사, 지속적인 서식지 관리 등을 통해 저어새가 안정적으로 번식할 수 있는 환경을 만들어 왔다.

저어새 개체수의 회복은 단순히 한 종의 증가를 의미하지 않는다. 

갯벌과 습지, 연안 생태계가 건강하게 유지되고 있다는 증거이며, 인천의 생물다양성 정책이 실질적인 성과를 거두고 있음을 보여주는 가장 객관적인 지표다.

○ 시민과 함께 만든 생태환경도시

인천의 성과는 행정만으로 만들어지지 않았다. 

전문가와 시민, 국제기구가 함께 참여하는 협력체계가 있었기에 가능했다.

인천시는 저어새생태학습관을 중심으로 생태교육과 시민 모니터링, 체험 프로그램을 꾸준히 운영하고 있으며, 최근까지 교육과 홍보, 시민참여 프로그램에 1만 6,000여 명이 참여했다. 

시민들은 철새를 관찰하고 기록하며 서식지를 지키는 생물다양성 보전의 주체가 되고 있다.

국제협력도 확대되고 있다. 

인천은 저어새의 대표적인 월동지인 홍콩과 자매서식지 협력을 이어오며 공동 모니터링과 연구, 학생교류, 국제포럼 등을 지속적으로 추진하고 있다. 

번식지와 월동지를 연결하는 이러한 협력은 철새보전이 국가 간 연대를 통해 완성된다는 사실을 보여주는 대표적인 사례다.

한편, 연수구 경원재 바이 워커힐에서 열리는 ‘동아시아-대양주 철새이동경로 파트너십(EAAFP) 20주년 기념행사 및 국제포럼’에서는 20주년 기념식과 국제기구 공로 수상식, 인천-홍콩 저어새 보전 국제포럼, 국가 철새서식지 관리자 워크숍, 남동유수지 현장견학 등이 진행된다.

EAAFP 출범 20주년은 인천에 새로운 전환점이다. 

지난 20년이 철새보전의 기반을 다진 시간이었다면, 앞으로의 20년은 기후변화에 대응해 갯벌, 습지, 하천을 더욱 체계적으로 관리하고 미래세대의 참여를 넓혀야 할 시기다. 

생물다양성 보전은 이제 선택이 아닌 도시의 지속가능성을 지탱하는 필수 생존 전략이기 때문이다.
