(브레이크뉴스인천 박상도 기자) 인천해양경찰서가  오는 7월 20일부터 9월 11일까지 8주간, 여름철 집중호우와 태풍 등 기상악화로 인한 해양오염 사고를 예방하기 위해 해상공사 동원선박을 대상으로 해양오염 예방 테마점검을 실시한다고 밝혔다.

인천해경에 따르면, 점검 대상은 관내에서 운항하는 예인선⋅부선 등 해상공사 동원선박과 화물선⋅유조선 등이며 이들 선박에 대해  불법소각 및 오염방지설비 정상 작동 여부, 선저폐수 등 오염물질 적법 처리 여부, 오염물질기록부 등의 작성·관리 여부를 중점 점검하고 특별관리구역 연료유 황함유량 기준 준수 여부, 유조선 세정수 불법 배출 등을 병행 점검할 계획이다.

최근 3년간 인천 관내에서 발생한 해양오염사고 44건 가운데 해상공사에 주로 동원되는 기타선 사고는 15건(약34%)이었으며, 유류 유출량도 전체 8,129L 중 4,292L(약53%)를 차지하는 것으로 나타나 해상공사 동원선박에 대한 집중관리가 필요한 것으로 분석됐다.

양종타 인천해양경찰서장은 “태풍 등 기상악화를 대비해 해상공사 동원선박에 대한 예방활동을 강화하겠다”며 “사전 홍보와 집중점검을 통해 자율적인 법령 준수 문화를 정착시키고 깨끗한 해양환경 조성에 최선을 다하겠다”고 말했다.

The Incheon Coast Guard announced that it will conduct marine pollution prevention thematic inspections targeting vessels mobilized for offshore construction for eight weeks, from July 20 to September 11, to prevent marine pollution accidents caused by adverse weather conditions such as summer torrential rains and typhoons. 

According to the Incheon Coast Guard, the inspection targets include vessels mobilized for offshore construction, such as tugboats and barges, as well as cargo ships and oil tankers operating within its jurisdiction. The plan is to focus inspections on these vessels regarding illegal incineration, the proper functioning of pollution prevention equipment, the legal treatment of pollutants such as bilge water, and the completion and management of pollutant records. Additionally, the inspection will concurrently check for compliance with sulfur content standards for fuel oil in special management zones and the illegal discharge of wash water from oil tankers.

Among the 44 marine pollution accidents that occurred within Incheon's jurisdiction over the past three years, accidents involving "other vessels" primarily mobilized for offshore construction accounted for 15 cases (approximately 34%). Furthermore, these vessels accounted for 4,292 liters (approximately 53%) of the total oil spill volume of 8,129 liters, indicating the need for intensive management of vessels mobilized for offshore construction. 

Yang Jong-ta, head of the Incheon Coast Guard, stated, “We will strengthen preventive measures for vessels mobilized for offshore construction in preparation for adverse weather conditions such as typhoons,” adding, “We will do our utmost to establish a culture of voluntary compliance with laws through advance publicity and intensive inspections, and to create a clean marine environment.”
