(브레이크뉴스인천 박상도 기자) 인천 강화군이 2일, 조업시간 규제가 44년 만에 완화된 첫날인 지난 7월 1일, 어업인의 안전한 조업을 지원하기 위해 오전 4시 30분 내가면 황청항에서 어업지도선을 출항시켜 조업 해역 순찰과 현장 안전조업 지원에 나섰다.

강화군에 따르면, 강화군 전 해역은 지난 1982년 접경해역 안보 문제로 조업시간이 일출부터 일몰까지로 제한돼 왔다. 

그러나 지난 7월 1일부터 해양수산부의 ‘인천광역시 해역 일시적 조업 또는 항행 제한 공고’ 개정에 따라 조업시간 규제가 대폭 완화됐다.

개정안에 따라 강화 전 해역에서는 일출 전 30분부터 일몰 후 30분까지 조업이 가능해졌으며 성어기인 4~6월과 9~11월에는 강화 남단 7개 어장에서 일출 전 1시간부터 일몰 후 1시간까지 조업할 수 있게 됐다.

이에 강화군은 규제 완화 첫날부터 어업지도선을 출항시켜 새벽 조업에 나선 어업인들이 혼선 없이 안전하게 조업할 수 있도록 현장 중심의 안전조업 지도에 나섰다.

출항에 앞서 군은 어업지도선 승무원을 대상으로 자체 안전교육을 실시하고, 새벽 시간대 항행 안전수칙과 비상상황 대응요령, 구조장비 점검사항 등을 재확인했다. 

또, 접경지역의 특성을 고려해 군부대에 어업지도선 출항 사실을 사전 통보하는 등 관계기관과의 협조체계도 점검했다.

이번 조업시간 확대는 개별 어선의 V-PASS(자가위치발신장치) 상시 작동과 어업지도선 배치·운영 등 안전관리 체계 구축을 전제로 승인된 제도 개선인 만큼, 강화군은 어업인을 대상으로 관련 사항을 지속 안내하고 어업지도선 운영을 강화해 나갈 방침이다.

박용철 강화군수는 “44년 만의 조업시간 규제 완화가 어업인의 실질적인 조업 여건 개선과 소득 확대로 이어질 수 있도록 안전관리에 최선을 다하겠다”며, “앞으로도 군부대, 해양경찰 등 관계기관과 긴밀한 협력체계를 유지해 어업인이 안심하고 조업할 수 있는 안전한 조업환경을 조성하겠다”고 말했다.

한편, 강화해역은 조수간만의 차가 커 기존 조업시간으로는 물때를 맞추기 어려워 어업인들의 불편이 지속돼 왔다. 

이번 규제 개선으로 어업인들은 보다 안정적인 조업 여건 속에서 조업 기회를 확보할 수 있게 됐으며, 강화군은 연간 약 50억 원 규모의 어가소득 증대와 지역 수산업 경쟁력 강화, 지역경제 활성화 효과를 기대하고 있다.

또한,  강화군이 2일, CCTV 통합관제센터에 ‘스마트시티 통합플랫폼’ 기반시설 구축을 완료하고 본격적인 운영에 들어갔다고 밝혔다.

강화군에 따르면, ‘스마트시티 통합플랫폼’은 재난·안전 상황 발생 시 신속하고 효율적인 대응체계를 마련하기 위한 사업으로, 군은 지난해 4월부터 올해 6월까지 총사업비 8억 2천만 원을 투입해 플랫폼 구축을 추진해 왔다.

이번 사업은 기존 CCTV 통합관제센터의 주요 장비와 네트워크 인프라를 활용해 국토교통부 표준 스마트시티 통합플랫폼과 연계·구축한 것이 특징이다. 

플랫폼의 핵심은 재난 대응에 필요한 현장 영상, 위치정보, 유관기관 데이터를 하나로 연결하는 ‘원스톱 통합 연계망’ 구축이다.

화재 등 각종 긴급 재난 상황이 발생하면 사고 지점 주변의 현장 CCTV 영상이 소방서뿐만 아니라 경찰, 군청 재난상황근무자, 해당 지역 읍·면 재난담당자에게 실시간으로 공유된다.

또 기상청, 교통정보센터, 환경공단, 스마트도시협회 등 유관기관의 재난 관련 데이터를 플랫폼과 연동해 보다 입체적인 재난 감시 환경을 마련했다.
