(브레이크뉴스인천 박상도 기자) 검단구와 서해구가 새로운 자치구 출범 첫날부터 안정적인 행정 운영과 주민 불편 최소화를 위한 긴급 재정 대응에 나섰다.

검단구와 서해구가 7월 1일 서해구청 브리핑룸에서 '서해구·검단구  기자회견'을 개최하고 재정 안정화 관련 공동 대응 체계 구축을 공식 발표했다.

양 구청장은 기자회견에서 “새로운 행정체제 출범은 주민들에게 더 나은 행정서비스와 발전의 기회가 되어야 하지만, 충분한 재정 대책과 지원 없이 추진된 출범으로 인해 검단구와 서해구가 심각한 재정 부담에 직면했다”고 밝혔다.

검단구는 2026년 하반기 안정적인 출범과 운영을 위해 전산 기반 구축, 가로등 유지관리비 등 약 152억 원 규모의 필수 재정 수요가 발생한 상황이다.

이외에도 출범 이후 148억원에 달하는 임시청사 임대료 등 지속적인 재정 부담도 해결해야 할 과제로 남아 있다.

서해구 역시 2026년 하반기 필수경비 가운데 인력 운영비, 환경공무관 인건비, 폐기물 처리 비용 등 확보되지 못한 예산이 약 296억 원에 달하는 것으로 나타났다.

이에 검단구와 서해구는 양 구청장이 공동 TF 단장을 맡아 '서해구·검단구 긴급 재정 대응 공동 TF'를 2026년 7월 1일부터 12월 31일까지 구성·운영한다.

공동 TF는 출범 초기 필수적으로 반영이 필요한 예산 규모와 재정 현황을 면밀히 분석하고, 양 구청장이 직접 인천시와 중앙정부, 국회를 방문해 신설 자치구 안정화를 위한 재정 지원을 요청할 계획이다.

김진규 검단구청장은 “검단구와 서해구는 기존 서구에서 함께 성장해 온 하나의 생활권”이라며 “행정구역은 나뉘었지만 주민의 삶과 지역 발전은 함께 연결되어 있는 만큼, 두 구청이 하나의 팀이 되어 출범 초기 어려움을 반드시 극복하겠다”고 말했다.

구재용 서해구청장은 “새로운 자치구 출범이 성공하기 위해서는 충분한 재정 기반 마련이 필수”라며 “주민들이 출범 첫날부터 행정 공백과 불편을 겪지 않도록 인천시와 중앙정부의 책임 있는 지원을 요청하겠다”고 밝혔다.

Geomdan-gu and Seohae-gu have launched an emergency financial response from the very first day of their new autonomous district launch to ensure stable administrative operations and minimize inconvenience for residents.

On July 1, Geomdan-gu and Seohae-gu held the 'Seohae-gu & Geomdan-gu Press Conference' at the Seohae-gu Office briefing room and officially announced the establishment of a joint response system regarding financial stabilization. 

During a press conference, District Head Yang stated, “While the launch of a new administrative system should have provided residents with better administrative services and opportunities for development, Geomdan-gu and Seohae-gu are facing a serious financial burden due to the launch being pushed forward without sufficient financial measures and support.”

Geomdan-gu faces essential financial demands amounting to approximately 15.2 billion won for the stable launch and operation of the second half of 2026, including the establishment of computer infrastructure and street light maintenance costs.
