박 시장은 이날 오전 8시 30분 수봉공원 현충탑 참배로 취임 첫 공식 일정을 시작했다. 

호국 영령 앞에 경의를 표하며 무거운 책임감과 함께 새로운 인천 시정(市政)을 시작한다는 뜻을 가다듬었다. 

이후 오전 10시 취임식을 가진 뒤 11시 업무인수인계서에 서명하며 공식 업무에 돌입했다.

○ ‘지속·소통·성장’...임기 관통할 세 가지 원칙

박 시장은 취임사에서 민선9기 시정을 관통할 세 가지 원칙으로 ‘지속 가능한 시정’, ‘여는 시정’, ‘삶을 키우는 시정’을 제시했다.

박 시장은 “지금 우리 앞에는 민선8기의 재정 실패와 정책 실패, 투명하지 못했던 은폐 시정을 정상화해야 하는 엄중한 과제가 놓여있다”면서 “덮어두고 피하지 않겠다. 장부부터 철저하게 다시 살피겠다”고 밝혔다. 이어 “숨겨진 부채는 더 없는지, 낭비되는 혈세는 없는지 정확히 짚어내고, 모든 위기 상황을 있는 그대로 시민께 보고드리겠다”고 약속했다.

세계 1위 바이오 도시 위상 확립, 원도심 문화 재생, 해상풍력 등 재생에너지의 시민 소득 연계 등을 핵심 과제로 제시하며 “2030년 평균연봉 5,500만 원 시대를 열어 대한민국 다섯 손가락 안에 드는 경제 도시로 도약하겠다”고 강조했다.

특히, 인천직할시 승격 이후 초·중·고교와 대학을 인천에서 마친 ‘인천 토박이’가 시장직을 맡은 것이 이번이 처음이라는 점을 언급하며 “인천의 품이 키워낸 제가 이제 시민 여러분께 온전히 보답할 차례”라고 말했다.

시민 여러분과 함께 인천의 새로운 4년을 만들어갈 민선9기 인천광역시장 박찬대입니다. 

오늘 취임식의 슬로건‘시민의 바람, 인천의 새바람’에는 시민의 요구에 부응하며, 시민과 함께 나아가겠다는 민선9기 인천시정의 약속이 담겨 있습니다. 

저는 오늘 이 단상에 오르며,시민 여러분의 기대를 가슴 깊이 새겼습니다.

I will usher in a new era of "citizen-sovereignty administration," where citizens are truly the masters. Third, it is a ‘nurturing municipal administration’ that firmly supports the lives of our citizens.

We will reorganize Incheon’s industrial and economic ecosystem in a future-oriented and solid manner.

As the city grows, the happiness of our citizens must grow alongside it.

We will nurture both the lives of our citizens and the future of Incheon so that the fruits of the dazzling growth Incheon will achieve permeate the ordinary daily lives of each and every citizen.

We will create genuine growth that citizens can truly experience.

3. Incheon’s Blueprint

Based on these three principles, we will draw a blueprint for Incheon’s future and push it forward with certainty.

We will create ‘new growth engines’ that will be responsible for Incheon’s future.

Artificial intelligence and bio, culture and energy. We will vigorously launch the ‘ABC + E Strategy’ to redraw Incheon’s industrial map.

We will awaken the world-class Incheon Airport and Incheon Port with artificial intelligence and firmly establish Incheon as the undisputed ‘No. 1 Bio City.’

We will revive Jemulpo, Munhak, and the Bupyeong Old Downtown with the breath of culture. We will connect the winds and sunshine of the sea off Incheon to jobs and solid incomes for our citizens.

We will draw a map of innovation after intense deliberation and review.

If we follow this map of innovation, the Incheon of 2030 that we will welcome will be distinctly different.

We will usher in an era of an average annual salary of 55 million won and leap forward to become an overwhelming economic city ranking among the top five in South Korea.

In alignment with the national vision of a government of popular sovereignty, we will ensure that Incheon's leap forward becomes the leap forward of South Korea.

We will ensure that young people in Incheon do not have to leave their hometown due to a lack of good jobs.

We will absolutely create an Incheon that talented individuals from South Korea, and indeed the entire world, come to on their own accord.

4. The Potential of Incheon

Respected 3 million citizens of Incheon,

Some of you may ask, regarding our grand dream, "Can we really achieve it?"

However, we in Incheon can certainly achieve it. This is because we possess a unique history, dynamism, and infinite potential.

The history of our Incheon has always been a history of pioneering new paths.

We were the first to open our port to the world.

We saved the nation from the ashes of war through the Incheon Landing Operation.

Incheon's industrial complexes sustained the Republic of Korea.

During the era of military dictatorship, we kept the spark of democracy alive through the May 3rd Democratic Struggle.

In this way, Incheon has always stood at the forefront of the times, opening the way for the Republic of Korea first.

That is not all.

We possess the dynamism of "Haebulyangsu" (the sea does not yield water), which generates immense energy.

The sea can become great because it embraces every stream without refusing.

That is exactly the case for Incheon.

The energy of those who have made Incheon their home and second home in search of jobs and hope for tomorrow is boiling vigorously within the crucible that is Incheon. The ceaseless dynamism unique to Incheon, created by the uninhibited fusion of this diversity, is a capability that other cities cannot easily imitate.

We also hold infinite ‘potential’ to confidently compete with the world.

We already possess world-class airports and seaports, and we harbor the world’s largest bio-production complex. 

The deep stories of the old city center, layered upon layer, and the inexhaustible energy held by the sea off Incheon are also the potential of our Incheon.

If this infinite potential meets a clear future vision and innovative strategies, it will explode into Incheon's unique and overwhelming competitiveness.

5. Self-Reliance Forged Through Inclusiveness, a Confident Leap Forward

Dear citizens, and the families of Incheon public officials,

This is a dream that I can never achieve with my own strength alone.

It is something that is possible only if we harmonize and stand together tightly.

Incheon has always been the starting point for South Korea to venture into the world.

It has also been the gateway for the world to enter South Korea.

Nevertheless, for a long time, we had to endure being treated as a peripheral region.

However, the "Sea-Fortune-Merit" mentioned earlier—the energy of inclusion and convergence—has finally evolved into Incheon's unique and powerful "self-reliance."

Building upon the inherent strength gained from weathering rough storms, Incheon has now become fertile soil capable of nurturing talent on its own.

I believe this is precisely why I, Park Chan-dae, was called upon to serve as the Mayor of Incheon Metropolitan City for the 9th popular election.

Since Incheon was elevated to the status of a Metropolitan City, this is the first time in the 9th popular election, following the era of appointed officials, that a "native of Incheon"—who completed all his elementary, middle, high school, and university education in Incheon and has lived there his entire life—has become mayor.

It is the first time in a full 45 years.

This is a valuable achievement cultivated by our Incheon on its own.

It is a proud declaration to both the domestic and international communities that Incheon has completely shaken off the stigma of being on the periphery and has acquired the solid "self-sustaining capacity" to lead the city by nurturing talent on its own. I, Park Chan-dae, nurtured by the embrace of Incheon, now have the turn to fully repay the citizens.

I will devote my entire being without reservation to Incheon’s "overwhelming growth and happy change."

Just as I stood here today having grown up in the arms of the citizens of Incheon, I will certainly complete the creation of a proud Incheon so that our children, born and raised here, can grow into the leading figures who will make tomorrow's Incheon a world-class city.

The foundation of the self-reliance that Incheon has finally blossomed lies not only in the sweat of the citizens but also in the silent dedication of our Incheon City public officials.

I have firm faith in the outstanding capabilities of our public officials.

You are the best partners I can rely on most securely.

Now, we must unite tightly and unleash this power without hesitation.

Please become an unwavering "One Team."

Let us boldly tear down the walls of unnecessary conventions and leap boldly into the lives of our citizens.

Let us implement competent administration that finds the answers on the ground and scratches the citizens' itches one step ahead. Let us build the Incheon municipal administration of the 9th popular election together, holding only Incheon's overwhelming growth and the happiness of its citizens in our hearts.

On the path of a ‘One Team’ that binds Incheon together, the City Council, representing the citizens, is also a reliable partner.

I will always engage in sincere dialogue and compromise with the City Council as well.

Starting with myself, I will practice a politics of integration based on mutual respect and cooperation.

Respected 3 million citizens of Incheon,

We will confidently advance toward the center of the Republic of Korea with the great capabilities of the citizens of Incheon.

Municipal administration will be completed in the daily lives of our citizens.

From the mayor working with sweat, to factories where the sound of machinery resounds vigorously, to schools where children nurture their dreams, and to the vibrant fish market that ushers in the dawn—every corner of your lives is the very site of municipal administration.

Please participate, even if it is just one more person, even just one more time.

Let us build our Incheon with our own hands.

As previously promised, I will start by opening the doors of the Mayor's office wide.

I will transparently disclose Incheon City's work methods and information, and solidly establish practical pathways for you to directly participate in important decision-making processes.

Gathering steps of participation and innovation, let us together complete, with our own hands, the most brilliant legacy that will make our children say, "I am truly proud to be from Incheon."

To my beloved 3 million citizens of Incheon,

I will certainly carry on this immense wind you have stirred up into a new wind that transforms Incheon's future.
