후보자는 공고일 현재 3년 이상 계속해 부천시에 거주하거나 관내 직장에서 3년 이상 근무한 사람, 또는 ‘부천시 국내·외 도시와의 교류 협력에 관한 조례’에 따른 명예시민 가운데 추천 요건을 충족한 사람이어야 한다.
추천은 시 부서장과 구청장, 동장, 시 소재 유관기관장, 사회단체장, 각급 학교장 또는 시민 20명 이상의 연서를 통해 가능하다.
접수된 후보자는 공적심사위원회의 심사를 거쳐 최종 수상자로 선정되며, 수상자는 10월 1일 열리는 ‘제53회 시민의 날’ 기념행사에서 시상할 예정이다.
