(브레이크뉴스인천 박상도 기자) 인천 부평구의회가 지난 2일부터 오는 9월 12일까지 제271회 임시회를 개회했다. 

부평구의회에 따르면, 이번 임시회에서는 조례안 등 안건 심사와 2025년도 행정사무감사 계획서 승인, 현장방문, 구정질문 등 다양한 의정활동이 전개될 예정이다.

주요 일정을 살펴보면, 첫날인 9월 2일에는 제1차 본회의를 열어, ‘제271회 인천광역시부평구의회(임시회) 회기 결정’, ‘구청장 및 관계공무원 출석 요구’ 등을 의결했다.

9월 3일부터 9월 9일까지 7일간은 위원회 활동 기간으로 현장 방문 과 조례안 등 을 비롯한 각종 안건 심사, 행정사무감사 계획서 채택 등이 이뤄진다. 

이어 9월 10일과 11일 이틀간은 구청장 및 관계공무원을 대상으로 구정질문이 실시되며, 12일에는 제4차 본회의를 개의하여 그동안 심사한 안건을 최종 의결함으로써 회기가 마무리된다.

안애경 의장은 “이번 임시회 기간에는 현장방문과, 구정질문 등이 예정되어 있다.”며, “사업 현장을 직접 찾아 사업 이해와 실효성 점검을 강화하고, 지역 현안에 대한 심도 있는 구정질문을 통해 구민 복지 증진과 지역발전을 위한 다양한 의견이 제시되길 바란다”고 당부했다.

또한, 부평구의회가 지난 2일 구의회 의원연구단체인 ‘부평의 생태계를 상징하는 깃대종 연구회’가  연구 중간보고회를 개최했다고 밝혔다. 

부평구의회에 따르면, 보고회는 지난 7월부터 진행한 관내 일원의 현장조사 결과를 공유하고, 전문가 자문을 받아 깃대종 선정 후보군을 논의하는 내용으로 진행했다. 

보고회에는 안애경 의장과 정예지 대표의원, 여명자 의원, 정유정 의원과 연구용역 수행기관, 그리고 집행기관 부서와 부평문화재단 등 관계자가 참석했다. 

주요 내용은 관내 생태자원 조사를 통한 부평의 깃대종 후보군 토의, 깃대종 선정을 위한 설문조사 실시 계획 등을 논의했다. 

보고회에서는 부평의 깃대종 후보로 맹꽁이(양서류), 흰줄납줄개(어류), 쇠백로(조류), 큰주홍부전나비(곤충류) 등 4종을 우선 정하고, 부평구의 깃대종 선정을 위한 온라인 설문은 인천녹색연합과 부평구문화재단 누리집을 통해 이날부터 오는 9월 28일까지 시행하기로 했다. 

연구는 지난해 11월 제정한 ‘부평구 멸종위기종 맹꽁이 등 야생동물 보호 및 생물다양성 증진 조례’의 세부 정책 시행과 맥을 같이하고 있다. 

정예지 연구회 대표의원은 “조례의 구체적 실천 일환인 연구회 활동은 부평의 친환경 도시 이미지를 강화하는 밑거름이 될 것”이라며, “구민과 함께 관심을 갖고 보호해야 할 환경자산으로 깃대종을 선정하고, 구민의 참여와 관심을 통해 생태환경은 물론 대중과도 연결 짓는 활동으로 노력하겠다”라고 포부를 밝혔다. 

한편, 연구는 부평구의 생태환경 기초자료 연구, 생태환경 보전 및 생물다양성 증진을 위한 정책발굴, 지역주민과 연계한 깃대종 후보군 발굴 등을 목적으로 10월까지 연구 활동 중이다.
